It is work with a weak or obsolete connection to a useful outcome, work duplicated elsewhere, work designed inefficiently, or work assigned to a role that cannot use its skills well. The fairest way to find it is to make the workload visible, ask what each task is for, check its risks and dependencies, then decide with the people doing the work whether to clarify, redesign, reduce, pause, or stop it.
How do I know if my team has too much busywork?
Look for a mismatch between the work consuming time and the outcomes the team is responsible for—not for a large time category by itself. A recurring report might be essential for compliance or a customer decision; a short approval step might prevent a serious operational risk. Conversely, a polished deliverable may have no current user or decision attached to it.

Monique Valcour, writing in Harvard Business Review, identifies mandatory tasks with no discernable value and work outside professional role expectations as warning signs. She also points to the opportunity cost and effect on dignity when people are routinely unable to use the skills they were hired for. The question is about the task and the system that generates it, not whether the person doing it is busy enough.

A useful initial test is: if this task were delayed, changed, or stopped, who would notice, and what would happen? A concrete answer—such as a customer impact, required control, decision, or handoff—may justify the work even if it is inconvenient. No identifiable user, outcome, or consequence is a reason to investigate, not automatic proof that the task is waste.

How can I tell which tasks are low-value?
Use a shared set of criteria rather than a numerical score. There is no established universal threshold that makes a task “low-value.” For each candidate, assess:
- Purpose and alignment: What current team or organizational goal does it support?
- Customer or stakeholder value: Who uses the output, and what need does it meet?
- Operational criticality: Does it fulfill a safety, compliance, quality, support, or other necessary obligation?
- Urgency and consequences: What happens if the work is delayed, reduced, or missed?
- Effort and capacity: How much time and attention does it consume, including preparation, follow-up, and switching?
- Role and skill fit: Is the work appropriate for the role doing it, or could it be handled more effectively elsewhere?
- Duplication and design: Does it repeat another report, approval, meeting, or handoff? Could the same outcome be achieved more simply?
- Downstream effects and reversibility: Would changing it burden another team, and can a trial be reversed safely?
Ask the people who perform the work and the people who depend on it. Cornell University’s workload process prompts teams to ask, “Does this work align with our organizational purpose?” It also emphasizes considering cross-unit consequences and deciding together what should continue, slow down, pause, stop, or change.
How do I audit my team’s workload?
1. Make visible work visible
Start with a team discussion and an inventory from each person. Include more than project-management tickets: recurring responsibilities, active project tasks, internal and external meetings, meeting preparation and follow-up, email, administration, support requests, mentoring, training, handoffs, context switching, and last-minute requests. Informal work can consume capacity even when no task tracker records it.

A weekly capacity view can help compare commitments with time available for focused work. One workload-audit example from ZeroStress illustrates a 40-hour week with 8 hours of meetings, 2 hours of meeting preparation and follow-up, 5 hours of email, 4 hours of administration, 1.5 hours of explicit transition time, and a 3-hour buffer. These are example inputs, not a recommended allocation or a finding that any category is inherently wasteful. The value of the exercise is seeing where time goes and what planned work must fit around it.
2. Trace each task to a user and outcome
For each recurring task or output, ask who uses it, what decision or obligation it serves, whether the output is actually used, and what could happen if it were delayed or stopped. Check whether another process already supplies the same information or approval. If the purpose is unclear, ask the requester before concluding that the task has no value.
Valcour’s HBR article describes the cost of work that has neither useful outcomes nor a fit with the worker’s skills: “When you’re forced to spend time and energy on tasks that neither create value nor make use of the skills for which you were hired, you have less of these precious resources to devote to your most valuable work.” The practical implication is to examine how requests, roles, and processes are designed—not to blame the person who has been completing them.

3. Review the inventory together
Discuss the work with direct reports and identify its importance, dependencies, and possible changes. Involve teams that receive the output or would inherit work if it changed. A task that looks unnecessary in one unit may be the input another unit relies on; establish that before altering it.
Keep work that has a clear purpose or necessary control. For unclear work, seek clarification. For valuable but burdensome work, consider simplifying it, changing its cadence or audience, or reallocating it to a suitable role. For a candidate to pause or stop, agree on consequences and a review point.
Which meetings can we cut?
Judge meetings by purpose and contribution, not by duration alone. McKinsey groups workplace interactions into three broad purposes: decision-making, creative problem-solving or coordination, and information-sharing. A meeting is more likely to merit live time when participants need to make a decision together, solve a problem, coordinate interdependent work, or interpret sensitive information in real time.

For each recurring meeting, clarify the intended outcome, who has decision rights, what expertise or input is needed, and who will implement the result. Review whether each invitee has a role in influencing the outcome. If someone only needs an update, an asynchronous memo or other written format may be sufficient. For a live meeting, inspect the agenda, preparation, attendee list, duration, and whether it produces the intended decision or shared understanding.
McKinsey’s article reports historical pandemic-era examples, including a survey in which 80 percent of executives were considering or already implementing meeting-structure or cadence changes. It also cites Netflix early data reporting more than 65 percent fewer meetings and more than 85 percent of employees favoring its redesign. Those figures describe the specific source and example; they are not a current estimate or a general promise that reducing meetings will produce the same results. McKinsey’s authors summarize the underlying concern: “This wastes valuable resources, because every minute spent on a low-value interaction eats into time that could be used for important, creative, and powerful activities.”

Do not measure progress only by the number of tasks closed. Under pressure, people may gravitate toward easier tasks because completion offers a sense of progress or reduces fatigue. A 2020 Management Science study by Diwas S. K.C., Maryam Kouchaki, and Francesca Gino examined six years of emergency-department data and laboratory studies. In the clinical data, preference for easier tasks could initially appear to improve shift throughput, but was associated with worse throughput after adjustment for task complexity and with less learning in service times. The result is a warning about easy-task displacement, not a universal rule to always start with the hardest task or to treat every easy task as wasteful.

When reviewing priorities, compare the work against current goals, customer and operational obligations, urgency, effort, role fit, dependencies, and available capacity. If essential work exceeds capacity, make the trade-off explicit with the relevant decision-maker: what will continue, what will slow down, and what will be paused or redesigned? Do not silently ask the team to absorb an impossible plan by working faster or letting invisible responsibilities disappear.
What should we do with a task that seems low-value?
Choose an action that matches the evidence and risk. If the task’s purpose is unclear, clarify it before changing the process. If it is needed but cumbersome, simplify it. If its reach or frequency is excessive, reduce the audience or cadence. Automation may help with repetitive work, but check accuracy, privacy, and exception handling rather than assuming automation removes the obligation. Reassign work when another role is a better fit and the transfer does not merely move an unexamined burden.
For a task that may be obsolete, consider a pause with an agreed restart date or a controlled stop. Notify affected stakeholders, check downstream dependencies, and define what signal would trigger reinstatement. Review the effects in recurring one-to-ones and revisit priorities as the work changes. A reversible trial is often safer than a permanent cut made without knowing who relies on the output.

Audit the time and interruption pattern instead of imposing a blanket ban. Microsoft Research’s summary of a two-week study of 40 information workers reported an association between more time spent on email and lower perceived productivity and higher stress; the relationship between email and productivity was mediated by difficulty focusing. The small sample and short study period limit how broadly to apply the finding. For a team, examine whether email interrupts focused work, whether messages can be batched, and whether a different channel or clearer response expectation would help.
The same caution applies to meetings, administration, and support. A large category may deserve attention because it consumes capacity, but size alone does not establish low value. A capacity audit describes allocation; it does not decide whether the work is good or bad. Preserve legitimate customer, safety, compliance, quality, coordination, learning, and support work unless its purpose or design can be changed without creating unacceptable risk.
