Improve WordPress navigation by first simplifying your information architecture, then editing the menu with the workflow your theme supports, and finally testing the published result on desktop, mobile, keyboard and screen readers. Block themes use Appearance > Editor > Navigation and the Navigation block; classic themes generally use Appearance > Menus. A menu is not finished when it looks correct in the editor: every destination, submenu, focus state, overlay and back-button action must work on the live site.

Start with an information-architecture audit
Navigation is a map of the site, not a list of everything the site contains. Before changing WordPress settings, decide which destinations deserve prominence and which should be reached through page content, search or contextual links.

List the pages people need to complete the site’s main tasks. Use analytics, support questions, sales or editorial requests, and stakeholder input as evidence. Include destinations such as the main service or product areas, pricing or plans, contact details, account access, documentation, location information and high-value resources when they are relevant to your site.
- Mark pages that are published, current and actively used.
- Flag duplicate pages, old campaigns, empty archives and links that return errors.
- Identify pages that visitors expect but cannot currently find.
- Record who owns each area so future menu changes do not depend on one person remembering the structure.
A link should earn a place in the primary menu because it helps a large share of visitors, not merely because someone requested it. Less-used destinations can remain available in the footer, a resource index, search results or links inside relevant pages.

Group related pages into a shallow hierarchy
Cluster pages by the task a visitor is trying to complete. For example, product information, implementation guidance and support content may be separate groups even when the pages are maintained by the same team. Keep related destinations together and avoid placing a page in several top-level groups unless users genuinely need both routes.
Sketch the hierarchy before opening the editor. Start with a small set of top-level choices, then decide whether each needs a submenu. A shallow structure is usually easier to scan, operate with a keyboard and maintain when pages change. A deep tree can hide destinations behind several interactions, especially on a phone.
Write labels that describe the destination
Use short, specific labels that tell visitors what they will find after selecting the item. “Pricing,” “Documentation” and “Contact” communicate more than vague labels such as “Learn,” “Solutions” or “More.” Keep the wording consistent: do not call the same concept “Guides” in one place and “Resources” in another unless they lead to different collections.
Do not rely on an icon alone to communicate a destination. If a link needs clarification, improve its text or add supporting context in the page rather than making visitors guess what a symbol means.
Identify whether the site uses a block or classic theme
The editing path depends on the active theme. A block theme exposes the Site Editor and the Navigation block. A classic theme may expose the older menu screen and one or more theme-specific menu locations.
Check for a block theme
In the WordPress dashboard, open Appearance. If you see Editor and can open Appearance > Editor > Navigation, the site is using the block-theme navigation workflow. The Site Editor can list existing menus and lets you create, rename, duplicate, delete, reorder and edit them.

Recognize a classic-theme workflow
If the dashboard provides Appearance > Menus instead, use the classic menu editor. The available menu locations are supplied by the theme, so the names may differ: a theme might provide a primary, header, utility or footer location. A menu can be correctly built yet invisible if it has not been assigned to the location rendered by the header or another template area.
Do not switch editing methods halfway through a change without checking the front end. A theme can contain both legacy menu settings and block-based areas, but only the navigation component actually placed in the rendered template controls what visitors see.
Edit navigation in a block theme
WordPress treats each Navigation block item as a block, so standard block-editor operations apply. The following sequence creates or updates a menu and makes it visible on the site.
- Open the menu list. Go to Appearance > Editor > Navigation. Select an existing menu to edit it, or choose the option to create a new menu.
- Name the menu clearly. Use an internal name that identifies its purpose, such as “Main header” or “Documentation navigation.” This name helps editors distinguish menus; it is not necessarily the label visitors see.
- Add destinations. Insert published pages or custom links. Check the displayed label and destination URL for every item. A custom link is useful for an external service, an anchor or a route that is not represented by a WordPress page, but it also creates a maintenance responsibility if that URL changes.
- Arrange the order. Drag items or use the block mover controls until the sequence reflects the order visitors should scan. Put the most common tasks first and keep related choices adjacent.
- Create submenus deliberately. Nest a link beneath a parent only when the parent represents a meaningful category or landing page. Keep the depth limited enough that users can understand where they are and how to return.
- Choose submenu behavior. In the Navigation block settings, decide whether submenus open on hover or click. Click activation is often more predictable for touch devices and for people who use a keyboard or magnification. If arrows are available, show submenu arrows so expandable items are visually explicit.
- Configure the mobile overlay. Set overlay visibility to never, mobile or always according to the layout. A mobile overlay can keep a long menu from consuming the entire header, but it must remain operable with a keyboard and provide a clear way to close.
- Place the Navigation block. Creating or editing a menu in the Navigation screen does not put it on the front end automatically. Open the relevant template or template part, such as the Header, insert or select a Navigation block, and link that block to the menu you edited.
- Save the template part. Save the Navigation block and the Header or other template part containing it. If you edit a template without saving the template part, the published header may remain unchanged.
- Preview at multiple widths. Use the editor preview and a published or preview URL to check wide and narrow layouts. Verify that the menu you edited is the one rendered on the pages visitors use.
Choose between a Page List and individual links
The Navigation block can use a Page List that automatically displays published pages. This is convenient for a simple site whose page hierarchy should mirror the menu, but it can introduce new links whenever another page is published. If you need precise control, convert the Page List to individually editable links. After conversion, newly published pages will not be added automatically, so an editor must update the menu intentionally.

Use related blocks where they solve a real task
The Navigation block can work alongside navigation links, search, social links, page lists, the site title, site logo, login or logout controls and buttons. Add these elements when they provide a needed route. For example, search can help visitors reach deep documentation without creating a large multi-level menu; a login or logout control belongs in a utility area when account access is a frequent task.
Edit navigation in a classic theme
- Open the menu editor. Go to Appearance > Menus. Select the menu used by the site or create a new one.
- Add items. Choose pages, custom links or other available content types, then add them to the menu. Edit each navigation label so it is concise and destination-focused.
- Set the hierarchy. Use the menu editor’s drag controls to reorder items and indent child items beneath their parent. Check that the resulting hierarchy matches the labels and the pages’ relationships.
- Assign the display location. In the menu settings, select the theme location that corresponds to the site’s header or primary navigation. If the theme offers several locations, confirm each one on the front end instead of assuming “Primary” is the visible header.
- Save and inspect the live result. Open representative pages, not only the homepage. Headers, menus and responsive behavior can differ between templates, custom post types and landing pages.
Classic themes vary in how they expose submenu arrows, mobile toggles and overlay behavior. If the menu editor has no control for a behavior, inspect the theme’s rendered header and settings rather than adding duplicate menu markup elsewhere.

Choose the right menu pattern
There is no universally best arrangement. Compare the available patterns against the number and depth of choices, label discoverability, keyboard and screen-reader operation, mobile reachability, maintenance effort and whether each URL remains directly accessible.
| Pattern | Best fit | Advantages | Risks to test |
|---|---|---|---|
| Single-level menu | A site with a small number of major tasks | Fast scanning, simple keyboard movement and fewer hidden choices | Can become crowded if every secondary page is promoted |
| Nested submenus | Related destinations that share a clear category | Groups content without putting every page in the header | Hidden links, difficult pointer paths, unclear parent behavior and deeper keyboard navigation |
| Mobile overlay | A narrow header or a menu that cannot fit comfortably on a phone | Preserves header space and provides room for larger tap targets | Focus trapping, an unclear close action, poor Escape behavior or content hidden behind the overlay |
Use a submenu when the parent label is meaningful and users benefit from seeing the category. Do not make a parent a dead-looking heading solely to hold children if visitors reasonably expect it to open a landing page. When a parent is both a destination and an expandable control, test how the theme communicates and activates those two actions.

Pick the symptom - the matching free tool is one click away.
Make mobile navigation reachable and predictable
Responsive navigation is more than shrinking desktop text. Check the menu at the narrow widths your visitors use and at an intermediate width where a desktop header may begin to wrap. The Navigation block includes overlay visibility settings, but the theme’s spacing, colors and custom scripts still determine the final experience.
- Keep the menu toggle visible and distinguishable from the logo and other controls.
- Give links and controls enough space to activate without precision taps.
- Ensure the overlay does not sit behind the header or extend beyond the viewport.
- Provide an obvious close control and make the Escape key close the overlay when it is open.
- Prevent background content from receiving accidental focus while the overlay is active.
- After selecting a destination, close or replace the overlay consistently so the next page does not appear to retain stale navigation.
Test both portrait and landscape orientations. A menu that works at one phone width can clip labels or push the last item below an inaccessible edge at another.
Verify accessibility instead of assuming the block guarantees it
WordPress documents that the Navigation block supports responsive view, keyboard navigation, a <nav> landmark and ARIA attributes without additional code. These are capabilities, not a substitute for checking the published result. Theme CSS, custom JavaScript and third-party components can still make a menu difficult to use.
Run a keyboard-only pass
- Start at the top of the page and use Tab to reach the logo, menu toggle and first navigation item in a sensible order.
- Confirm that every focused control has a clearly visible focus indicator that is not hidden by color or background changes.
- Use the documented keyboard interaction for links and submenu controls. Make sure a submenu can be opened without a mouse and that focus moves into it predictably.
- Reach every submenu item, then return to the parent and continue to the next top-level item without getting trapped.
- Open any mobile overlay, press Escape, and verify that focus returns to the control that opened it.
- Activate several links and use the browser’s back control. The page should return to the expected location without a stale overlay or lost focus state.
Check screen-reader structure and announcements
Use a screen reader available on your operating system to navigate by landmarks, links and headings. Confirm that the navigation landmark has a useful accessible name when multiple navigation regions exist, that expandable items announce their state, and that the current focus is not lost when a submenu or overlay opens.

If client-side navigation enhancements are enabled, verify that a screen reader announces progress and the new page or region after activation. The announcement should not obscure the destination’s heading or leave users hearing content from the previous page.
Inspect visual clarity
- Check text and background contrast in normal, hover, active and focus states.
- Make sure submenu arrows, separators and selected-state indicators remain visible at high zoom.
- Confirm that labels do not rely on color, position or an icon alone.
- Test zoom and reflow so navigation remains usable without horizontal scrolling.
Protect crawlable URLs when using client-side navigation
Optional client-side navigation can fetch destination HTML, replace designated regions, update browser history, load required assets and announce progress to screen readers. WordPress also documents that server-rendered complete HTML remains crawlable by search engines. Preserve that fallback rather than making navigation depend entirely on a script.
- Each menu item should point to a real, directly reachable URL.
- Opening a link in a new state should update the browser address and history so the Back button behaves normally.
- A page should still render when JavaScript is disabled, delayed or interrupted.
- Do not intercept ordinary links in a way that prevents copying the URL, opening it in a new tab or using standard browser commands.
- After a client-side transition, update the document title, main heading and focus position so both search engines and assistive-technology users understand the new page.
Client-side behavior is an enhancement, not a reason to hide URLs or replace server-rendered navigation with an inaccessible custom control.
Add search and contextual routes instead of overloading the header
Visitors do not all enter through the homepage. A compact header can be supported by search, a page index and links inside content. Add search when people know the name of a deep resource or when the site has many frequently changing pages. Use contextual links when the next step depends on what someone is reading, such as “installation” from a product overview or “contact support” from a troubleshooting page.
These routes should complement, not contradict, the primary menu. Use the same labels and destination URLs wherever the same task appears. If a destination is removed, update contextual links and search indexes as well as the header menu.
Test every destination and diagnose common failures
The edited menu is not visible
- In a block theme, confirm that the Navigation block is present in the Header or template part actually used by the page, linked to the menu you edited and saved.
- In a classic theme, confirm that the menu is assigned to the visible theme location under Appearance > Menus.
- Check whether a different header template is used on landing pages, posts or custom content types.
- Clear any page, browser or server cache only after confirming the menu was saved; caching cannot fix an unassigned menu.
A new page appears unexpectedly
The menu may be using a Page List that automatically includes published pages. Convert it to individually editable links when publication should not change the header, then add approved pages manually.
Best Value
A submenu opens only on hover
Change the Navigation block’s submenu visibility to click when that better suits touch and keyboard use, and enable submenu arrows if available. Then test the parent link, child links and focus order at both wide and narrow widths.
The mobile menu opens but cannot be closed
Check the overlay setting, close control, focus return and Escape handling. Inspect custom scripts that may prevent the toggle state from updating or may leave the overlay above the close button. Test the browser Back button after opening and after selecting a link.

Open every destination from the published menu, including submenu items. Compare the visible label with the page heading and address, and remove obsolete links rather than routing visitors through unnecessary redirects. Recheck custom links after domain, section or permalink changes.
Keyboard focus disappears
Use browser developer tools or the theme’s custom CSS to find hidden outlines, off-screen focus targets and scripts that move focus to a removed element. A visible focus state and a predictable return point are required for both the desktop menu and mobile overlay.
Use a repeatable navigation maintenance process
Navigation decays as pages are published, renamed and retired. Assign an owner and review it on a schedule that matches the site’s publishing frequency. The reviewer should compare menu items with current pages, analytics and support questions rather than approving changes by appearance alone.
- Remove dead, duplicate and obsolete destinations.
- Check labels for clarity and consistency after terminology changes.
- Review submenu depth and order when a new section is added.
- Verify the header, footer and any secondary navigation locations on representative templates.
- Repeat link, mobile, keyboard and screen-reader checks after theme, plugin or custom JavaScript changes.
- Document who can edit the menu, which template part renders it and when the last full review occurred.
A useful handoff record includes the menu’s internal name, its front-end location, its top-level categories, the owner for each category and the conditions for adding a new item. This prevents a well-intentioned editor from turning the header into a list of every available page.
