To run a Minecraft: Java Edition server on a Windows VPS, install a compatible Java runtime, download the official versioned server JAR, launch it once to create the configuration files, accept the EULA, open the server port in both your VPS firewall and Windows Defender Firewall, and start the server again. Friends connect with the VPS public IP address or DNS name, using the configured port.

What you will have when the setup is complete
A correctly configured deployment has five separate pieces. Each one must work; a failure in any layer can make the server appear offline.

This procedure is for Minecraft: Java Edition. A Bedrock client cannot join a Java server simply by using the same IP address, and clients must use a release compatible with the server.

Prepare the Windows VPS
Use an administrator-capable account
Sign in through the VPS provider’s remote desktop or console with an account that can install software and create firewall rules. Apply current Windows updates before installing Java. Reboot if Windows requests it, then reconnect and confirm that the public IP address or DNS name shown by the provider is still correct.
Confirm that the endpoint can accept inbound traffic
Find out whether the provider places a security group, network ACL, or external firewall in front of the VPS. You need permission to add an inbound rule for the Minecraft port. Some providers supply a public IPv4 address; others also offer IPv6. Record the address players will use and check whether it can change after a stop, rebuild, or plan change.
Choose resources for the actual workload
Minecraft performance depends on the world, simulation and view distances, number of simultaneous players, redstone activity, plugins, and mods. The official setup guidance does not publish a universal RAM-per-player rule, so do not treat a single memory number as a guarantee. Watch CPU, memory, disk space, and tick performance after the server is running and resize when the workload demands it.
Install a compatible Java runtime
Microsoft’s Windows Java guidance recommends Microsoft Build of OpenJDK or Eclipse Temurin. OpenJDK 21 is the documented package-manager example in the current guidance, but the Minecraft release you choose may require a different Java major version. Check the server release notes and official download page first.
- Open a new PowerShell window as an administrator.
- Install the documented OpenJDK package:
winget install Microsoft.OpenJDK.21 - Close PowerShell and open a new PowerShell or Command Prompt window. A new session ensures that Windows reloads the updated environment variables.
- Verify that Java is callable:
java -version
The version command should print a Java runtime version rather than an error. Keep the output available if you need to compare it with the Minecraft server’s compatibility requirement.

When to set JAVA_HOME
The server can normally launch with the java command alone. Some administration tools and scripts also expect JAVA_HOME. Microsoft documents setting JAVA_HOME to the JDK directory and adding %JAVA_HOME%bin to the system Path.

- Select Environment Variables.
- Under System variables, create or edit
JAVA_HOMEso it points to the installed JDK directory, not to thebinsubfolder. - Edit the system
Pathand add%JAVA_HOME%bin. - Open a new terminal and run
java -versionagain.
If Java was installed with a package manager but the command is not found, first open a new terminal. If that does not fix it, inspect the system Path and JAVA_HOME values for a missing or incorrect JDK directory.
Download and organize the official server JAR
- Open Minecraft’s official Java server download page and select the release you intend to run. The page states that the setup is for Java Edition and that a compatible Java Runtime Environment is required to launch the
.jarfile. - Create a dedicated directory, for example
C:MinecraftServer. - Download the versioned server JAR into that directory. Keep the filename exactly as published; do not rename it to an old tutorial’s filename.
- Keep backups and future versions in separate folders or use a clearly documented upgrade procedure. Mixing multiple JARs in one folder makes it easy to start the wrong release.
The filename in the command below is intentionally variable. Replace <exact-server-jar-name>.jar with the complete filename you actually downloaded.
Run the first launch and accept the EULA
The first launch creates the files needed for configuration and then stops because the EULA has not been accepted.
- Open PowerShell or Command Prompt.
- Change to the server directory:
cd C:MinecraftServer - Start the JAR without a graphical window:
java -jar <exact-server-jar-name>.jar nogui - Wait for the process to stop and report that the EULA must be accepted. The run should create
eula.txtand usually createserver.propertiesas well. - Open
eula.txtin a text editor. Review the linked terms, change the single setting fromeula=falsetoeula=true, and save the file.
Do not set the value to true until you have reviewed and agreed to the EULA. Editing a different copy of the file, or saving it with an extra extension such as .txt.txt, will not satisfy the server.

Configure server.properties before inviting players
server.properties is a plain-text file. Stop the server before editing it, save the changes, and restart so the server reads the new values. Property names and available options can vary by Minecraft release, so retain the keys generated by your downloaded JAR.

When a setting is absent or has a release-specific name, use the properties file generated by your server version rather than copying a list from an older tutorial. Keep a backup of the file before making large changes.
Open the network path on both firewalls
Provider firewall or security group
In the VPS provider’s control panel, add an inbound rule for the TCP value used by server-port. If you leave the server on the documented default, that is TCP 25565. Restrict administrative ports such as Remote Desktop to trusted source addresses where the provider supports it. Save or apply the rule and check whether the provider requires a separate IPv6 rule.
Windows Defender Firewall
Keep Windows Firewall enabled. Microsoft warns that turning it off makes the device more vulnerable; create a narrow exception instead.
- Press Windows, search for Windows Defender Firewall with Advanced Security, and open it.
- Select Inbound Rules in the left pane.
- Choose New Rule in the right pane.
- Select Port, choose TCP, and enter the exact local port configured in
server-port. - Select Allow the connection, then apply the rule only to the network profiles you need.
- Give the rule a descriptive name such as
Minecraft Java TCP 25565and finish the wizard.
If you change server-port later, change the provider rule and Windows rule together. Opening 25565 while the server listens on another port does not make the server reachable.

Start the server and connect
- Return to the server directory in a new terminal:
cd C:MinecraftServer - Launch the same JAR again:
java -jar <exact-server-jar-name>.jar nogui - Wait until the console reports that the server has finished loading and is ready for commands. Do not close the terminal window; closing it terminates the process unless you are using a separate service or session manager.
- From a Minecraft: Java Edition client, open Multiplayer, choose Add Server, and enter the VPS public IP address or DNS name.
- If the port is not the default, append it in the form
hostname:port. You may also include:25565when an explicit default port is useful for troubleshooting.
The client and server must use compatible releases, and Java players must join a Java server. If the server is visible locally but not from another network, test the public address rather than a private VPS address.

Stop it cleanly
Use the server console’s stop command before rebooting Windows or changing files. A clean stop gives the server an opportunity to save the world. Avoid killing the terminal process or powering off the VPS while players are online.

Back up the world directory, server.properties, eula.txt, and any additional configuration or plugin directories. Store at least one copy outside the VPS. Provider snapshots are useful, but confirm how often they run, how long they are retained, and whether they can be restored to a different VPS.
Plan updates deliberately
Before replacing the JAR, stop the server and make a dated backup. Read the target release’s Java requirement, copy the new JAR into a controlled location, and test it with the existing world only after you have a restorable backup. Do not assume that a Java update, Minecraft update, plugin, or mod is backward-compatible.
What to compare when choosing a Windows VPS
The cheapest plan is not automatically the best host for a multiplayer world. Compare the operational features that affect availability and recovery.

| Backups and snapshots | How frequently are snapshots made, how long are they retained, and how are restores performed? | A backup is valuable only if it can be restored before data is lost. |
| DDoS and network policy | What traffic protections and fair-use limits apply? | Unexpected traffic can affect latency or trigger suspension under some policies. |
| Location and latency | Where is the VPS located relative to the players? | Shorter network paths generally produce a more responsive experience. |

Troubleshooting common failures
“java is not recognized”
Open a new PowerShell or Command Prompt window after installation and run java -version. If it still fails, check that the Java installation exists, that JAVA_HOME points to the JDK directory, and that %JAVA_HOME%bin is present in the system Path. Multiple Java installations can also leave an older or broken path entry ahead of the current one.

Stop the process, open the eula.txt created in the same folder as the JAR, review the terms, set eula=true, and save it as a plain-text file. Then rerun the command from that exact folder. If the message persists, confirm that the editor did not add a second filename extension and that you are not editing a duplicate server directory.
The server starts, but friends cannot join
- Confirm the server console is ready and that
server-portmatches the port you are testing. - Check the provider security group or external firewall.
- Check the Windows Defender Firewall inbound rule and its network profile.
- Verify the public IP address or DNS name, rather than a private address visible only inside the VPS network.
- If you changed the port, have players include
:portin the address. - Check that the client is Minecraft: Java Edition and is on a compatible release.
The server works on the VPS but not from the internet
A local test can succeed even when the public path is blocked. Test from a different network, such as a player’s home connection, and inspect both firewall layers. Do not disable Windows Firewall as a shortcut; create or correct the specific inbound rule.
The server stops, lags, or becomes unresponsive
Inspect Windows CPU, memory, and disk usage while the problem is occurring. Reduce view distance or the configured player limit, remove unnecessary workload, and compare the load with the VPS plan’s allocation. If the world uses mods or plugins, check their release compatibility and logs. Because the official guidance publishes no universal RAM number, resize based on observed workload rather than an invented player-to-memory formula.
Players see a version or edition error
Confirm that the server JAR and client are both Java Edition and that their releases are compatible. Updating only the client, or trying to connect from Bedrock Edition, does not make the combinations compatible. Match the release before investigating network settings.
