For a personal Windows 11 Pro setup, Microsoft currently requires an internet connection and a Microsoft account during initial setup. Its published guidance does not document a supported way for consumers to choose a local account in that first setup. You can install the correctly licensed Pro edition, complete setup under Microsoft’s stated requirements, and use a local account as a separate Windows sign-in option; Microsoft describes local accounts as device-specific and usable without internet when signing in.
Can you install Windows 11 Pro with a local account?
Not as a documented choice during initial personal setup, according to the Microsoft guidance available as of October 5, 2026. Microsoft’s Windows 11 system requirements say that Windows 11 Pro for personal use and Windows 11 Home require internet connectivity and a Microsoft account during initial device setup. Its setup connectivity guidance also says internet is required to finish setting up a Home or Pro device.

This is different from whether an offline installer exists. Microsoft provides installation media that can start a Windows installation, but that does not establish an exception to the stated online and Microsoft-account requirements for personal first setup. Microsoft’s reviewed support pages do not document a consumer sequence for selecting a local account during initial Windows 11 Pro setup, so this guide does not promise one or present undocumented command-line workarounds as official instructions.

Microsoft defines a local account as belonging to one device, not being connected to Microsoft cloud services, and not requiring internet to sign in. A Microsoft account can connect Microsoft services and sync settings or files across devices. These are account characteristics, not installation or licensing options; they do not change the initial setup requirement described above. See Microsoft’s account guidance.

- Instantly productive. Simpler, more intuitive UI and effortless navigation. New features like snap layouts help you manage multiple tasks with ease.
- Smarter collaboration. Have effective online meetings. Share content and mute/unmute right from the taskbar (1) Stay focused with intelligent noise cancelling and background blur.(2)

A local account is also not a way to license Windows 11 Pro. Installation edition, activation, and the account used to sign in are separate matters. If you need a local account after completing setup, consult Microsoft’s current instructions for switching to one in Windows Settings; the account-definition page linked above does not provide the full conversion steps.
Before you make a clean installation
A clean install removes personal files, apps, device-manufacturer customizations, and settings. Back up everything you need before booting from installation media. If the PC has more than one disk, identify the intended Windows disk before changing or deleting any partitions; deleting partitions on another disk destroys its data too. Microsoft’s Windows reinstall instructions explain the clean-install process and warn about its effects.

Create Windows 11 installation media
Use Microsoft’s Windows 11 download page and Media Creation Tool to make installation media, such as a bootable USB flash drive. Follow Microsoft’s current instructions for the tool and the media you choose; no particular brand or drive capacity is required by the guidance cited here.
Install Windows 11 Pro from the media
- Start the PC from the installation media. Restart with the USB connected and select it as the boot device. The key or menu procedure varies by PC manufacturer; use that manufacturer’s boot instructions.
- Choose the language and keyboard settings. Continue through Windows Setup and select the installation option when prompted.
- Handle the product-key prompt according to your license. Select Windows 11 Pro only if the device’s license covers Pro. Microsoft says a user with an applicable product key or digital license can skip the key prompt when reinstalling the matching edition. Skipping the prompt does not grant a license. A firmware key may also mean no key prompt appears.
- Select the Windows installation location carefully. Verify the target disk before formatting or deleting partitions. Do not remove partitions from a disk that contains data you intend to keep.
- Complete the initial personal setup. Microsoft currently states that personal Windows 11 Pro setup requires internet and a Microsoft account. Connect to the internet and follow the setup prompts; Microsoft’s reviewed guidance does not document a supported local-account choice at this stage.
- Check activation after installation. Connect online, then check Windows activation in Settings. Microsoft explains that a matching digital license can activate Windows online. If the installed edition is not licensed, use Microsoft’s activation guidance to diagnose the issue rather than treating a skipped key prompt as proof of entitlement.
Choose Pro only when the license covers Pro
Windows 11 Pro is an edition, not an account type. Microsoft’s Home and Pro comparison lists capabilities such as BitLocker Drive Encryption, Remote Desktop, and domain or Microsoft Entra ID joining for Pro. Those organizational join options are business features, not a general method for bypassing personal initial setup requirements.

Setup behavior can change with Windows updates
Initial setup is version- and update-sensitive. Microsoft published KB5128942 on September 22, 2026, and revised its applicability on September 29, 2026; its notice says the update applies to Windows 11 versions 24H2, 25H2, and 26H2, and downloads and installs during OOBE when internet is available. This update notice does not describe a local-account exception to Microsoft’s stated personal setup requirements.
