How to Give AI Agents the Context They Need Without Exposing Sensitive Data

Give AI agents only task-relevant data, enforce authorization outside the model, and protect retrieval, memory, logs, and actions with layered controls.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Give an AI agent only the task-specific information it needs, and enforce access through the application—not through a prompt. Minimize data in context, retrieval, logs, and memory; authorize every tool call against the initiating user and task; treat retrieved content as untrusted; and require independent checks for consequential actions. These controls reduce exposure, but no single prompt rule or security measure can eliminate the risk.

Why context is a security boundary

An AI agent needs information to complete a task, but every additional record, field, document, credential, or memory entry creates another opportunity for exposure or misuse. Sensitive data can leave its intended boundary through more than a final answer: it may appear in retrieval results, tool arguments, logs, citations, or persistent memory. A document can also contain instructions designed to change what the agent does.

The right goal is not to give an agent no context. It is to provide the smallest useful slice of authorized context while keeping permissions and action controls outside the model. A prompt can explain what the agent should do, but it cannot reliably authenticate a user, enforce a tenant boundary, or prevent an over-privileged tool from acting. Those duties belong to the surrounding application and its policy controls.

OWASP’s AI Agent Security Cheat Sheet recommends minimizing sensitive information in agent context and addressing classification, encryption, retention, and deletion. OWASP’s Securing Agentic Applications Guide 1.0 landing page is dated July 27, 2025. These are design recommendations, not proof that any single control prevents leakage or prompt injection.

1. Define the task and minimize its data

Start by specifying the task before choosing what the agent can see. Identify the records, fields, and time range required to produce the expected result. Do not treat “the model might need it” as sufficient reason to send an entire mailbox, customer profile, database, or repository.

Create a data map

For each task, map the information path from input to output. Include data the agent receives directly, retrieves through tools, passes in tool arguments, stores in memory, and exposes in logs or responses. Classify data according to your organization’s rules, then define which classes may enter each part of that path. If a field is not needed for the task, leave it out rather than relying on the agent to ignore it.

For example, a support agent asked to explain the status of one order may need the order identifier, current status, relevant delivery updates, and the user’s authorization to view that order. It may not need a full payment-card number, unrelated orders, or a complete customer history. This is an implementation example of data minimization, not a universal field list; the right data depends on the task and applicable policy.

Retrieve narrowly

Prefer a retrieval operation that checks the requesting user and returns only authorized fields for the current task. Filter by resource, user or tenant scope, and relevant time range before data reaches the model. A broad search followed by an instruction to “ignore unrelated results” exposes more data than necessary and leaves the model responsible for a decision that the application should make.

Set handling rules for each data class: whether it may appear in prompts, retrieval results, logs, or persistent memory; how long it may remain; and how it must be deleted. OWASP identifies data classification, encryption in transit and at rest, and retention and deletion policies as privacy and data-protection measures. Encryption protects stored or transmitted data under the relevant system conditions, but it does not make sensitive data safe to disclose to an agent that is authorized to read it.

2. Put authorization at the application boundary

Authenticate the initiating user and have the application or policy service authorize each retrieval and action. The check should bind together the user, task, resource, and operation. Do not ask the model to decide whether a user is allowed to access a record, and do not treat a model-generated explanation of permission as authorization.

Scope tools to the job

Give the agent only the tools required for its assigned work. Use narrow tool schemas that accept the minimum necessary arguments, explicit allowlists of supported operations, and deny-by-default behavior for unknown tools or actions. Separate read access from write access where possible. A tool that can search a customer database, send messages, change account settings, and issue refunds presents a much larger action surface than a task-specific read operation.

Check access on the backend each time the tool is called. A tool’s arguments may be influenced by untrusted content or model error, so validate the requested resource and operation independently of the conversation. If authorization cannot be established, reject the call rather than allowing the model to infer that access is acceptable.

Use dedicated, limited identities

Give agents identities distinct from developers’ personal accounts. Prefer scoped, short-lived credentials, and separate read-only identities from identities allowed to make changes. OWASP’s DevSecOps guidance on AI agent and MCP security warns against placing long-lived or production credentials in an agent’s environment, prompts, or configuration. Keep secrets in a credential-management boundary and expose only the specific operation the agent is allowed to perform; do not put raw credentials in context to let the model use them directly.

Authorization should follow the initiating user’s permitted scope rather than silently inheriting broad service-account access. Where a service identity is necessary, constrain its permissions and ensure the application applies the relevant user- and task-level checks before each operation. This adds policy work, but avoids treating the model’s possession of a tool as permission to use every resource the tool can reach.

3. Separate trusted instructions from untrusted content

Documents, emails, web pages, and API responses should be treated as data to analyze—not as authority to change the task, reveal secrets, or expand permissions. NIST’s technical blog on strengthening AI agent hijacking evaluations describes indirect prompt injection: malicious instructions embedded in ingested data can lead an agent toward unintended harmful actions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep system policy, user instructions, and retrieved material distinct in the application’s context construction. Clear labels and delimiters can help a model interpret which text is content rather than instruction, but they are not an authorization mechanism or a complete defense. OWASP’s agent threat guidance emphasizes context isolation by design, least-privilege tools, and human confirmation for irreversible or high-impact actions.

Quarantine risky content when feasible

One option is to parse or summarize risky content in a separate component that has no tools and cannot take action. The main agent can then receive a limited, validated result rather than directly ingesting and acting on a hostile page or document. OWASP’s prompt-injection prevention guidance presents zero-tool quarantine parsing as one possible layer alongside validation, scoped tools, and approvals. It is a defense-in-depth measure, not a guarantee that the resulting summary is harmless or complete.

Do not let instructions found in a retrieved source override the user’s task or application policy. For example, text in a document that tells the agent to export other users’ records must not create access rights or trigger a data export. The backend should reject an unauthorized request regardless of how persuasively the content phrases it.

4. Protect memory, logs, and outputs

Persistent memory is a data store and a potential attack surface, not a harmless extension of the conversation. Do not automatically promote arbitrary user input or retrieved text into trusted long-term memory. Validate memory writes, check for sensitive information, isolate memory by user or session, and set size and expiration limits. Apply retention and deletion rules to memory and logs alike.

Log for investigation without copying everything

Security logs should capture enough metadata to investigate access and action decisions—for example, the requesting identity, task or session identifier, tool and operation, authorization outcome, and approval state where applicable. Avoid unnecessary copies of credentials, full prompts, sensitive responses, or entire retrieved documents. Decide what to log, who can access logs, how long they are retained, and how deletion requests or retention rules apply.

Logs can themselves become a disclosure path. Review whether sensitive material can be reproduced in tool arguments, error messages, citations, traces, or debugging output. OWASP’s agent security guidance includes testing for data exfiltration through tools, citations, logs, and final output, so checking only the user-visible answer is insufficient.

Review the final response path

Apply output checks appropriate to the task and data class before returning an answer. The agent should not reveal records outside the user’s authorization simply because they were included in a retrieval result or prior context. Minimize unnecessary quotations and redact data that the recipient is not permitted to see. These checks complement narrow retrieval; they should not be used as an excuse to send broad sensitive datasets into the model.

5. Gate consequential actions

Separate proposing an action from executing it. The agent can prepare a proposed change, while an independent policy or execution component checks whether it is within scope, whether the identity has permission, and whether required approval is present. Require human confirmation for irreversible or high-impact operations, as OWASP’s agent threat guidance recommends.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the confirmation meaningful: show the person what will happen, which resource will be affected, and the material change they are approving. A generic “continue?” prompt is less useful than an approval tied to the actual action. If the proposal changes before execution, the approval should no longer be assumed to cover the new action.

Read-only operations generally have a different risk profile from writes, but they can still expose sensitive data. Decide approval and validation requirements based on the consequences of the particular operation, not merely on whether the tool changes a record.

6. Test abuse cases before and after deployment

Build repeatable tests for the ways an agent could exceed its intended boundary. OWASP’s AI Agent Security Cheat Sheet calls for abuse-case testing that includes data exfiltration, memory poisoning, privilege escalation, and misuse of tools. Include prompt overrides and runaway loops as practical cases to test as well.

Cover the complete path

  • Unauthorized retrieval: Ask for a record outside the initiating user’s scope and verify the backend denies it before the data reaches the model.
  • Tool misuse: Supply an unsupported operation or out-of-scope resource and confirm the tool rejects it rather than relying on the agent’s refusal.
  • Prompt override: Put instructions in a document or page that conflict with the task and check that the content cannot expand permissions or redirect the agent into a prohibited action.
  • Privilege escalation: Attempt to use a read-only identity for a write or exploit a broader service identity; verify the operation is blocked by policy.
  • Memory poisoning: Try to persist hostile instructions or another user’s data and check that validation and session or user isolation prevent later reuse.
  • Exfiltration: Check tool arguments, citations, final output, logs, errors, and memory for unauthorized data exposure.
  • Runaway behavior: Test repeated or cascading tool calls and ensure operational limits and stop conditions prevent uncontrolled execution.

Keep regression cases for failures you have observed. Rerun the suite before launch and after material changes to prompts, tools, retrieval, memory, policies, or model providers. Testing does not prove that an agent is safe in every circumstance, but it can expose concrete boundary failures before they reach users.

Choosing controls for your architecture

There is no universal ranking of agent architectures in the OWASP and NIST guidance described here. Compare designs against the task and measure the trade-offs in your own system. More restriction can reduce exposure, but a context or tool set that is too narrow may prevent the agent from completing its assigned work.

Decision axis What to examine
Data minimization How much sensitive information enters context, retrieval results, tool arguments, logs, and memory?
Authorization strength Does backend policy check each data access and action against the initiating user and task?
Isolation Are identities, tenants, sessions, memory, and tool sets separated where the task requires it?
Action risk Are writes and high-impact operations independently validated, with human approval where needed?
Operational burden Can the organization maintain policy configuration, testing, audit review, and retention and deletion rules?
Utility Can the agent still complete the assigned task with the restricted context and tool set?

A useful implementation test is whether the agent can do the intended task while being unable to retrieve unrelated records or perform unrelated actions. If it cannot, refine the task definition, retrieval interface, or tool design rather than expanding access by default. If it can, preserve the narrower boundary and keep checking it as the system changes.

A practical deployment sequence

  1. Define the task: Write down the expected outcome, the user or process initiating it, and the operations the agent may propose or perform.
  2. Inventory and classify data: Identify required records and fields, permitted data classes, and handling rules for context, retrieval, logs, and memory.
  3. Design narrow retrieval: Filter by the requesting user’s authorization and task scope before returning only relevant fields to the agent.
  4. Constrain identities and tools: Use distinct, scoped identities; separate read from write access; use limited tool schemas and deny unknown operations.
  5. Isolate untrusted content: Keep retrieved material distinct from policy and user instructions, and consider a no-tool quarantine component for risky inputs.
  6. Set storage and approval controls: Establish memory and log retention, expiration, deletion, and access rules; require independent approval for consequential actions.
  7. Run abuse-case tests: Exercise unauthorized retrieval, tool misuse, prompt override, privilege escalation, memory poisoning, exfiltration, and runaway calls.
  8. Monitor and reassess: Review security-relevant decisions without collecting unnecessary sensitive content, and repeat tests after meaningful system changes.

OWASP’s guidance is living guidance, and an implementation still needs to account for its own data, users, tools, and risk. The objective is a layered system in which the model receives useful context but cannot grant itself access, convert hostile content into authority, or carry out consequential actions without the controls designed to govern them.
