To make Windows 11 policy definitions available when editing domain Group Policy Objects, download the Administrative Templates package for the Windows 11 release you administer, then stage its .admx files and matching language-specific .adml files in the domain’s SYSVOL Central Store. These files populate the editor; they do not apply policy to computers. You still configure and link settings in Group Policy Objects.
What the Central Store contains and when to use it
Administrative Templates are definition files used by Group Policy tools to display and edit policy settings. An .admx file defines policy structure without being tied to a display language; its matching .adml file provides language-specific labels and descriptions. Keep the pair together in the appropriate folder structure.

For domain Group Policy editing, the conventional Central Store path is \<domain>SYSVOL<domain>PoliciesPolicyDefinitions. It is shared across the domain rather than stored inside an individual GPO, and its files replicate to domain controllers. When the Central Store exists, domain Group Policy tools use its definitions instead of the local workstation’s C:WindowsPolicyDefinitions files. Microsoft’s guidance states, “The Group Policy tools use all .admx files that are in the Central Store.” Microsoft’s Central Store documentation also says, “Use the ADMX download packages in only the Central Store scenario.”
Local templates can still be relevant when editing local policy, but installing a Windows package into the local PolicyDefinitions directory will not update the domain editor’s definitions when a Central Store is present. Microsoft warns that replacing files in C:WindowsPolicyDefinitions with the downloaded packages is unsupported.

Choose the Windows 11 template release
Microsoft’s Central Store guidance lists Administrative Templates packages for Windows 11 25H2, 24H2, 23H2, and 22H2, including a 22H2 v3.0 listing. Select a package based on the Windows releases and settings your organization needs to administer; the newest package is not automatically the right choice for every mixed-version fleet. Check Microsoft’s Administrative Templates download page for the current package list and release-specific Group Policy Settings Reference spreadsheets.
Template content can also change through servicing updates. For example, Microsoft notes that AllowedNonAdminPackageFamilyNameRules was added to AppxPackageManager.admx for Windows 11 24H2 and 23H2 in the January 2025 servicing update. When a specific setting matters, confirm that the selected template set includes its definition rather than relying on the feature-release label alone.

Download and prepare the files
- Download the Administrative Templates package for the Windows 11 release you selected from Microsoft’s official download page.
- Extract the package and work from its PolicyDefinitions directory. Preserve its language subfolders instead of flattening the files.
- For any application or Windows component templates your organization needs, follow that vendor’s or component’s official instructions. Select the corresponding ADMX and ADML files deliberately; do not copy an unrelated bundle wholesale into the production store.
Microsoft’s instructions for MBAM templates and PowerToys templates illustrate the same arrangement: the neutral ADMX belongs in the PolicyDefinitions root, and the language resource belongs in the matching language folder. If you source files from a Windows client rather than the standalone package, Microsoft advises ensuring that the client has the latest updates installed.

- Open the domain SYSVOL Policies location. Use
\<domain>SYSVOL<domain>Policies. If no Central Store exists, create a folder namedPolicyDefinitions. - Build a versioned staging folder. For an existing store, create a temporary sibling folder such as
PolicyDefinitions-24H2. Copy the selected Windows package’s ADMX files into its root. - Add language resources. Copy the matching ADML files into culture-named subfolders, such as
en-USorko-KR, for each language administrators use. Do not assume ADMX files alone are sufficient for localized display. - Merge required extensions. Bring forward application and OS-extension templates that are still needed but are not included in the Windows package. Check that each ADMX has its matching ADML resources for the enabled languages.
- Review the staged set. Compare it with the current store and confirm release coverage, required extensions, language folders, and the settings administrators need to manage.
- Promote with a rollback copy. Rename the current
PolicyDefinitionsfolder to an archive or versioned name, then rename the staged folder toPolicyDefinitions. Keep the former version available until the new set is validated; after it is stable, move the old copy out of SYSVOL.
Renaming folders in SYSVOL does not make replication instantaneous. Microsoft says the Central Store files replicate to domain controllers, but the reviewed guidance does not give a fixed replication duration. Allow for your domain’s replication behavior before treating different editor views as proof that the staged files are wrong.

- Open Group Policy Management Console and edit a domain GPO.
- Under the relevant Computer Configuration or User Configuration node, open Administrative Templates and check for the expected policy category and setting.
- Confirm that policy names and descriptions appear in the intended language, which depends on the corresponding ADML folder being present.
- If the change is not visible, verify the Central Store path and contents on the domain, then account for SYSVOL replication before making another change.
Seeing a setting in the editor only confirms that its definition is available; it does not mean the setting is configured or applied. Configure the desired setting in the GPO and manage the GPO’s scope and links separately.

Troubleshoot “Extra Registry Settings” and missing policies
If a setting appears under “Extra Registry Settings” or cannot be edited normally, the editor may not have a definition matching the registry-based policy already present in the GPO. Microsoft documents this symptom in its guidance on Group Policy settings showing as Extra Registry Settings.
- Check the Central Store first. Domain tools prefer its files when it exists, so updating local
C:WindowsPolicyDefinitionsmay not change the domain editor. - Check the exact definition and version. Confirm the relevant ADMX is present and includes the setting, including any applicable servicing update or application template.
- Check the language resource. Make sure the matching ADML is in the culture folder used by the administrator’s editor.
- Check replication and the staged promotion. Confirm the production folder is named
PolicyDefinitionsand allow domain replication to distribute it. - Use local-template overrides only for a specific test or troubleshooting case. Microsoft documents a registry override that can force local ADMX use, but it is a workstation-side diagnostic option, not a replacement for maintaining a correct production Central Store.
Keep the store supportable over time
Record which Windows template release is active, retain a recoverable prior version during updates, and document any application templates merged into the store. Revisit the contents when the Windows versions or policy requirements in your environment change. For version-sensitive settings, consult Microsoft’s current package list and reference spreadsheet rather than assuming an older store contains every definition introduced later.
