Model a fixed event as one unambiguous instant, usually UTC. Model a future appointment that should follow a place’s clock as a local date and time plus a named time zone. Those are different kinds of data: daylight-saving transitions and changes to civil-time rules can make them behave differently.
Choose the representation that matches the event
Start by deciding what must stay fixed: the event’s position on the global timeline, or its clock reading in a particular place. Do not use one representation for both.

Fixed events: preserve the instant
For creation times, audit events, and completed transactions, store an instant rather than a bare local date-time. UTC is a convenient interoperable representation. At the presentation boundary, convert that instant into the viewer’s chosen display zone.

Local schedules: preserve the civil-time intent
If an appointment should happen at 9:00 a.m. in New York even as local rules change, store the intended local date and time with the named zone America/New_York. A fixed offset such as -05:00 only describes an offset; it does not encode the location’s future daylight-saving rules. The full persistence schema depends on whether the product also needs recurrence rules, the original user input, or an audit trail.
Use an IANA-style zone identifier when behavior should follow a location. PostgreSQL distinguishes full time-zone names, which can include daylight-saving rules, from abbreviations that specify an offset. IANA warns that abbreviations are not globally unique: “CST” can mean different offsets in different places. See the PostgreSQL date/time documentation and IANA Time Zone Database links.

Resolve daylight-saving gaps and overlaps deliberately
Clock changes can make local times impossible or ambiguous. When clocks move forward, some clock readings do not correspond to any instant. When clocks move backward, a reading can correspond to two instants. The Temporal documentation on time zones describes these cases.

- For a repeated time: ask which occurrence the user intends, or apply a documented default and make the resulting instant clear.
Do not assume all runtimes or libraries make the same choice when resolving these cases. Check the behavior of the actual library, runtime, and version you deploy. Include tests for a local time in a spring-forward gap and one in a fall-back overlap, along with ordinary dates.

Keep calendar exports faithful to the event
Calendar interchange needs to preserve whether a value is a global instant, a place-based local time, or a floating local time that is not tied to a zone. RFC 5545 defines UTC date-times marked with Z, local date-times associated with a TZID, and floating local date-times without a zone. For a fixed time, it requires UTC or local time with a time-zone reference; see RFC 5545, section 3.3.5.
Choose the calendar form that matches the event’s intent. An unzoned local date-time is floating: recipients may interpret it in their own local context. It is not a safe substitute for a fixed global instant or a schedule tied to a particular location.

Keep time-zone rules current across your stack
Time-zone rules can change when governments alter civil-time policy. IANA notes that database updates are often distributed through operating-system updates, while older devices can remain on outdated data; see the IANA Time Zone Database links. PostgreSQL uses IANA time-zone data and assumes its latest known rules continue for future dates. If rules change, updated data can therefore change a far-future conversion.

- Consider version skew: a client, application server, and database with different rule data may resolve the same future local time differently.
- For far-future appointments, retain the local-time intent and zone so the occurrence can be resolved using current rules when needed.
Exact update procedures and available data depend on the operating system, runtime, database version, and deployment. Verify the versions actually running in production rather than assuming that upgrading application code also updated every component’s time-zone database.
