The vulnerability is a memory overflow that may lead to remote code execution (RCE) or denial of service, but SAML support alone does not make every deployment vulnerable. If a customer-managed appliance is in an affected build-and-role range, upgrade it to the fixed release for its branch and edition.
What the October 2026 NetScaler SAML advisory says
Citrix’s October 8, 2026 bulletin describes CVE-2026-107406 as a “Memory overflow vulnerability leading to Remote Code Execution or Denial of Service.” Cloud Software Group assigns it a CVSS v4.0 base score of 9.5. That is the severity rating for the vulnerability; it is not a measurement of the likelihood that a particular appliance has been compromised.
As an Amazon Associate I earn from qualifying purchases.
Exposure depends on the appliance’s build and SAML role. In particular, the bulletin distinguishes SAML SP from SAML IdP, and the role conditions differ by version range. An appliance that supports SAML is not necessarily configured in an affected role, and an affected build does not mean every SAML configuration is affected.
The bulletin applies to customer-managed NetScaler ADC and NetScaler Gateway. Cloud Software Group says it updates its managed cloud services and managed Adaptive Authentication. Administrators should use the latest version of the official Citrix security bulletin for decisions; its release-specific version table is the authority if it changes.

That distinction is important when deciding what to do next. A high CVSS score is a reason to assess the issue promptly, but it does not replace the exposure check. The useful questions for each instance are whether its edition and exact build appear in an affected range, whether the configuration matches the SAML role condition for that range, and who is responsible for applying the update.
Citrix’s bulletin credits Joshua Foote, Michael Tucker, and Eugene Lim of the XOR Team at JPMorgan Chase for vulnerability disclosure work. The advisory describes a potential RCE or denial-of-service outcome; it does not provide a statistic about how often exploitation occurs or evidence that a particular organization’s appliance has been compromised. Keep the vulnerability rating, the configuration-based exposure assessment, and any incident investigation as separate questions.
Check whether your appliance is in an affected range
1. Inventory the appliance
For each NetScaler instance, record the product, edition, exact firmware build, and management model. Distinguish standard builds from FIPS or NDcPP builds; the fixed-release thresholds are not interchangeable. Also identify whether the instance is customer-managed or part of a Citrix-managed service, because the party responsible for applying the update differs.
Do not assess a fleet from a product name or major branch alone. The exact build and edition are needed to make a useful comparison with the advisory.
A practical inventory should have one entry per appliance or instance, rather than one line per product family. If several appliances run the same branch but are on different builds, they can fall on different sides of a version threshold. Likewise, a standard build and a FIPS or NDcPP build should not be treated as interchangeable just because their version labels look similar. Capture the exact version string and edition shown by the appliance, then retain those values with the asset record.
Include NetScaler instances used in Secure Private Access Hybrid deployments in this inventory. Citrix says those deployments may be affected and directs customers to upgrade the instances as advised. Do not omit an instance merely because it supports a hybrid service or is not the primary appliance administrators normally associate with Gateway or ADC management; establish its build, edition, role, and maintenance owner just as you would for other instances.
For a larger fleet, keep the inventory fields separate: product, edition, branch, full build, SAML configuration evidence, management ownership, and remediation status. This makes it possible to distinguish an appliance that is on a listed standard build but has no matching listed role from one that meets both conditions. It also helps teams direct the right action to the right owner instead of issuing a general “patch NetScaler” request without enough information to execute it.
2. Determine the configured SAML role
Inspect the appliance configuration for the entries Citrix identifies as role indicators:
add authentication samlActionindicates a SAML service-provider (SP) configuration.add authentication samlIdPProfileindicates a SAML identity-provider (IdP) configuration.
Check the actual configuration on the appliance rather than inferring its role from the services it offers or from the fact that SAML is supported. If you find neither entry, do not assume the instance is affected based only on its ability to support SAML; compare the build and configuration with the current bulletin and your organization’s configuration records.

Keep the two configuration indicators distinct in your notes. Citrix’s affected conditions are not simply “SAML enabled”: for the standard 14.1 builds 14.1-73.37 through 14.1-73.41, inclusive, and standard 13.1 builds 13.1-64.23 through 13.1-64.28, inclusive, the listed condition is SAML IdP only. For the earlier standard builds specified in the table below, the listed role condition is SAML SP or IdP. Recording which entry was found makes it possible to apply that distinction instead of collapsing both roles into a generic SAML label.
Configuration review should answer a narrow question: which of the roles identified by Citrix is represented in the appliance configuration being assessed? Do not infer the role from an application name, a service description, or the fact that an organization uses SAML somewhere in its environment. The relevant determination is tied to the instance’s own configuration. If configuration records and the live appliance do not appear to agree, resolve that discrepancy before classifying the instance.
Recommended Free Tools
Similarly, do not treat the presence of one entry as proof of a different role. The identifiers are useful because Citrix names them as checks for the SP and IdP configurations respectively. Record the evidence for each role separately, and compare it with the specific row of the advisory that matches the build. That prevents the IdP-only ranges from being mistakenly interpreted as affecting SP configurations under the same conditions.
3. Match build, edition, and role to the bulletin
For standard builds, Citrix’s October 8 bulletin identifies these conditions for CVE-2026-107406:
| Firmware branch and edition | Affected build condition | SAML role condition |
|---|---|---|
| Standard 14.1 | Builds before 14.1-73.37 | SAML SP or IdP |
| Standard 14.1 | 14.1-73.37 through 14.1-73.41, inclusive | SAML IdP only |
| Standard 13.1 | Builds before 13.1-64.23 | SAML SP or IdP |
| Standard 13.1 | 13.1-64.23 through 13.1-64.28, inclusive | SAML IdP only |
These conditions are specific to the standard branches shown. Do not apply them to FIPS or NDcPP editions: the bulletin gives those editions their own thresholds. For those appliances, use the edition-specific affected-build table in Citrix’s current advisory rather than extrapolating from a standard build.
A build-and-role match indicates that the appliance falls within a listed affected condition; it does not establish that an attacker has exploited it. The advisory does not provide an incident-rate statistic or a deployment-specific compromise assessment.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Read the affected-build ranges as paired conditions, not as a single cutoff that applies identically to every appliance. For example, a standard 14.1 build in the 14.1-73.37 through 14.1-73.41 interval is listed as affected when configured as SAML IdP; the table does not give that interval the same SP-or-IdP condition as builds before 14.1-73.37. The corresponding distinction applies to the stated 13.1 ranges. That is why a quick check of only the branch number, or only whether SAML is in use, is insufficient.
When a build falls within a row’s range, then check the role condition for that row. When the build does not match the row, do not extend the row by analogy to a different branch or edition. In particular, the standard-build table above cannot tell you how to classify a FIPS or NDcPP appliance. The bulletin’s own version table for the appliance’s exact edition is needed for that comparison.
Use the bulletin as a version-specific statement, not as a general rule for every future release. A newer bulletin could revise the relevant table or add release guidance. Before making the final classification, confirm that the October 8, 2026 advisory remains the current Citrix guidance and that no later update supersedes the values you are using. If it has changed, repeat the comparison with the current table.

4. Classify what the comparison tells you—and what it does not
Once you have the build, edition, role evidence, and management owner, record the outcome in a way that does not overstate what is known. A match to an affected row means the configuration falls within a condition Citrix lists as affected. It does not establish that the appliance has been exploited, that it is reachable by an attacker, or that data has been accessed. The bulletin does not supply an assessment of any individual deployment.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Conversely, finding no SAML configuration indicator is not a reason to claim that an appliance is protected against every NetScaler issue. It only informs the role check for this advisory. Continue to assess other Citrix advisories against their own feature prerequisites and version tables. This is especially important when several CVEs appear in one bulletin or when an appliance provides multiple functions.
If information is incomplete—for example, the edition is unknown, a build string is missing, or the role cannot be determined—treat the result as unresolved rather than guessing from the branch name. Retrieve the missing appliance details and consult the current bulletin. That is a more defensible status than marking a device either affected or unaffected without the inputs the advisory uses.
Install the fixed release for the correct edition
Cloud Software Group’s October 8, 2026 bulletin recommends these fixed-release thresholds:
| Edition or branch | Recommended fixed release |
|---|---|
| Standard 14.1 | 14.1-73.46 or later |
| Standard 13.1 | 13.1-64.29 or later |
| 14.1 FIPS | 14.1-73.46 FIPS or later |
| 13.1 FIPS/NDcPP | 13.1.37.283 or later |
The bulletin states: “Cloud Software Group strongly urges affected customers of NetScaler ADC and NetScaler Gateway to install the following updated versions as soon as possible:” These are branch- and edition-specific thresholds, not a direction to install one build across every NetScaler product.
- Confirm the target. Match the installed branch and edition to the applicable fixed release in the current Citrix bulletin. Check for a newer bulletin or superseding release before scheduling the change.
- Plan the change. Follow your organization’s change-control, backup, maintenance-window, and recovery procedures. The reviewed bulletin does not provide a deployment-specific rollback plan, so use the procedures applicable to your appliance and operating environment rather than assuming a universal rollback sequence.
- Upgrade the affected customer-managed instance. Install the recommended fixed release for that branch and edition using your approved NetScaler maintenance process.
- Verify the result. After the change, confirm the running firmware build and edition on the appliance, then compare them with the fixed threshold. Keep the resulting inventory and change record so that the SAML role assessment and remediation status are traceable.
These checks establish the version and configuration facts needed for an exposure decision; they are not evidence that a specific appliance has been independently tested or that an upgrade succeeded until its running build is verified.
For the target choice, the edition matters just as much as the branch. The standard 14.1 recommendation is 14.1-73.46 or later, while the FIPS recommendation is stated as 14.1-73.46 FIPS or later. The standard 13.1 recommendation is 13.1-64.29 or later, whereas the 13.1 FIPS/NDcPP recommendation is 13.1.37.283 or later. Do not substitute one line for another because the numbers appear close or because two appliances are both described informally as “13.1.” Use the applicable line in the bulletin for each instance.
The word “or later” in the stated recommendations sets a minimum fixed threshold for that branch and edition, subject to the current vendor guidance. It is not an instruction to move an appliance to a different branch without considering your environment. Verify the destination with the current Citrix advisory and your organization’s approved maintenance process. If a later bulletin changes the recommended release, follow the current vendor instruction rather than relying on a saved copy of the October 8 table.
Before the maintenance window, make sure the people carrying out the change have the inventory details needed to select the correct release: product, edition, branch, exact current build, and management ownership. For affected instances, record which role condition made the build relevant. This helps prevent a mistaken change target and gives reviewers a clear reason for prioritizing the appliance. The Citrix bulletin urges affected customers to install updated versions as soon as possible, while the operational timing and recovery steps need to follow the organization’s own change procedures.

After the upgrade, verify the running firmware on the appliance itself rather than relying only on a scheduled change, package download, or deployment record. Compare the observed build with the correct fixed-release threshold and retain the result. If the running version does not match the expected release, the exposure assessment remains unresolved until the difference is understood and the state is corrected or otherwise addressed under current vendor guidance.
Citrix’s bulletin does not provide a deployment-specific rollback procedure. Do not invent one from the vulnerability description or assume that the same recovery sequence applies to every NetScaler environment. Use the organization’s established backup, recovery, and change-control processes, and seek the appropriate vendor support where required by the environment. The practical point is to prepare the update carefully while still treating the fixed release as the vendor’s recommended remediation for affected customer-managed appliances.
Handle Citrix-managed services and hybrid deployments correctly
For Citrix-managed cloud services and managed Adaptive Authentication, Cloud Software Group says it applies the updates. That differs from a customer-managed NetScaler ADC or Gateway, for which the customer is urged to install the fixed release. Confirm which party manages the particular instance before taking action; a service’s use of NetScaler does not by itself tell you whether you own its firmware maintenance.
Citrix also says Secure Private Access Hybrid deployments using NetScaler instances may be affected and directs customers to upgrade those instances as advised. Treat the NetScaler instances in such a deployment as part of the inventory, determine their edition, build, and SAML role, and apply the current bulletin’s instructions to customer-managed components.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →In a mixed environment, ownership can differ from one component to another. Do not assume that because one cloud service is managed by Cloud Software Group, every NetScaler instance associated with the organization is updated on the customer’s behalf. Equally, do not schedule a customer-side firmware update for an instance whose maintenance is handled as a managed service without first confirming the ownership model. Identify the specific service or appliance, confirm who applies its updates, and retain that determination alongside the build and role assessment.
For Secure Private Access Hybrid, the key practical detail is that NetScaler instances in the deployment may be affected. Include them in the review even if the deployment also uses Citrix-managed components. Apply the fixed-release guidance to the customer-managed instances as directed, and use the managed-service ownership information for the components Cloud Software Group updates. The aim is to avoid both gaps—omitting a customer-managed instance and incorrectly treating a managed component as though the customer must patch its firmware.

CVE-2022-27518 is relevant background because it also involved SAML-configured Citrix ADC and Gateway appliances, but its version thresholds do not apply to CVE-2026-107406. In its December 13, 2022 bulletin, Citrix described CVE-2022-27518 as unauthenticated remote arbitrary code execution when affected versions were configured as SAML SP or IdP. The listed standard ranges were 13.0 before 13.0-58.32 and 12.1 before 12.1-65.25, with separate FIPS/NDcPP thresholds; Citrix said 13.1 was unaffected by that CVE. The 2022 bulletin also reported exploitation of unmitigated appliances in the wild. Those facts concern that earlier vulnerability, not the prevalence or affected versions of CVE-2026-107406.
The historical case is useful as a reminder to treat a newly issued SAML-related advisory as its own assessment, not as a repeat of an older one. The older bulletin’s versions, fixed releases, and reported exploitation do not establish the affected range or exploitation status for the 2026 CVE. Use the October 8, 2026 table for CVE-2026-107406, including its role-specific conditions, and consult the relevant historical bulletin only when evaluating CVE-2022-27518 itself.

Do not infer from the 2022 report that the 2026 issue is being exploited in the wild. The current bulletin describes the memory overflow and its possible outcomes and provides a CVSS v4.0 base score, but the facts supplied for this issue do not include an exploitation observation or incident-rate figure. Keep claims about past exploitation attached to the 2022 advisory and avoid carrying them forward to a different CVE.

Do not confuse other SAML issues with this RCE advisory
Citrix’s June 2026 bulletin covers CVE-2026-8451, which it describes as insufficient input validation leading to memory overread when NetScaler ADC or Gateway is configured as a SAML IdP. It is not described in that bulletin as RCE. Citrix identifies add authentication samlIdPProfile as a way to check for the IdP configuration relevant to that issue.
The June bulletin also includes issues with different preconditions, including Gateway/AAA configuration and HTTP/2 settings. Those conditions should be assessed against their own CVEs and fixed-version guidance. A bundled advisory is not evidence that every listed issue is a SAML vulnerability or an RCE.
The shared product family or a shared configuration indicator does not make two CVEs interchangeable. CVE-2026-8451 has its own described consequence and SAML IdP precondition; CVE-2026-107406 has the October bulletin’s memory-overflow description, affected build ranges, and role conditions. When assessing multiple issues, keep a separate record of each CVE, its prerequisites, and its applicable fixed release. Do not reuse a role check or version threshold from one bulletin as a substitute for the other’s instructions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteLikewise, a June bulletin that groups several issues does not mean that every issue in the bundle is triggered by SAML. The cited bulletin includes other conditions such as Gateway/AAA configuration and HTTP/2 settings. Review each issue on its own terms. This avoids describing all issues in a bundle as SAML-related or calling an issue an RCE when Citrix describes it differently.

- Do not treat SAML support alone as proof that a configuration is in an affected role, and do not treat an affected-range match as proof of compromise.
- Upgrade affected customer-managed instances to the fixed release for the matching branch and edition.
- Confirm which party owns firmware maintenance for managed services and hybrid components.
- Follow organizational change, backup, maintenance-window, and recovery procedures; the bulletin does not supply a deployment-specific rollback plan.
- Recheck the official bulletin before acting, then verify each appliance’s running build after the upgrade.
- Keep the inventory, configuration evidence, update result, and change record together so the exposure decision can be reviewed.
Frequently Asked Questions
How do I check whether my NetScaler uses SAML authentication and needs the RCE security update?
Record the appliance’s product, exact build, edition, and management model. Inspect its configuration for add authentication samlAction, which Citrix identifies with SAML SP configuration, and add authentication samlIdPProfile, which it identifies with SAML IdP configuration. Then compare the build, edition, and role with the affected conditions in Citrix’s October 8, 2026 CVE-2026-107406 bulletin. SAML support alone is not enough to establish that an instance is affected.
Are all NetScaler appliances that support SAML vulnerable to CVE-2026-107406?
No. Citrix’s bulletin makes exposure dependent on the exact build and configured SAML role, and the role conditions differ by version range. Some listed standard 14.1 and 13.1 ranges are IdP-only, while earlier builds are listed for SP or IdP. Check the current bulletin’s edition-specific table rather than treating SAML capability as proof of exposure.
Which NetScaler versions does Citrix recommend for CVE-2026-107406?
The October 8, 2026 bulletin recommends 14.1-73.46 or later for standard 14.1, 13.1-64.29 or later for standard 13.1, 14.1-73.46 FIPS or later for 14.1 FIPS, and 13.1.37.283 or later for 13.1 FIPS/NDcPP. Confirm the current bulletin and match the release to the appliance’s branch and edition.
Does a CVSS v4.0 score of 9.5 mean my appliance has been compromised?
No. The 9.5 score is Cloud Software Group’s base severity rating for CVE-2026-107406. It is not a measurement of compromise likelihood for an individual deployment. A build-and-role match indicates that the appliance falls within a listed affected condition; it does not establish that exploitation occurred.
Who needs to apply the update to Citrix-managed services?
Cloud Software Group says it updates Citrix-managed cloud services and managed Adaptive Authentication. Customers are urged to update affected customer-managed NetScaler ADC and Gateway appliances. Confirm the maintenance owner for each instance. Citrix also says NetScaler instances used in Secure Private Access Hybrid deployments may be affected and directs customers to upgrade those instances as advised.
Do the version thresholds for CVE-2022-27518 apply to this CVE?
No. CVE-2022-27518 is a historical vulnerability with its own December 13, 2022 version thresholds and fixed releases. Its reported exploitation in the wild applies to that earlier issue, not to CVE-2026-107406. Use the October 8, 2026 bulletin for the current CVE.
Is CVE-2026-8451 another SAML RCE?
The June 2026 Citrix bulletin describes CVE-2026-8451 as insufficient input validation leading to memory overread when NetScaler ADC or Gateway is configured as SAML IdP; it is not described there as RCE. Assess it against its own bulletin and fixed-version guidance, separately from CVE-2026-107406.

For CVE-2026-107406, assess each NetScaler by its exact firmware build, edition, and configured SAML role—not by SAML support alone. Compare those details with Citrix’s October 8, 2026 bulletin, apply the edition-matched fixed release to affected customer-managed appliances, and confirm the running build afterward.
