Telecom providers can improve call-center service by making it easier to reach the right help, equipping agents to resolve more issues on the first contact, and taking ownership of faults and complaints until they are closed. Measure waiting and abandonment alongside repeat contacts, resolution time and customer feedback: a short call is not a successful outcome if the customer has to call again.
For UK context, Ofcom’s latest comparison covers residential mobile, broadband and landline experiences in 2024. It was reissued on 18 September 2026 after EE resubmitted data and Ofcom revised some EE fault figures and related industry averages. The recommendations below apply broadly as service practices; Ofcom’s figures and UK complaint rules are not global benchmarks.

What the UK evidence says about telecom service
Ofcom’s 2025 summary reported 2024 complaint-handling satisfaction of 61% for mobile, 58% for broadband and 60% for landline customers. Average call waiting was 1 minute 52 seconds for mobile and 2 minutes 1 second for broadband and landline. Ofcom cautions that provider inclusion changed, so the industry waiting averages are not directly comparable with earlier reports. Treat them as context, not targets. Ofcom’s 2024 quality-of-service comparison was reissued in September 2026 with corrected EE fault data. The 2025 summary gives the satisfaction and waiting figures.
Satisfaction can improve while more people still have a reason to complain. Ofcom reported that 14% of mobile customers had a reason to complain in 2024, up from 12% in 2022; for broadband customers, the figures were 23% and 20%. That is why a single satisfaction score cannot identify the source of customer effort or show whether faults are being fixed. Ofcom’s 2025 report also says the largest telecom firms resolved 79% of complaints received from January 2022 through 2024 in under a week and 94% within six weeks. Those results describe those firms and that period, not a universal service target.

Ofcom’s qualitative work describes recurring sources of frustration: slow answering, scripts that disregard what a caller has already explained, repeated troubleshooting, limited agent knowledge or authority, and communication or line-quality problems. The work is older and identifies themes, not their current prevalence or proof that any one intervention causes improvement. Ofcom’s qualitative research on telecom service quality is useful for understanding those failure modes.
1. Find where customers are doing unnecessary work
Start by segmenting contacts by reason and service rather than relying on an overall call-center score. Separate billing and account changes from poor mobile reception, slow broadband, outages, installation, repair and formal complaints. A billing queue and a fault queue have different causes of repeat contact and need different fixes.
- Combine queue data with transfers, first-contact resolution, repeat contacts for the same issue and time to resolve.
- Review customer comments and call records for moments when people repeat their story, redo troubleshooting or get sent to another team.
- Break results down by contact reason, service, time, channel and provider unit to expose local bottlenecks hidden by averages.
- Check fault and complaint outcomes alongside access metrics; Ofcom’s UK evidence shows service-specific differences and mixed broadband and landline fault results.
Do not assume that poor satisfaction has one cause. It may reflect the underlying fault, difficulty reaching help, a poor explanation, or an unresolved follow-up.

2. Reduce waiting and abandonment
Use demand forecasts to align staffing with contact patterns, then examine whether routing and queue design are sending customers to the right place. Make callbacks or digital alternatives visible when they are genuinely available, and give realistic wait expectations rather than estimates that quickly become misleading.
Track both average waiting time and its distribution, along with abandonment, by queue and contact reason. A tolerable average can conceal a long tail of customers waiting much longer; an overall abandonment figure can conceal one queue where customers routinely give up. Ofcom’s 2024 UK findings show substantial variation in abandonment across providers, while mobile and fixed-service waiting averages differ. These are diagnostic comparisons, not prescribed targets.
3. Help agents resolve the issue without restarting the conversation
Scripts should guide agents through necessary checks and disclosures, not force every caller through the same sequence. Make relevant account state, known outages, previous contacts, diagnostics already completed and repair status available in one place. Ask what the customer has already tried, then skip steps the agent can safely validate rather than requiring a repeat.

Give agents the information and authority to act
Train agents on common telecom faults and give them the authority to resolve appropriate cases. When specialist help is needed, provide a direct escalation path that preserves the customer’s context instead of sending them through another front door. Ofcom’s qualitative research identifies frustration with repeated fault isolation and agents who lack expertise or permission to act.
Adapt troubleshooting to the customer
Explain each step in plain language and tailor it to the customer’s experience and access needs. If a diagnostic step is unsafe, inaccessible or already completed, offer a suitable alternative or move the case forward. Record verified results so another agent does not restart the same checks.
4. Own faults and complaints through completion
Give each open fault or complaint a named owner or accountable team, a next action, an expected update time and a clear escalation route. Record the customer’s desired outcome and the steps already taken. The next handler should be able to continue the case rather than ask the customer to reconstruct it.

- Access: average and distribution of wait time, abandonment and transfer rate.
- Resolution: first-contact resolution, repeat contact for the same issue, complaint resolution time and on-time resolution.
- Experience: complaint-handling satisfaction and customer feedback, segmented by fault, billing and channel.
- Fairness and compliance: complaint age, required escalation notices, accessibility needs and eligibility for compensation or alternative dispute resolution.
ITU-T Y.3063, published in December 2025, includes first-call resolution ratio, complaint resolution time and on-time complaint resolution ratio among indicators in a framework for autonomous-network effectiveness. It is a standards framework with an autonomous-network context, not a requirement for every call center. ITU-T Recommendation Y.3063 provides the framework’s scope.

Avoid judging agents on short handle time alone. As a management practice, test whether pressure to shorten calls coincides with more repeat contacts, worse resolution or lower satisfaction in your own data; the Ofcom reports cited here do not establish a causal effect for any particular incentive.
6. Keep UK complaint escalation rules current
For UK residential and small-business consumers, Ofcom announced that the period before a customer can take an unresolved complaint to an approved alternative dispute resolution (ADR) scheme falls from eight weeks to six weeks, effective 8 April 2026. Ofcom identifies Communications Ombudsman and CISAS as approved schemes. Providers should update complaint-aging workflows and customer notices to reflect the applicable rule. Ofcom’s ADR scheme information sets out the UK context; check current rule wording when preparing operational scripts or consumer guidance.
