The steps depend on which service will receive the mail and what you have: individual .eml files, messages in Windows Mail, or mail still held in another online account. For local .eml files, Microsoft documents a bulk-import option in new Outlook for Windows. Gmail’s account-import and Google Workspace’s administrator migration tools are different workflows, not general-purpose local-file upload features.
First identify the source and destination
Before importing, check the mail service you want to receive the messages and the source you are moving. A local archive of .eml files is not the same as another live mailbox, and the steps for one provider may not apply to another. Check the destination’s supported formats, account requirements, folder behavior, and size limits before beginning.

- Local
.emlfiles: New Outlook for Windows documents a bulk importer for this file type. - Messages in Windows Mail: Save them as
.emlfiles first, then import them into new Outlook. - Mail in another account: Use the destination provider’s account-migration process if available; it may require access to the source account or POP/IMAP settings.
- Organization mailbox: An administrator may have a separate migration tool, such as Google Workspace’s Data import tool for IMAP-based providers.
If your webmail service does not document local-file import for your archive format, do not assume its account-import tool will accept files from your computer.

Import .eml files with new Outlook for Windows
Microsoft documents this process for new Outlook for Windows, not as a universal procedure for Outlook on the web, classic Outlook, or other webmail services. You need an active internet connection and a destination account added in new Outlook.

- In new Outlook, open Settings > Files > Import.
- Select Start import.
- Select the folder containing the
.emlfiles. - Choose the destination account and destination folder.
- Select Import.
Microsoft says the bulk importer includes only .eml files directly inside the selected folder; it ignores files in subfolders. If your archive is divided into folders, import each relevant folder individually. After each import, check the destination folder to confirm that the expected messages arrived. Microsoft’s instructions do not establish a universal guarantee about preservation of folder structure, labels, duplicates, timestamps, or attachments.

Move messages from Windows Mail
If the messages are still in Windows Mail, export them as .eml files before importing. Microsoft’s guidance covers POP or IMAP messages and messages from other account types. Add the destination account to new Outlook first, then use its import workflow to locate the saved files and choose the destination account and folder. Microsoft notes that each folder must be handled individually.

When the messages are still in another online account
Use an account-to-account migration option rather than a local-file importer. What is available depends on the receiving service, the source provider, and account permissions.
Gmail account import
Gmail’s help covers importing mail from another account and troubleshooting access, credentials, POP server settings, missing messages, and duplicates. It is not documentation for uploading a local archive file. Gmail says it cannot import an individual message that is 150 MB or larger, including attachments; this is a Gmail-specific threshold, not a general email-import limit. Google Workspace administrator migration
Google Workspace administrators can use the Data import tool to copy email from IMAP-based providers, including Yahoo, iCloud Mail, GoDaddy, Zoho, and Titan. This is an administrator workflow for an organization’s Workspace environment, not a regular Gmail setting for uploading local files. Consult Google Workspace’s Data import tool instructions and confirm you have the required administrator access.
Yahoo account transfer
Yahoo says its account-transfer feature cannot move an entire inbox. Its help points to options such as forwarding messages or backing email up to desktop or mobile mail software. That limitation applies to the Yahoo feature described in its guidance; it should not be generalized to other providers. See Yahoo’s account-transfer guidance.

Check the archive and verify the result
Import behavior varies by provider and route, so verify the important details rather than assuming a complete, exact copy. Before starting, check:
- Format: Does the receiving service accept your file type, or must you export messages to another format first?
- Folder layout: Does the importer include subfolders, or must you select each folder separately?
- Limits and access: Are there message-size limits, POP/IMAP requirements, account permissions, or an active-connection requirement?
- Destination: Have you selected the intended account and folder?
After importing, inspect the destination for representative messages and attachments, and check that the expected folders or message counts are present. Keep the original archive until you have verified the messages you need. The documented workflows differ, and there is no universal preservation guarantee across providers.
