Govern AI agents as security principals with a named owner, distinct identity, narrowly scoped permissions and a managed lifecycle. Start by inventorying each agent and its effective access; enforce authorization at the data and tool boundaries rather than relying on model instructions; preserve the initiating user’s authority when an agent acts for them; and scale human oversight, monitoring and release controls to the consequences of its actions.

What should an enterprise govern?

An agent is not just a model or a chat interface. Its effective reach includes the identity it runs under, the data it can retrieve, the tools and operations it can invoke, and any permissions inherited or exposed through connected systems. A useful governance inventory therefore records the agent’s owner, purpose, model, integrations, data sources, permissions and operational status. Review the complete permission chain, including cross-system access, rather than treating each connection in isolation. Microsoft’s least-privilege guidance for AI agents recommends unique identities, accountable ownership, permission reviews and auditable access.

Governance should cover the full lifecycle: registration, approval, access review, changes to scope, expiration and decommissioning. This keeps an experiment or pilot from quietly becoming an unowned production agent. Microsoft’s guidance on reducing autonomous agent risk recommends incorporating these lifecycle controls alongside execution visibility and revocation.

How should identity and permissions work?

Give every deployed agent a distinct identity and owner

Assign an accountable sponsor and a unique identity to each deployed agent. A shared, broadly privileged service identity makes it harder to tell which agent acted, who was responsible for its operation, and what access should be removed after a change or incident. Review what the agent can actually reach across systems, then adjust or revoke permissions when its task or deployment changes.

An integrated 350W power supply ensures stable and reliable output for demanding computing tasks and fully loaded extended configurations.

Grant only the access required for the task

Use deny-by-default authorization: explicitly allow the required data sources, tools, operations and resource scope, and leave everything else unavailable. Separate read from write access where possible. Define tool and action allowlists, and enforce policy deterministically at the tool or service boundary. A model’s stated intention, confidence or compliance with a prompt is not an authorization check. Microsoft’s least-privilege pattern describes identity, scope, tool access and auditability as design requirements before autonomy expands.

Preserve the user’s authority when work is delegated

When an agent performs a task for a user, preserve that user’s authorization rather than silently upgrading the task through a shared or privileged agent identity. Microsoft’s organization-level governance guidance recommends that agents acting on a user’s behalf inherit the user’s permissions, restrict access to needed sources, and isolate confidential data from public-facing agents. Sensitivity labels and data loss prevention can help apply existing data controls. User-context propagation does not by itself prevent disclosure, so also minimize the data retrieved, control outputs and retain an audit trail.

How do you defend tools and data from prompt injection?

Retrieved pages, documents, email and tool output may contain instructions intended to redirect the agent. Treat that content as untrusted input, not as authority to change policy. OWASP’s AI Agent Security Cheat Sheet identifies risks including direct and indirect prompt injection, tool abuse, data exfiltration, memory poisoning, goal hijacking, excessive autonomy, high-impact action abuse, cascading failures and supply-chain attacks. Microsoft likewise warns that blurred boundaries between instructions and data can redirect tools or workflows in its agentic-risk guidance.

Use layered safeguards rather than expecting one prompt to resist every attack:

  • Keep system instructions, memory, retrieved content and tool parameters distinct.
  • Validate inputs and parameters before they reach a tool.
  • Allowlist tools and permitted operations, and enforce authorization outside the model.
  • Require human approval for consequential operations such as deleting data, sending external communications, moving funds, deploying changes or altering permissions.
  • Provide a way to interrupt or stop execution when an action is unsafe or unexpected.

The specific actions requiring approval depend on their impact in your environment; the examples are not a universal policy.

How much oversight does an agent need?

Set controls according to data sensitivity, action consequence, autonomy, external exposure and potential blast radius. A low-risk summarizer does not need the same release process as an agent that can change a customer account or production system. Define risk tiers and attach review, approval and monitoring requirements to each tier.

For high-risk or business-critical agents

Microsoft’s risk-tier guidance calls for high-risk, business-critical or external-facing agents to have a named owner and process owner, production-grade service monitoring, security and responsible-AI assessments before release, a decision-rights framework, an incident-response plan and periodic maturity review. Integrate these responsibilities with existing security, IT, privacy, compliance and responsible-AI governance rather than creating a disconnected approval structure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make oversight usable during execution

Users and operators need more than a theoretical approval policy. Show the agent’s planned high-risk actions, execution status, outcomes and the tools and data it used. Provide meaningful ways to correct behavior, review a proposed action, pause or stop execution, and access logs for audit and incident response. Match these controls to the agent’s risk tier and the decisions it is permitted to make; Microsoft’s agentic-risk guidance emphasizes visibility, user boundaries and revocation.

What is still an open standards question?

NIST’s National Cybersecurity Center of Excellence raises questions about how to establish least privilege when an agent’s required actions may not be fully predictable and how to bind agent identity to human identity for human-in-the-loop authorizations. These are questions in a 2026 concept paper describing a planned project and soliciting stakeholder feedback, not settled NIST recommendations. They underline why organizations need explicit authorization boundaries and accountable human decision rights rather than assuming agent identity and delegation are already solved by a common standard.
