Reduce the risk of application disruption by treating network microsegmentation as a staged application and change-management effort—not a one-time firewall change. Map and verify application dependencies, observe normal traffic, test proposed policies, then enforce them on a limited scope before expanding. No rollout can guarantee zero downtime; careful discovery and controlled changes help teams find problems before they affect more services.
What microsegmentation changes—and why discovery comes first
Microsegmentation divides an environment into smaller groups of resources and controls communication between them. CISA says it can reduce attack surface, limit lateral movement, and improve monitoring visibility, but those benefits are goals, not guaranteed outcomes for every deployment.

The difficult part is distinguishing necessary application communication from traffic that is incidental, undocumented, or no longer needed. An allow policy based only on an old address map may block a dependency that the map missed—or preserve a relationship that has since changed. Begin with what applications need to do, then use observed traffic and owner knowledge to verify the requirements.

CISA’s The Journey to Zero Trust Microsegment: Part One, Introduction and Planning (July 29, 2025) recommends assessing the existing enterprise and transitioning portions over time because migration is complex. That is high-level planning guidance, not a universal technical runbook. The rollout sequence below applies that principle; staging, health checks, and rollback are practical implementation controls, not a sequence prescribed by CISA or NIST.

How to identify application dependencies before enforcement
1. Choose a bounded initial scope
Select a defined group of workloads or an application boundary for the first rollout. Inventory the systems, applications, supporting infrastructure, people, and operating processes within that scope. Name the application owner and the infrastructure and security contacts who can answer questions about required communication and approve changes.
Keep the initial boundary small enough that teams can explain its expected flows and investigate exceptions. Avoid starting with an enterprise-wide enforcement change: CISA recommends phased transition, and a bounded scope makes unexpected effects easier to contain and diagnose.
2. Collect traffic evidence and establish a baseline
Observe communication among the scoped workloads while the application is operating normally. Record the communicating workloads, the relevant service or application context, and when the flows occur. Include supporting services that may be easy to overlook, such as infrastructure or operational processes needed by the application.

Compare observed flows with architecture records and ask application owners to confirm what each flow supports. NIST’s NCCoE zero-trust architecture project describes using discovery to audit baseline maps, correlate observed flows with policies, and formulate initial policy. Discovery is evidence to validate—not an automatic instruction to permit every observed connection.
- Investigate unexplained flows with the application owner before allowing or blocking them.
- Check whether an observed relationship is expected, still needed, and tied to the correct service.
- Establish what normal application activity and performance look like so later changes can be evaluated against a baseline.
CISA’s 2023 misconfiguration advisory recommends establishing a baseline for normal traffic and investigating deviations. A baseline is useful only if teams can interpret it in application context; traffic that differs from the baseline deserves investigation, not an automatic policy change.
3. Document verified requirements, not just addresses
For each confirmed flow, document the communicating application or workload roles, the purpose of the communication, the owner who verified it, and any relevant change or deployment context. Then express the permitted communication using identifiers and policy capabilities that can continue to identify the intended workloads as they move.

NIST SP 800-215, Guide to a Secure Enterprise Network Landscape (final November 17, 2022), identifies synchronization between application and network identities as an operational challenge when application locations change. An IP address or location may help describe a flow observed at a point in time; it is not, on its own, a durable record of why two application components communicate.
How to stage policy rollout and check application health
- Agree on the change boundary. Define the workloads and policies included, the application owner and change approver, the expected application behavior, and the monitoring and rollback responsibilities. Follow the organization’s change process.
- Review the proposed policy against verified flows. Check that each known required flow is represented and that unexplained traffic has been investigated. Use the selected enforcement approach’s discovery or policy-validation capabilities where available; do not treat a generated policy as verified merely because it reflects observed traffic.
- Apply the change in a limited scope. Start with the chosen boundary rather than extending the same change across unrelated applications. Where the chosen approach supports a non-enforcing or observation stage, use it to examine what the policy would affect before turning on enforcement.
- Watch application behavior and denied traffic. During and after the change, compare application health and performance with the established baseline, and review denied communication for evidence of a missed dependency. Coordinate review with the application owner so a security event or an expected but undocumented flow is not misclassified.
- Resolve exceptions deliberately. If a required flow is blocked or application behavior changes unexpectedly, use the organization’s change and incident procedures to assess the impact. Confirm the dependency before adjusting policy, and use the agreed rollback route if the change cannot be safely corrected within the approved scope.
- Expand only after the stage is understood. Review what the change affected, update the application-flow record and policy, and confirm ownership before including another group of workloads. No universal pilot duration or rollback threshold is established by the cited guidance; set these through the organization’s application and change-management process.
Why static rules drift as workloads move
Applications change location, infrastructure, and service relationships. If a policy or application map depends on fixed addresses or an earlier deployment layout, it can stop describing the intended relationship after those changes. It may then block legitimate communication or leave rules that no longer match current application needs.
NIST SP 800-215 describes keeping application and network identities synchronized as a challenge. Treat the flow map as an operational record: review it when deployments, hosting locations, or service relationships change, and coordinate policy updates with application changes. Microsegmentation therefore needs ongoing ownership rather than a one-time mapping exercise.

What to compare when choosing an enforcement approach
Evaluate approaches against the environment and the team’s ability to operate policies over time. NIST SP 1800-35, Implementing a Zero Trust Architecture: High-Level Document (published 2025), presents example implementations, not a product ranking. CISA’s planning material also identifies vendor-specific cloud solutions as a potential portability limitation. Use these dimensions to structure evaluation rather than assume one approach fits every environment.
- Enforcement location and workload coverage: Which workloads can the approach protect, and where is policy enforced across the organization’s environments?
- Workload identity as systems move: Can policy continue to recognize the intended workload when its address or location changes?
- Discovery and flow visibility: Can teams inspect observed communication and compare it with the proposed policy?
- Policy testing and promotion: How can a policy be reviewed, tested, and moved into enforcement through the organization’s change process?
- Application workflow integration: Can policy changes be coordinated with application deployment and observability workflows?
- Interoperability and portability: How well does the approach work across cloud and on-premises environments, and what dependencies could make migration or cross-environment use harder?
Compare the approaches using a representative application and its verified dependencies. The important question is not just whether a policy can be created, but whether the organization can discover, review, enforce, and maintain it as services change.

Ownership and maintenance after rollout
Assign durable responsibility for keeping application mappings and policies aligned. Application owners should confirm service dependencies; security and infrastructure teams should coordinate policy operation and technical changes; and change-management procedures should identify who reviews a proposed application or deployment change for segmentation impact.
Best Value
Review the mapping and policy when workloads move, hosting changes, services are added or removed, or observed communication no longer matches the established baseline. For cloud-native and service-mesh workloads, NIST SP 800-204C, Implementation of DevSecOps for a Microservices-based Application with Service Mesh (March 8, 2022), describes policy, infrastructure, and observability as distinct code types in its model. In such environments, segmentation changes need to fit the application’s code and deployment practices as well as network operations.
Keep the change record useful to the next operator: identify the owner, the verified purpose of important flows, the policy scope, and the process for reviewing changes. That record helps prevent a later deployment from silently invalidating assumptions made during the initial rollout.
