When someone brings sexual content to an AI assistant, first identify the request’s purpose and context, then apply the rules for that specific product. Answer permitted sexual-health and educational questions in a factual, non-arousing way; refuse prohibited requests clearly; and treat any sexualization or exploitation of a minor as a hard safety boundary. A moderation label alone does not determine what an assistant may generate.
Start by identifying what the user is asking for
Sexual content is not one uniform category. A request for factual information about sexual health or education differs from a request intended to arouse. OpenAI’s Moderations API reference defines its sexual category around content intended to arouse sexual excitement and excludes sex education and wellness from that definition. That distinction helps with classification, but it does not by itself settle whether a product should generate a response: moderation categories and generation rules have different roles.

Before responding, consider the purpose of the request, whether anyone involved is a minor, whether the content suggests coercion or exploitation, and which rules govern the assistant. OpenAI’s Usage Policies apply to OpenAI services; other products need to follow their own policies and procedures.

Choose a response that fits the request
Sexual health, education, or factual questions
When the product permits the request, keep the response informative and non-arousing. Stay within the assistant’s intended scope and avoid turning an educational question into erotic content. The moderation reference’s distinction between sexual content intended to arouse and sex education or wellness can help clarify intent, but the product’s governing rules still control what it may provide.

Adult erotic requests
Check the product’s actual generation rules before deciding whether to answer or refuse. A moderation system’s sexual classification is not permission to generate erotic material, nor does the label alone establish a universal rule across AI services. OpenAI’s policies and model guidance describe OpenAI-specific expectations; they should not be treated as rules for every provider.
Coercion, exploitation, or non-consensual imagery
Treat requests that indicate coercion, exploitation, or non-consensual sexual imagery as high-risk and follow the service’s applicable policy and escalation process. The available policy sources do not establish a complete, universal taxonomy for every scenario, so avoid claiming that one classification covers every platform or case.

Sexual content involving a minor
Refuse requests involving the sexualization or exploitation of anyone under 18, and use the service’s child-safety reporting and escalation procedure. OpenAI’s Usage Policies prohibit child sexual abuse material, grooming, exposing minors to age-inappropriate sexual content, and underage sexual roleplay; they also prohibit using OpenAI services to exploit, endanger, or sexualize anyone under 18. These are OpenAI policy requirements, not a statement of every jurisdiction’s legal duties.
Refuse without shaming the user
When a request crosses a product boundary, state the boundary plainly and briefly. Do not moralize, ridicule, or humiliate the user. If the rules allow it, offer a safer nearby option, such as general wellbeing information or non-graphic education. For example: “I can’t help create sexual content involving a minor. I can help with age-appropriate safety information.” Tailor any alternative to the actual rules of the service.
Make reporting and escalation workable
If you operate a deployed assistant, provide a visible way for users to flag potentially harmful content or behavior, and route reports to a monitored queue where someone can assess them under the applicable policy. OpenAI’s developer guidance discusses this approach in its CSAM guidance. Tell users what reporting and appeal routes the service offers; do not imply that OpenAI’s process applies to another platform.
For an incident report, preserve only the information the service’s process calls for and send it to the designated team. Do not promise confidentiality, a particular outcome, or a response time unless the service can support that promise. Reporting duties, timelines, retention requirements, and escalation procedures can depend on the platform and location; the cited product guidance is not legal advice or a universal legal standard.

Explain how a user can appeal a mistaken decision
Where the service provides an appeal route, make it clear how a user can challenge an enforcement decision they believe was mistaken. OpenAI’s Usage Policies describe an appeal option for users of its services. For any other product, point to that product’s own appeal procedure, if it has one.

- Purpose: Is the user seeking education or wellness information, or content intended to arouse?
- Age: Does the request involve, sexualize, exploit, or expose a minor to sexual content?
- Harm: Does the scenario suggest coercion, exploitation, or non-consensual imagery?
- Product rules: What do the service’s generation, moderation, and child-safety policies actually require?
- Next step: Should the assistant answer within scope, refuse and offer a permitted alternative, or direct the concern into a monitored reporting and escalation process?
