Tracking software can help, but it is only one part of the job: managers also set vehicle policies, assign vehicles, control costs, maintain safety and compliance, and use operating records to make decisions across the fleet’s lifecycle.
What fleet management includes
A fleet may consist of cars, vans, trucks, or other work vehicles. Its management covers the decisions and processes that keep those vehicles fit for their intended work, from choosing what to acquire through putting vehicles into service, managing day-to-day use, and deciding when to reassign, replace, or dispose of them.

In practice, that means coordinating vehicle and driver assignments, utilization, fuel or energy, maintenance, safety, compliance, operating costs, and performance reporting. The U.S. General Services Administration’s Motor Vehicle Policy Customer Guide (August 2026) describes the lifecycle scope, while U.S. Department of Energy fleet guidance explains how operational data can support ongoing decisions.
How the fleet management process works
- Define the work. Establish what the fleet must do, where and under what operating conditions vehicles will be used, and what policies or reporting requirements apply.
- Choose and acquire vehicles. Select vehicles and energy types that suit the work, then put them into service with the relevant records, assignments, and operating procedures.
- Manage daily use. Track which vehicles are assigned, how much they are used, their operating costs, maintenance needs, and relevant safety or compliance issues.
- Collect and organize information. Bring together records such as inspections, fuel transactions, maintenance work, driver reports, and—if used—telematics data. A fleet management information system or related software can consolidate these records and support decisions and required reporting.
- Act on the information. Arrange service, address safety patterns, adjust assignments, or investigate unusual costs or usage. A data point is useful when it leads to an appropriate operational decision, not simply because it appears on a dashboard.
- Review the fleet over time. Use operating history and the work vehicles perform to inform whether to reassign, pool, downsize, replace, or change vehicle or energy type.
How fleet tracking and telematics work
Telematics is one way to collect fleet information; it is not the whole management function. The U.S. Department of Energy’s Federal Energy Management Program guide, Telematics for Federal Fleets: A Guide for Efficient Fleet Management, describes systems that collect vehicle information—such as GPS location and diagnostics from onboard systems or an OBD port—transmit it over a cellular network to a cloud platform, and present it through dashboards, alerts, or reports.

Depending on the system, the resulting information can support maintenance alerts, utilization reviews, safety coaching, fuel and energy monitoring, automated mileage reporting, and vehicle acquisition planning. Telematics can be based on a device connected to a vehicle’s OBD port, other vehicle hardware, or available vehicle systems; what data is collected depends on the vehicle, equipment, service, and configuration.
What managers may monitor
- Use: miles traveled, engine hours, trips, and days in use.
- Fuel and energy: fuel consumed or energy charged.
- Vehicle condition: fault codes and indicators such as battery voltage, oil life, coolant temperature, and tire pressure, where the vehicle and system make them available.
- Maintenance: service reminders based on mileage or engine hours, along with reported inspections and completed work.
- Safety: events such as speeding, hard braking, rapid acceleration, and seatbelt use, if collected by the system.
These are possible measures, not universal targets. The useful set depends on the fleet’s purpose and operating conditions. For example, mileage and engine hours can help establish when a vehicle is due for service or whether it is being used as intended; safety events may prompt a closer look or coaching rather than an automatic conclusion about a driver.

How maintenance and lifecycle decisions fit in
Telematics may flag faults, report vehicle-condition indicators, or trigger reminders by mileage or engine hours. That information can help managers identify a service need and organize work, but it does not guarantee fewer breakdowns or a particular level of savings. Inspection and service schedules still matter: the GSA’s August 2026 Motor Vehicle Policy Customer Guide says they should occur at least as often as the manufacturer recommends, or more often when local operating conditions require it.
Maintenance and usage history also inform longer-term choices. A vehicle with a different assignment, a shared or pooled vehicle, a smaller vehicle, or a replacement with a different energy type may better fit the work. Such decisions should account for the vehicle’s duties, operating conditions, total costs, maintenance needs, and relevant policies or reporting requirements—not a single utilization or telematics metric in isolation.

What to consider when choosing fleet software or tracking hardware
Start with the decisions and workflows the system needs to support, then assess whether it fits the fleet. The DOE guide names Geotab, Samsara, and Verizon Connect as examples of platforms that can integrate with existing fleet management information systems; that list is illustrative, not an endorsement or a complete market survey.
- Data and coverage: Check which information the system collects, from which vehicles, and whether cellular coverage is adequate across operating areas.
- Compatibility and integration: Confirm support for the fleet’s vehicles and its existing records, software, and reporting needs.
- Workflow fit: Determine whether it supports the maintenance, safety, utilization, and reporting tasks managers actually perform.
- Privacy and governance: Set rules for who can view location and trip histories, how long records are retained, how drivers are informed, and what information is shared with vendors or agencies.
- Cost and scale: Review service costs and whether the system makes sense for the fleet’s size and operating conditions.
- Existing equipment: Check whether factory-installed telematics already meets the need before adding hardware.
An OBD-II GPS fleet-tracking device is one possible hardware category for collecting location and diagnostic information. Before choosing one, verify vehicle compatibility, cellular coverage, any data-plan or software fees, and whether its capabilities suit the fleet; no specific device is established here as tested or verified.

Who can access telematics data?
Access depends on the service and its configuration. Location and driver-linked records can raise questions about visibility, retention, notice, and data sharing, so those rules should be established as part of fleet governance. The DOE guide notes that GSA Fleet does not receive GPS data unless an agency explicitly shares it. That example shows why managers should check the actual data flows for their own service rather than assume a fleet provider or agency can see every available field.

For eligible government customers, the GSA’s “GSA Fleet telematics” service page, last updated September 22, 2025, says GSA-leased vehicles include telematics at no additional cost and describes service data features. Eligibility and current terms should be verified with GSA; this government service does not establish what commercial fleet services provide.

What fleet management can—and cannot—promise
Fleet management can give an organization a structured way to coordinate vehicles, maintenance, usage, safety, costs, and lifecycle decisions. Telematics can make some vehicle and usage information easier to collect and act on. The outcome depends on the vehicles, system, configuration, data access, and how managers use the information. The cited official guidance does not establish a universal percentage for cost savings, downtime reduction, or collision reduction, so those results should not be assumed from installing tracking software alone.
