Google Ads guidance informs the platform-specific advice below; its recommended settings are not universal rules, and no setting guarantees better performance.
1. Define what a better result means
Start with the business outcome, not a platform metric. A campaign might aim to generate qualified leads, purchases, revenue, or profit. Those goals are not interchangeable: a form submission may be easy to count, but it is not useful if it rarely becomes a customer.

Choose conversion actions that represent meaningful progress toward the outcome. If conversion values differ, consider whether those differences can be measured reliably. Value-based bidding depends on the values configured in the account; it cannot distinguish a high-value sale from a low-value one if both are recorded identically.

Automated bidding optimizes toward the goals and signals configured in Google Ads. Before adjusting bids or match types, audit whether those signals reflect real business results. Google’s documentation describes its strategies and measurement requirements, but it cannot establish whether an individual account’s tracking is accurate.
#1 Best Overall
- Confirm the actions: Check that the conversion actions being used correspond to the outcomes you want to improve, rather than convenient but low-value activity.
- Review values: If bidding toward conversion value, verify that the values are meaningful and differentiated where appropriate.
- Assess conversion history: Check whether there is sufficient historical data for the strategy and campaign type you plan to use; Google notes that some strategies rely on historical conversion volume, with requirements that vary by campaign type.
Without reliable measurement, an automated strategy can still optimize—but toward a misleading target.
3. Choose how broadly searches can match
Keyword match types control how widely a search can match a keyword. They overlap: Google says broad match can reach searches covered by phrase and exact match, as well as additional related searches. Exact match is therefore not a promise of character-for-character matching.
| Match type | How to think about it | Useful consideration |
|---|---|---|
| Broad | Can reach a wider set of related searches, including those covered by phrase and exact match. | Requires careful review of actual search terms and dependable conversion goals. |
| Phrase | Offers a more constrained matching option than broad while still allowing matching beyond an identical query. | May suit advertisers seeking more control over the searches that trigger ads. |
| Exact | Restricts matching more than broad, but does not necessarily mean only the literal typed phrase. | Can fit situations where showing for particular searches is required, including some regulated contexts. |
Google recommends broad match paired with Smart Bidding when performance goals are clear and conversions are accurately measured. Treat that as conditional Google Ads guidance, not a universal PPC rule: tighter matching may be more appropriate when search control is essential.

Use search terms to refine reach
Review the search terms report to see what queries actually triggered ads. Add negative keywords when those queries reflect irrelevant or unsuitable intent. Use what you learn to refine keyword choices, ad language, and the landing page; the report is a feedback loop, not merely a list of exclusions.
4. Match bidding to the business goal
Google maps its Smart Bidding strategies to different objectives. Choose based on whether the priority is conversion volume or conversion value, and whether a target efficiency level is needed.
| Business objective | Google Ads strategy options | Key consideration |
|---|---|---|
| Generate more conversions | Maximize conversions or Target CPA | Target CPA adds a cost-per-action target; evaluate it against the value and quality of the conversions. |
| Generate more conversion value | Maximize conversion value or Target ROAS | These approaches depend on useful conversion values; a return target is only meaningful if values are measured appropriately. |
These are Google Ads mappings, not a choice that can be settled without account context. Consider historical conversion data, campaign type, measurement quality, and whether the business values more actions or greater value from those actions. Google’s help page notes that some strategy labels changed in June 2026 while underlying behavior remained the same, so check the current labels and options in your account.
5. Align keywords, ads, and landing pages
Organize campaign elements around related themes and similar bidding goals. For each theme, make sure the search intent, ad promise, and landing-page content fit together. Google recommends relevant responsive search ads with multiple headlines and descriptions; use that flexibility to test clear, accurate messages rather than adding variations that do not match the offer.
Recommended Free Tools
- Group related intent: Keep keywords and campaign groupings coherent enough that the ads can address the searches they are meant to reach.
- Write relevant assets: Provide responsive search ads with multiple useful headlines and descriptions that explain the offer and fit the theme.
- Match the destination: Send visitors to a page that delivers on the ad’s message and supports the desired action.
- Feed query insights back: Use search terms that produce useful or irrelevant traffic to inform keyword, ad, and landing-page adjustments.
These are ways to improve relevance and structure testing, not guarantees of a performance lift.

Google defines Quality Score as a keyword-level diagnostic from 1 to 10, based on expected clickthrough rate, ad relevance, and landing-page experience. Component ratings compare an advertiser with others whose ads appeared for the same exact search during the previous 90 days.
Rank #4
Google explicitly says Quality Score is not a key performance indicator and is not an auction input. A weak component rating can suggest an area to investigate—for example, whether an ad speaks to the search or its landing page is useful—but the score itself is not the business outcome. Judge success using results such as qualified leads, purchases, or meaningful conversion value.
7. Test changes and review business results
Make changes deliberately rather than changing matching, bids, ads, and landing pages all at once. A controlled change makes it easier to understand what may have influenced an outcome. Allow for the account’s conversion cycle and volume when reviewing results; short-term fluctuations may not answer whether a change helped.

- Keep the comparison focused enough to interpret, and document what changed.
- Review enough of the conversion cycle to assess outcomes rather than relying only on early activity.
- Keep, revise, or reverse a change based on the results that matter to the business.
Google recommends testing campaign combinations in its platform guidance, but platform recommendations and reported performance claims do not establish that a change will work for every advertiser. Evaluate your own account data.
