There is no single encoder setting that guarantees a particular end-to-end result. First decide whether your audience needs a few seconds of delay for a large broadcast or sub-second interaction for a conversation, auction, or remote control.
Choose a latency target before changing settings
Latency is the time between an event at the source and its appearance on a viewer’s screen. Measure it from capture to playback, not just from the encoder’s output. A stream can leave the encoder quickly and still arrive late because of packaging, CDN delivery, network conditions, or player buffering.

These are architectural distinctions, not guarantees. AWS notes that HLS latency on its Kinesis Video Streams service cannot be lower than the fragment duration and recommends its GetMedia API for cases needing less than one second; that is specific to that service, not a universal limit for every HLS implementation. YouTube Help describes low-latency streams as reaching less than 10 seconds for most viewers, not as a sub-second mode.
Check what the platform and playback path support
For YouTube Live
YouTube offers latency modes, but the delivery protocol matters. Its guidance says the Ultra low-latency option is turned off when HLS is selected. If sending HLS to YouTube, the documented ingest requirements include TS segments lasting 1–4 seconds, a rolling playlist with no more than five outstanding segments, and HTTPS POST/PUT requests. Confirm current destination settings before configuring an encoder or packager; a mode that the platform does not accept cannot be enabled by changing an encoder alone.

For Low-Latency HLS
Low-Latency HLS (LL-HLS) reduces the wait for a complete segment by using partial segments and related playlist behavior, including blocking playlist reloads, preload hints, and rendition reports. Apple describes it as a way to lower delay while retaining HTTP delivery scalability. It works only when the origin, CDN or cache, and playback client all support the required behavior. If one part of the chain does not, playback may fall back to regular-latency HLS.
For a real-time service
If an audience must react in under a second, compare the platform’s real-time ingest and playback path rather than assuming ordinary HLS can be tuned far enough. Check support on the actual viewer devices and browsers, and account for any return audio or video path if conversation is part of the use case. The available platform-specific guidance here does not establish a neutral performance comparison among WebRTC, SRT, and other real-time architectures, so evaluate the service you plan to use against your target and audience conditions.

Configure encoder timing and bitrate for the chosen mode
Keyframe interval and GOP
Use the keyframe interval supported or requested by the destination. Keyframes affect how quickly a decoder can begin displaying a new segment or recover after a disruption; overly long intervals can add waiting, while very short intervals can increase buffering or cause resolution changes depending on the service and workflow.
As platform-specific examples, Amazon IVS recommends a one- or two-second keyframe interval and warns that choosing one second can increase buffering or resolution changes; its guidance also says to avoid intervals above five seconds. An AWS LL-HLS example aligns a one-second GOP with one-second segments and reports about five seconds of end-to-end delay for that workflow. These are examples, not universal presets or performance promises. Keep GOP and segment timing aligned where the destination requires it.

Segment or part duration
Shorter segments or partial segments can reduce the time a player waits for media to become available, but they do not automatically make the full chain low latency. For YouTube HLS, use the documented 1–4-second segment range and other HLS requirements rather than applying another platform’s LL-HLS example. Apple’s partial-segment approach requires compatible origin, CDN, and player behavior.
Bitrate, buffering, and network path
Set the encoder’s bitrate and output resolution within the destination’s current recommendations and the upload capacity available at the venue. No single bitrate is appropriate for every resolution, frame rate, codec, and platform. A bitrate that exceeds a variable uplink can cause dropped frames or force buffering; reducing bitrate can improve transmission stability but may reduce picture quality. If the target platform offers a zero-latency encoder tuning mode, Amazon IVS recommends using it for IVS workflows and says the VBV buffer should not exceed the average stream bitrate. IVS also recommends sending directly to the service rather than through a third-party forwarder that adds delay. Treat both as IVS-specific guidance.

Measure the delay viewers actually see
- Define the measurement. Pick an acceptable capture-to-viewer delay and a representative viewer device, browser, and network. For a two-way event, measure the response path too.
- Put a time reference in the picture. Burn a running timecode or synchronized clock into a test feed if available. AWS recommends timecode to understand delay across workflow stages.
- Record baseline conditions. Note the platform mode, encoder keyframe interval, segment or part duration, bitrate, player, and network conditions so a change can be compared fairly.
- Test delay and stability together. Track capture-to-playback delay, startup time, dropped frames, resolution changes, and rebuffering on realistic networks. Repeat on the devices your audience actually uses.
- Change one part of the chain at a time. Compare results after adjusting a supported platform mode, GOP, buffer setting, or network route. Keep a change only if it improves the target experience without unacceptable stalls or quality loss.
AWS for M&E’s 2024 overview gives 12–30 seconds as a usual regular-HLS range depending on workflow configuration and player capability, and 5–10 seconds as a range LL-HLS can bring end-to-end workflows to. Those are source-reported ranges, not independent measurements or guarantees for a particular stream. Its one-second GOP example describes about five seconds. Actual results depend on the complete workflow.

YouTube Help puts the trade-off plainly: “The lower the latency, the less read-ahead buffer the video player will have.” With less media buffered in advance, variable networks leave less room to absorb interruptions. AWS likewise identifies network conditions, player buffering, transfer, and encoding and decoding as factors in delay. A configuration that lowers delay on a clean test connection can produce more rebuffering for viewers on weaker or fluctuating connections.

Choose the lowest-delay mode that remains dependable for the audience and event. For a broadcast where uninterrupted viewing matters more than instant replies, a few additional seconds may be the better result. For a genuinely interactive stream, test the real-time path and its device compatibility instead of reducing buffers indiscriminately.
