Execute the command in the server console, your hosting panel’s console, through RCON, or from an owner’s in-game F1 console. Use the player’s 17-digit decimal SteamID64, not a hexadecimal ID. Owner and moderator are different permission levels
Rust has two built-in authorization levels relevant to routine server administration. Choose the least powerful level that covers the job rather than giving every helper owner access.

An owner can perform the moderator-level player actions as well as higher-level configuration work. A moderator should not be treated as a configuration administrator: the moderator level is intended for in-game enforcement, while owner access can change server behavior and other administrators.
Before you run either command
Use the correct identifier
The value after ownerid or moderatorid must be the player’s decimal SteamID64. It is normally a 17-digit number beginning with 7656. Do not paste a hexadecimal Steam ID or a display name in place of the number. Names can be supplied as an optional label, but the ID is what identifies the account.

Make sure you have an authorized execution route
- Server console: the console provided by your host or the process running the server.
- Hosting-panel console: paste the command into the panel’s live console field.
- RCON: send the command through an authenticated RCON client or integration.
- In-game F1 console: usable by a player who already has auth level 2. An ordinary player cannot use F1 to grant themselves owner status.
If you are starting a new server and have no authorized account, use the host or server process console first. The F1 restriction is important: one community guide notes that an ownerid command entered from F1 only works when the person issuing it is already an auth-level-2 owner.
Find a player’s SteamID64
For someone currently connected
- Open the server console, panel console or an RCON session.
- Run
playerlist. The output shows connected players and their IDs next to their names. - If your server build or console uses the alternate command, run
users; guides describe its output as SteamID64 followed by the player’s name. - Copy the complete decimal value and check that it has 17 digits and starts with
7656.
Copying from the console avoids confusing a player’s nickname with the account identifier, especially when two players use similar names.

Ask the player for their Steam profile URL or Steam username and use a SteamID lookup service such as SteamID.net to obtain the decimal SteamID64. Verify the result with the player before granting access. A profile’s vanity name, custom URL or in-game nickname is not a substitute for the numeric ID in the command.

Give full owner access
Command syntax
Run this command on one line, replacing the angle-bracketed value:
ownerid <SteamID64> "Name"Example format:
ownerid 7656XXXXXXXXXXXXX "Server Owner"The displayed name is optional. The command’s essential argument is the decimal SteamID64. If your console accepts an additional reason field, it follows the ID and optional name in quotes, for example:

Procedure
- Obtain and verify the target player’s SteamID64.
- Open the server console, host-panel console or an authenticated RCON session. If using F1, confirm that you are already an owner.
- Enter
ownerid, the 17-digit decimal ID and, if desired, a quoted name (and reason if supported). - Submit the command and keep the console response for your records.
- Complete the activation and persistence checks in the next section.
Give moderator access
Command syntax
Use the moderator command when a helper only needs player-management powers:
moderatorid <SteamID64> "Name"Optional name and reason fields can be supplied in the same way:

Procedure
- Run
playerlistorusersfor a connected player, or obtain and verify the ID for an offline player. - Send the
moderatoridcommand through the server console, hosting panel or RCON. F1 is available only to an existing owner. - Check the command response, then perform the reconnect and configuration checks below.
When the new rights take effect
Authorization is commonly evaluated when the player joins. A player who was connected while you ran the command may receive no new abilities until they disconnect and reconnect. Ask the recipient to leave the server completely and join again before testing commands.
After the reconnect, test only an action appropriate to the assigned level. For a moderator, verify a player-management command in a controlled situation. For an owner, verify access to the administrative functions you actually intend to delegate. Avoid testing destructive commands on live players or structures.
Make the grant survive a restart
Guides disagree about when Rust writes authorization changes to disk. Some report that ownerid, moderatorid, removeowner and removemoderator write users.cfg immediately. Others report that the change is live in memory but can disappear after a restart unless you explicitly write the configuration. Because the behavior can vary by server setup and game version, use the conservative procedure:
- Run the authorization command.
- Run
server.writecfgin the same console or RCON session. This writes the current settings to the server’s configuration; one hosting guide identifies the generated configuration asserverauto.cfg. - Locate
users.cfgunder thecfgdirectory for the server identity. With a custom identity, the path is typically structured likeserver<identity>cfg; the exact root depends on the host and operating system. - Confirm that the intended SteamID64 and role entry are present. Do not edit a different identity’s
users.cfg. - Restart the server during a maintenance window.
- Have the player reconnect and confirm that the role is still present.
Running server.writecfg after a grant is harmless even when your setup writes users.cfg automatically. The restart check is what distinguishes a temporary in-memory authorization from one that is actually persistent.

Remove or downgrade access
Remove an owner
removeowner <SteamID64>Remove a moderator
removemoderator <SteamID64>Use the same decimal SteamID64 that was granted access. After either removal, run server.writecfg if your setup requires an explicit write, then restart and have the affected account reconnect. Verify the corresponding entry is gone from the correct server identity’s users.cfg.
If a person has been granted more than one role over time, remove each role that is present. Removing a moderator entry does not necessarily remove a separate owner entry for the same ID.
Common failures and fixes
The command says the player is not found
- Check that you pasted the full decimal SteamID64, not a nickname, profile vanity URL or hexadecimal value.
- Compare the number with
playerlistoruserswhile the player is connected. - For an offline player, ask them to confirm the profile URL used to obtain the ID.
The command is rejected or appears unknown
- Confirm you are entering it in a server console or authenticated RCON session rather than a normal chat box.
- If using F1, confirm that your own account already has auth level 2.
- Run
helporhelp ownerid/help moderatoridto see the syntax exposed by the current server build. Community examples occasionally contain typos, and command behavior can change with Rust updates.
The player still has no permissions
- Have the player fully disconnect and reconnect; a live session may not refresh its authorization level.
- Check that the command was sent to the correct server instance and server identity.
- For a moderator, test a level-1 player-management action rather than an owner-only function.
The grant disappears after a restart
- Run
server.writecfgafter the grant. - Inspect the
users.cfgbelonging to the active server identity, not a similarly named test or staging identity. - Restart once more and verify the entry after the player reconnects. If direct file edits are needed, the server may need a restart before they are read.
A moderator needs configuration powers
Do not assume auth level 1 will cover convar changes or administrator management. Either keep the person at moderator level and perform configuration yourself, or deliberately promote the account with ownerid after considering the broader authority that grants.

- Decide whether the person needs owner (auth 2) or moderator (auth 1) authority.
- Get the decimal 17-digit SteamID64 beginning with
7656. - Run the matching command in the server console, panel console or RCON.
- Do not use F1 unless your own account is already an owner.
- Run
server.writecfg. - Check the active identity’s
users.cfg. - Restart if you need to validate persistence.
- Have the recipient reconnect and test only the permissions appropriate to the role.
