What unlisted distribution does—and does not do
An unlisted app remains on the App Store but is omitted from search results, categories, recommendations, charts, and other store listings. People reach it through a direct link; it can also be accessed through Apple Business or Apple School Manager. Apple describes the key limitation plainly: “Unlisted apps are available to anyone who has access to the link.” Apple Developer: Unlisted App Distribution

That makes unlisted distribution useful when an app is intended for a defined audience—such as employees, franchisees, business partners, higher-education students, or conference attendees—but should not be discoverable by the general public. It is not a private, invite-only, or password-protected listing. If only approved people should use the app, implement authorization in the app itself.

Make sure unlisted distribution fits
Choose unlisted distribution when the goal is to limit discovery, not to limit who can download or use the app. If availability must be restricted to named organizations, private distribution through Apple Business or Apple School Manager is the relevant option.

Prepare a final-distribution app and submit it to App Review
The app must already be on the App Store or be ready for final distribution and submitted to App Review. Apple declines unlisted requests for apps that have not been submitted for review and for apps in beta or prerelease status.

Identify the intended distribution in Review Notes
In the App Review submission’s Review Notes, state that the app is intended for unlisted distribution. Apple’s unlisted-distribution guidance asks developers to include this note with the submission.

Check the distribution method in App Store Connect
Open the app’s Pricing and Availability settings and confirm that its distribution method is Public before sending the request. Apple lists the required role for this setting as Account Holder, Admin, or App Manager. See Apple’s instructions for setting distribution methods.

Submit Apple’s unlisted app distribution request
Use the request form provided on Apple’s Unlisted App Distribution page. The request is separate from the ordinary App Review submission.

After approval, distribute the direct link
Apple changes the app’s distribution method to Unlisted in Pricing and Availability and generates a link for the App Store and Apple Business or Apple School Manager. If the app was already available on the App Store, its existing App Store link stays the same. Unlisted status applies to future versions as well.

Put any needed access controls inside the app
Anyone who gets the link can access the app. Where the audience must be authorized, use an in-app sign-in or other access-control mechanism rather than relying on the unlisted link. If you share a shortened URL, test that it resolves correctly to the App Store link.

Unlisted versus public and private distribution

These choices differ in discoverability, audience control, and how organizations distribute the app. Unlisted changes where the app appears; it does not make a link exclusive to selected users.
Changing an app that is already private or public
Already privately distributed
Apple says a privately distributed app cannot simply be converted into an unlisted app through a setting change. For an app currently distributed privately through Apple Business or Apple School Manager, create a new App Store Connect app record, upload the binary, set distribution to Public, and then request unlisted distribution. A switch between private and public distribution generally requires a new app record and resubmission.
Already publicly available
A public app can be changed to unlisted. Set its distribution method to Public before submitting the unlisted request; following approval, Apple changes the method to Unlisted. Its existing App Store link remains the same if it was already available.
How long does publication take?
Apple says an approved app can take up to 24 hours to go live on the App Store. That is general post-approval publishing guidance, not a stated turnaround time for deciding an unlisted-distribution request.
