The simplest way to get a Russian public IP address is to connect to a VPN server located in Russia. If you want more control, you can set up a VPN on a Russian virtual private server (VPS); a Russian proxy is another option when you only need to route traffic from a particular app or browser. None guarantees that a website or service will accept the connection.
Choose the right way to route your traffic
| Option | Best suited to | Setup and coverage | Important trade-off |
|---|---|---|---|
| VPN app with a Russia location | Most people who want a straightforward Russian IP | Install the provider’s app, select a Russia location, and connect. A VPN can route device traffic, subject to app settings. | Locations and availability can change, and services may block VPN addresses. Proton VPN advertises Russia servers in St. Petersburg; this is a provider claim, not an independent test of uptime or access. Proton VPN’s Russia server information. |
| VPN on a Russian VPS | People who want more control over an endpoint and can manage setup | Rent a VPS in Russia and configure VPN software, or use a service that provisions a personal server. | You are responsible for evaluating the host’s terms, configuring the server, and applying security updates. MeduzaVPN advertises personal VPS-based endpoints in several Russian cities; that availability is a provider claim. MeduzaVPN’s Russia information. |
| Russian proxy | Application- or browser-specific routing | Configure the proxy in a supported application or browser; proxy types and setup vary. | Privacy, performance, exclusivity, location accuracy, and compatibility depend on the service. Surflare advertises Russian datacenter, ISP, and residential IP options and HTTP(S)/SOCKS5 support; verify current details with the vendor. Surflare’s Russia locations. |
Get a Russian IP with a VPN app
- Check current locations. Visit the provider’s live server list and confirm that a Russia location is available on a plan and device you can use. Availability can change.
- Install and sign in. Download the provider’s app from its official source, install it on your device, and sign in.
- Select Russia and connect. Choose a currently available Russian location in the app. If the provider offers a city selection, choose the city you need; do not assume a specific city is available.
- Check the public IP. Open an IP lookup service and confirm that it reports a Russian IP while the VPN is connected.
- Test the service you actually need. Open the target website or app. An IP lookup result does not establish that the service will allow access.
Set up a more controlled endpoint on a Russian VPS
A VPS is a rented virtual server. You can install and administer VPN software on one in Russia, or choose a service that manages a personal VPN endpoint. This approach involves more setup and ongoing responsibility than connecting through a standard VPN app.

That does not mean every geolocation database or online service will classify the address identically. Selectel’s infrastructure documentation.
- Review the VPS host’s terms and confirm where the server is located before ordering.
- Secure the server and keep its operating system and VPN software updated.
- Check how you will manage access, renew the service, and respond to security issues.
- After configuration, verify the public IP and test the target service from the device or app you intend to use.
Use a proxy when only some traffic needs the Russian route
A proxy can be useful when you want to route a particular browser or application instead of all device traffic. The exact setup depends on the app and the proxy protocol, such as HTTP(S) or SOCKS5. Confirm that the provider supports your intended app and that you understand its privacy and logging terms before sending traffic through it.

Proxy sellers may describe addresses as datacenter, ISP, or residential. Those labels alone do not establish that an address will be private, reliable, correctly geolocated, or accepted by a particular site. Check the provider’s current terms and test the actual connection.
Compare the endpoint, privacy, and compatibility
Before choosing, compare setup effort, which devices or apps can use the route, whether the address is shared or dedicated, available cities and address types, privacy and logging terms, total price and renewal terms, and compatibility with your target service.

A dedicated IP is intended to return the same address on each connection, unlike the common shared-IP arrangement. A consistent address does not guarantee access or a good reputation with a website. ExpressVPN’s dedicated IP FAQ explains the distinction.
Why a Russian IP may not work for a website
- The site blocks VPNs or proxies. A service can reject an address even when an IP lookup identifies it as Russian.
- Geolocation databases disagree. IP location reflects the location of the device to which an address is assigned, but databases and services may classify it differently.
- The app is using another route. A proxy setting, split tunneling, or a separate connection path can send the app outside the VPN or proxy you configured.
- The service has other eligibility rules. A Russian IP is not proof of residence and does not replace a service’s account, payment, or eligibility requirements.
- The endpoint or service has changed. Provider locations and service rules can change, so a previous successful connection may not work later.
Availability and legal context
VPN availability and applicable requirements in Russia can change. A reproduced letter attributed to Russia’s Ministry of Digital Development and dated April 27, 2026 says that VPN services failing applicable requirements may be restricted by Roskomnadzor and describes measures against noncompliant services. The cited copy is hosted by Consultant.ru, not on a ministry website. It should not be read as establishing that VPN use is universally illegal or as individualized legal advice.
