For classic Outlook, test whether an add-in is interfering by opening the app in safe mode, then investigate the profile and data file if needed. For new Outlook, restart the app and, if that fails, reinstall it from Microsoft Store. These are troubleshooting steps, not a guaranteed diagnosis; the right next step depends on which version you have and what happens when you try to open it.
First, identify which Outlook you have
Microsoft maintains separate troubleshooting guidance for new Outlook and classic Outlook. Several of the steps below—including safe mode, COM add-ins, the Inbox Repair Tool and the classic Outlook startup troubleshooter—apply to classic Outlook, not new Outlook.

| Outlook version | Documented starting steps | Classic-only tools |
|---|---|---|
| Classic Outlook | Test safe mode and add-ins; then consider a new profile, data-file repair or Office repair. | Safe-mode and COM add-in troubleshooting, the Inbox Repair Tool, and the Get Help startup troubleshooter. |
| New Outlook | End the app task in Task Manager and reopen it; reinstall from Microsoft Store if needed. | Classic Outlook Get Help troubleshooters do not apply. |
These distinctions follow Microsoft’s Outlook troubleshooting guidance. If you’re unsure which app you opened, check its name and interface before following a version-specific procedure.

If classic Outlook won’t open
1. Try safe mode to test for an add-in conflict
- Close Outlook.
- Press Windows key + R, type
outlook.exe /safe, then select OK. - If Outlook opens, close it and start it normally. In classic Outlook, go to File > Options > Add-ins.
- At the bottom, next to Manage, choose COM Add-ins, select Go, and clear the add-in checkboxes.
- Restart Outlook. If it now opens normally, enable add-ins one at a time, restarting after each change, to find the one associated with the failure.
Safe mode starts classic Outlook without add-ins, so it is a diagnostic test rather than a universal fix. Microsoft Support notes that add-ins can conflict with classic Outlook for Windows. Disable an add-in to test it; you do not need to delete it. If Outlook still won’t start in safe mode, move to another troubleshooting step.

2. Test with a new Outlook profile
A classic Outlook profile holds settings and can become corrupt. Create a new profile, then try opening Outlook with it. If Outlook works with the new profile, Microsoft says the original profile is corrupt and is the source of the problem. Keep the new profile as a test until you confirm you can access the account and its expected data; don’t remove the old profile before you know what you need from it.
3. Repair the Outlook data file
Classic Outlook includes the Inbox Repair Tool, scanpst.exe, for scanning Outlook data files and repairing errors. Use it as a later software-repair step if the earlier checks haven’t resolved the startup problem. A data-file scan does not establish that the file caused the failure; it checks for and attempts to repair errors.

4. Repair Office
If Outlook still does not open, Microsoft recommends trying Office Quick Repair first, then Online Repair if Quick Repair does not work. These options repair the Office installation and are distinct from testing an Outlook profile or data file.

5. Run the classic Outlook startup troubleshooter
Microsoft provides a startup troubleshooter through the Windows Get Help app. It requires Windows 10 or later, must be run on the same Windows PC where classic Outlook is installed, and does not work with new Outlook.

If new Outlook won’t open
Restart the app
- Open Task Manager.
- End the Microsoft Outlook task.
- Reopen new Outlook.
Reinstall from Microsoft Store if restarting does not help
Uninstall new Outlook, then install it again from Microsoft Store. Microsoft notes that you may need to add your accounts again if they are not added automatically after reinstalling.

Before treating a startup failure as a known service problem, check Microsoft’s current classic Outlook known-issues page. Its October 2026 update listed issues with service-assisted search for shared mailboxes, with a fix in progress, and voicemail audio attachments not appearing in classic Outlook, marked fixed. Those entries do not establish a general failure to open Outlook. Known-issue entries and statuses can change.
