To reduce airborne infection risk at work, first make sure the building meets the applicable minimum outdoor-air requirements. Then, where safe and practical, increase outdoor air and total clean airflow, improve compatible HVAC filtration, and add appropriately sized room air cleaners. NIOSH suggests aiming for 5 or more air changes per hour (ACH) of clean air when possible—but that is a rough guide, not a legal threshold or a guarantee of safe air.
Start with required outdoor air
Have facilities staff establish whether the HVAC system supplies at least the minimum outdoor air required by the applicable ventilation code for the building and its intended occupancy. Which requirements apply depends in part on when the building was constructed or most recently renovated. Where feasible, NIOSH recommends upgrading performance to current ventilation-code requirements for current occupancy. Code compliance is a baseline, not a promise that infection risk is eliminated; additional measures may be useful, particularly in crowded or otherwise higher-risk settings. NIOSH’s workplace ventilation guidance distinguishes this baseline from voluntary steps to improve air.

Outdoor air dilutes contaminants generated indoors. Depending on the building and conditions, possible steps include opening HVAC outdoor-air dampers, increasing outdoor-air delivery, or opening windows or doors. These changes can raise energy costs and affect temperature, humidity, or comfort; an energy recovery ventilator may help reduce some of the energy and system impacts.

Do not open a window or door if doing so creates a safety or health hazard, such as a fall risk or asthma symptoms, and use caution where outdoor air is highly polluted. For HVAC changes such as increasing system airflow, adjusting controls, or rebalancing delivery to occupied areas, involve a qualified building professional when appropriate. NIOSH’s air-circulation guidance describes ways to bring in more outdoor air and improve airflow.
Use fans without directing air between people
A fan can help draw outdoor air through a room or improve mixing, but placement matters. Avoid a setup that carries air from one person toward another. Where it is safe and feasible, a securely installed window fan exhausting air outdoors can help pull outdoor air in through other openings. A fan may improve circulation without increasing the amount of clean air delivered per hour.

Improve filtration and add room air cleaning
Where the central HVAC system can handle it, NIOSH recommends upgrading to a MERV-13 or better filter. Check compatibility before changing the filter: a higher-efficiency filter that the system cannot accommodate may interfere with its operation. Facilities staff or an HVAC professional can assess the equipment and filter fit. Central filtration treats air that passes through the system; a portable room cleaner can provide additional, localized clean airflow. NIOSH’s air-cleanliness guidance covers central and room air cleaning.

Built-in room cleaners may also add filtration. Not every room air cleaner uses HEPA filtration, so check what the device actually does rather than treating all cleaners as equivalent.

Filtration and air cleaning can supplement outdoor air, but they do not replace code-required outdoor-air ventilation. Some air-cleaning technologies are not filtration; assess newer or less-established approaches cautiously.
Consider GUV as a supplemental engineered measure
Germicidal ultraviolet (GUV), also called UVGI, can inactivate airborne viruses when properly designed and installed. NIOSH describes it as a supplemental option that may be useful in large gatherings, higher-risk spaces, or locations where ventilation or filtration upgrades are limited. Upper-room and in-duct systems are possible approaches, but design, sizing, installation, and commissioning require appropriate expertise. GUV should not be treated as a substitute for required outdoor air or as a do-it-yourself shortcut.

Understand the 5 ACH clean-air guide
NIOSH advises aiming for 5 or more air changes per hour (ACH) of clean air when possible. ACH describes the volume of air delivered relative to a room’s volume. For this practical comparison, clean air from central or natural ventilation can be combined with equivalent clean-air delivery from filtration or treatment. Air-cleaning devices may contribute equivalent ACH (eACH) without bringing in outdoor air; particle cleaning also does not necessarily remove gases or vapors. NIOSH calls 5 ACH a rough guide, not a universal optimum, code requirement, or safety threshold.
The appropriate amount depends on the space. A large, lightly occupied warehouse may need less clean airflow than a crowded room or one used by people at higher risk. Higher rates can also involve upfront, energy, and maintenance costs. The cited guidance does not establish a precise infection-risk reduction for a particular workplace ventilation rate, and 5 ACH does not guarantee safe air.

Account for distribution, not just the room’s air-change number
A room’s calculated air-change rate does not show whether clean air reaches every occupied area evenly. Real rooms can have stagnant zones or imperfect mixing. Clearance estimates often assume perfect mixing unless adjusted, so they may understate the time needed in a poorly mixed space. Fans can improve mixing without increasing ACH, while a properly placed portable HEPA cleaner can add equivalent clean airflow.
Do not use a general clearance-time estimate as a universal workplace re-entry rule. Follow applicable workplace requirements and disease-specific guidance where relevant.
Choose measures for the building and its occupants
- Check the baseline: confirm applicable outdoor-air requirements and current system performance with facilities staff.
- Assess conditions: consider occupancy, activity, outdoor pollution, weather, comfort, energy use, room layout, and airflow distribution.
- Use compatible improvements: increase outdoor air where safe, and consider MERV-13-or-better central filtration only when the system can support it.
- Supplement where useful: size room HEPA cleaners to the space, or seek professional advice about GUV where conditions warrant it.
- Maintain the system: account for filter replacement, cleaner upkeep, and operating constraints when selecting measures.
Good ventilation lowers exposure to airborne respiratory particles; it cannot eliminate transmission risk. NIOSH’s ventilation FAQs address common questions, including how much ventilation is enough and whether viral particles can move through HVAC systems.
