The most common failures are a ZIP extracted into an extra nested folder, an invalid or misplaced manifest, a case mismatch in level-name, incorrect pack stacking, or a client/server protocol mismatch. The procedure below covers both self-hosted Bedrock Dedicated Server (BDS) files and the equivalent folders in a managed host panel.

Prepare these items before touching a live world:
- A backup of the server files and the world you are changing. A pack can be removed, but a mistaken file operation or an interrupted update can affect a live installation.
- The pack downloaded as a
.mcpackfile or a ZIP archive. A.mcpackis a ZIP-based Bedrock transfer format; the server needs the extracted pack folder, not merely the archive sitting in a directory. - Access to the Bedrock Dedicated Server directory, or file-manager access to the equivalent folders on a managed host.
- A Bedrock client whose protocol and game version are compatible with the server. Bedrock can reject a connection when versions differ, including some minor or patch releases.
This guide concerns resource packs: textures, sounds, models, UI assets and other client-facing files. A behavior pack is a separate package. If a behavior pack relies on a resource pack, you must also configure the dependency described later.
How Bedrock chooses a resource-pack scope
Bedrock looks for packs in two locations. The location determines which worlds can use the pack; it does not change the contents of the pack itself.

Microsoft’s Bedrock Dedicated Server documentation describes the distinction directly: packs in a world’s folder are available only when that world is running, while packs in the top-level folder are available on any world being run on the server. Do not put a world-specific pack in the shared folder unless you want it offered to every world.
Install the pack on a Bedrock Dedicated Server
1. Download the archive and make a backup
Keep the original .mcpack or ZIP unchanged so you can extract it again if the first copy is damaged. Back up the server directory and the target world before deployment. If you are using a host panel, use its backup or snapshot function before uploading files.

2. Stop BDS completely
Stop the Bedrock Dedicated Server before adding or replacing pack files. The official BDS download is a ZIP package that you extract and launch with the executable supplied in that package. File changes made while the process is writing world data can be missed, overwritten or left only partly copied. Wait until the process has fully stopped before continuing.
3. Extract the pack
Open the .mcpack or ZIP with an archive utility and extract the complete pack folder. Do not leave the archive in resource_packs and expect BDS to discover it automatically. A correct result looks like this:

<server>/resource_packs/ExamplePack/textures/...The folder name ExamplePack is only an example; the important requirement is that manifest.json is directly inside the folder that you copy to the server. Many archives contain an outer directory, so inspect the extracted files before uploading.

4. Copy the folder to the correct scope
For a shared installation, copy the extracted folder to <server>/resource_packs/. For a world-only installation, copy it to <server>/worlds/<level-name>/resource_packs/. On a managed host, the panel may show the server root as a file-manager home directory rather than the literal word <server>; use the directory that contains server.properties and the worlds directory.
5. Check the folder shape
Open the folder you copied. Its first level should contain manifest.json and, when supplied by the creator, directories such as textures. This is wrong:
<server>/resource_packs/ExamplePack/ExamplePack/manifest.jsonMove the inner folder up one level or re-extract the archive so the manifest is directly under the installed pack directory.
6. Confirm the active world name
Open server.properties in the BDS root and find level-name. Its value must be the exact name of the world directory, including capitalization. For example, if the directory is MySurvival, use:
level-name=MySurvivalDo not substitute a display name, a world title shown in a launcher, or a path. Microsoft specifies that this value has to match exactly, including letter case. A correct pack in the wrong world directory will appear to be missing because BDS is running a different world.

7. Restart and test
Start BDS again using the executable and startup method supplied with your installation. Connect with a Bedrock client after the server is ready. If the client reports “Outdated Client” or the server reports “Outdated Server,” stop troubleshooting the pack until the client and server versions are aligned; a pack cannot correct a protocol mismatch.
Validate manifest.json before diagnosing anything else
The manifest tells Bedrock what the pack is, which version it has, and what kind of content it supplies. A resource pack must contain a module whose type is resources. The following is a structurally valid illustration; the names, UUIDs and version numbers are sample values, not values to copy into an existing pack:

format_version: Version 2 is the normal resource-pack format. Version 3 is documented as a preview format and uses SemVer-style version strings; do not switch a working pack to version 3 unless the pack and your server support it.header.name: The human-readable pack name shown to users.header.uuid: The pack’s unique identifier. UUIDs must be unique; copying another pack’s UUID can cause identification and update problems.header.version: The pack version advertised in the header.header.min_engine_version: The minimum Bedrock engine version declared by the creator.modules: At least one module must havetypeset toresources. The module has its own UUID and version, separate from the header values.pack_scope: Where supported by the pack format, this can distinguish world-only, global or either scope. It does not replace putting the folder in the correct server directory.
Use a JSON validator or a text editor that understands JSON to find missing commas, unmatched braces and smart quotes. A malformed manifest can prevent the pack from appearing in the Add-Ons interface at all. Keep the file name exactly manifest.json, including its extension and capitalization.
Pair a resource pack with a behavior pack
If a behavior pack depends on the resource pack, the behavior pack’s manifest must reference the resource pack’s header.uuid and the matching version. The dependency entry uses the resource pack header UUID, not the resource module UUID. A mismatch can leave behavior content active while its textures or other assets are absent.

- The UUID in the behavior pack’s dependency entry equals the resource pack’s
header.uuid. - The dependency version equals the resource pack header version that is actually installed.
- Both packs are installed in the scope where the world can load them.
A resource-only pack does not need a behavior-pack dependency. Adding one when no behavior pack exists can create an unnecessary loading failure.

Test the pack on a client before deploying it
When you have access to a development copy, validate the pack locally first. Microsoft’s resource-pack tutorial places a pack in development_resource_packs, opens a world, goes to Add-Ons > Resource Packs, and selects Activate. This test separates a broken pack from a server-path problem.
- Copy the extracted pack folder into the development resource-pack directory.
- Open the test world in the Bedrock client.
- Choose Add-Ons, then Resource Packs.
- Select the pack and choose Activate.
- Load the world and check the textures, sounds or UI elements the pack is meant to replace.
If the pack does not appear locally, fix its manifest or folder structure before uploading it to BDS. If it works locally but not on the server, focus on scope, level-name, restart state and client/server compatibility.

Can you force every player to use the pack?
Installing a pack in BDS makes it available to the world; it does not turn a resource pack into a Java-style download URL. Bedrock uses the server’s resource_packs folders and the pack manifest instead of Java’s URL workflow.
Microsoft’s general installation guidance establishes placement and activation, but the exact enforcement control is not identical across every BDS release and managed-host panel. Check the server.properties reference shipped with your specific server version or the corresponding control-panel documentation for a setting that requires a texture or resource pack. Do not copy a Java property name or assume that a panel’s toggle has the same behavior as another host’s.
For a reliable rollout, test with a client account that has not previously activated the pack, confirm that the world offers the expected pack, and document the exact server version and setting used. Players still need a compatible Bedrock client; an enforcement setting cannot overcome an “Outdated Client” or “Outdated Server” protocol error.
Why a pack appears but changes are invisible
Pack stacking is overriding the file
Bedrock resolves duplicate assets through pack stacking. When two active packs provide the same path and filename, the pack later in the stack wins. A different pack may therefore hide the texture you just installed. Temporarily disable competing packs or move the intended pack to the winning position in the world’s active resource-pack order.
The replacement path or filename is wrong
The asset path must match the vanilla asset being replaced. Check directory names, file extensions, capitalization and spelling. A texture saved under a similar but different path will load as a new, unused file rather than replacing the original.
The client has not loaded the updated version
Confirm that the server was restarted after the file change and reconnect with a compatible client. If the pack has a new version, make sure the manifest version and installed folder are the updated ones rather than an older duplicate elsewhere in the server tree.
Troubleshooting by symptom
The pack does not appear at all
- Stop BDS and inspect the installed folder.
- Verify that
manifest.jsonis directly inside that folder, not one directory deeper. - Validate the JSON syntax and confirm that
modulescontains"type": "resources". - Check that the folder is under the active world’s
resource_packsdirectory or the server-level shared directory. - Restart BDS and check the client again.
The pack works in a test world but not on the server
Compare the server path with the two scope options. If the pack is world-only, confirm that the folder name after worlds/ exactly matches level-name, including case. If it is shared, confirm that it is under the top-level resource_packs directory rather than a similarly named folder inside a world. Restart after correcting the path.
Players cannot connect after deployment
Compare the Bedrock client version with the BDS version before changing pack files again. Microsoft warns that protocol versions can differ between minor and even patch releases. Align the versions, then reconnect and retest the pack.
Textures are missing but behavior content loads
Inspect the behavior pack dependency. Its dependency UUID must be the resource pack’s header UUID, and its dependency version must match the installed resource pack version. Also verify that both packs are in a scope available to the active world.
Only some assets change
Check each missing asset’s exact vanilla path and filename, then inspect the active pack order for a later pack that supplies the same file. A pack can be valid and active while intentionally overriding only a subset of assets.
Shared folder versus world folder: a deployment decision

Scope is independent of hosting model. On a self-hosted Windows or Ubuntu BDS installation, you edit the directories directly. On managed hosting, the provider may expose an upload area, archive extractor and restart button instead. The underlying Bedrock layout remains the same; use the panel’s server root and do not rely on a provider-specific shortcut unless it clearly maps to one of these folders.
