Most WordPress Multisite access failures come from one of five layers: the wrong account role, missing membership on a subsite, stale browser cookies, a damaged network configuration, or broken domain and rewrite rules. An ordinary site Administrator cannot open Network Admin; that menu is reserved for Super Admins. A user can also exist in the network’s shared user tables yet have no access to an individual site until membership and a site role are assigned.

Use the diagnostic sequence below in order. Start with the narrowest, lowest-risk check, then move through WordPress roles, WP-CLI, wp-config.php, network tables, and web-server configuration. Back up both the database and files before changing configuration or database metadata.

Identify exactly which access problem you have
Do not begin by editing the database. The symptom usually identifies the control layer that needs attention.

This distinction prevents a common mistake: changing a role will not repair a 404, and clearing cookies will not turn a site Administrator into a Super Admin.

Understand the two permission levels
Super Admin controls the network
Network Admin is available only after a Multisite network has been created, and only to users designated as Super Admins. A Super Admin can manage network settings, sites, users, themes, plugins, and network-wide options. If a logged-in user does not see the Network Admin link, WordPress is normally reporting that the account lacks this network-level capability rather than that the dashboard is broken.
Administrator controls one site
An Administrator role applies to a particular site in the network. It does not automatically grant access to Network Admin or to every other site. This separation is intentional: a person may administer a single department site while another account manages the network itself.
Network user records and site membership are separate
Multisite stores users in common network tables, but an account is not automatically a member of every site. The account must be assigned to each site where it should work, with a role such as Subscriber, Contributor, Author, Editor, or Administrator according to the required duties. A user can therefore appear in Network Admin’s user list and still be unable to open a subsite dashboard.
Prepare a safe recovery
Make a restorable backup before creating a network, changing wp-config.php, editing rewrite configuration, or touching network metadata. WordPress recommends backing up the database and files because a small prefix, domain, or serialization error can affect every site.
- Export a complete database dump, not only the tables for the affected site.
- Copy the WordPress files, including
wp-config.php, the uploads directory, plugins, themes, and server configuration you control. - Record the current database name, database user, table prefix, network domain, base path, and whether the installation uses subdomains or subdirectories.
- Confirm that your host permits database administration, WP-CLI or SSH access, and the rewrite rules required by your chosen network structure.
- Keep a rollback copy outside the live document root and note the time of the backup.
If you cannot make or restore a backup, stop before database recovery. Ask the hosting provider or the person responsible for the server to create a verified snapshot.
Follow this diagnostic sequence
1. Test the normal login and session
Open the site’s standard wp-login.php URL rather than a bookmarked Network Admin address. If the login form loops, rejects a known-good password, or returns a domain error, the problem is not yet a role problem.

- Open a private browser window and try the normal login URL.
- Clear cookies and cached data for the network’s domains, then close and reopen the browser.
- Try the canonical network domain and path, not an old domain, an IP address, or a mapped alias.
- Temporarily disable browser extensions that alter cookies, redirects, or authentication headers.
- If login still fails, check authentication, domain-mapping, PHP, and web-server logs before changing users.
WordPress specifically recommends clearing browser cache and cookies when login stops working after networking is enabled. A stale cookie for the pre-Multisite domain can make a correct password appear to fail.
2. Confirm the account at network level
If login succeeds, open the main dashboard and look for the Network Admin menu. If it is absent, use an existing Super Admin account to inspect the account in Network Admin → Users. Confirm that the intended username is present and has network-admin status.
Do not infer Super Admin status from the profile’s site role. The profile may show Administrator for one site while the account remains a regular network user. Conversely, a Super Admin can be present in the network list but not be assigned to a particular subsite.
3. Check membership on the affected site
For a subsite dashboard problem, open that site’s dashboard and go to Users. Add the existing network user if the account is not listed, then select the least-privileged role that supports the required work and save the change. The user should then be able to sign in through the network login and reach that site’s dashboard.

A network-wide user record does not override a site’s role assignment. Remove duplicate or obsolete accounts only after confirming which username owns content and administrator responsibilities.
4. Restore Super Admin status with WP-CLI
When no usable Super Admin can reach the dashboard, WP-CLI provides the supported command family for network-admin management. Run the commands from the correct WordPress installation, using an authorized SSH or server administration channel:

wp super-admin list— lists the current Super Admin accounts.wp super-admin add <user>— grants Super Admin status to the specified user.wp super-admin remove <user>— removes Super Admin status from the specified user.
Replace <user> with the actual login name, user ID, or other identifier accepted by your WP-CLI installation. Check the command’s output, then sign out and back in through the canonical network URL. If WP-CLI reports that it is operating on the wrong installation, stop and correct the path rather than running the command again.
5. Recheck the browser after role changes
Capabilities are read during authenticated requests. After adding Super Admin status or a site role, log out, clear cookies for the network, close the browser, and log in again. Test in a private window if the original session still shows an old menu. This avoids mistaking a cached dashboard for a failed permission change.
Validate the Multisite configuration
Review wp-config.php
Configuration mismatches can look exactly like permission failures. Compare the live file with the values recorded when the network was created:
- Database name, database user, password, and host must point to the database that contains the network.
- The table prefix must match the actual tables. If the prefix changed during a migration, WordPress may be unable to find users or network metadata.
- The
MULTISITEsetting must be enabled for a network installation. SUBDOMAIN_INSTALLmust match the network’s structure: subdomain sites or subdirectory sites.- The network domain and base path must match the host and path used in requests.
Do not copy constants from another installation. A valid-looking value for a staging network can route production requests to the wrong database or domain.
Inspect the global network tables
Using the actual table prefix in place of wp_, confirm that the network tables exist and contain data:
wp_siteidentifies the network and its domain and path.wp_blogsrecords the sites that belong to the network and their paths or domains.wp_sitemetastores network-wide metadata, including Super Admin information.
Missing or empty global tables can prevent WordPress from resolving sites and capabilities even when ordinary user tables are present. Compare table names and row counts with the backup, and check whether a migration imported only one site’s tables instead of the full network.

Check domains, paths, and rewrites
For a subdomain network, each site’s host must resolve to the server and be covered by DNS and the web-server’s virtual-host configuration. For a subdirectory network, the requested path must match the network base path and the rewrite rules must pass unknown site paths to WordPress.
- Compare the browser URL with the domain and path stored for the network and site.
- Confirm that HTTPS redirects do not switch between hostnames or remove the network base path.
- Regenerate or restore the rewrite rules recommended for the installed web server.
- Inspect Apache or other web-server logs for rewrite, permission, and upstream errors.
- Test the main site, a known subsite,
wp-login.php, and the Network Admin URL separately.
A 404 on every subsite with a working main site usually points to rewrites or domain routing, not to a missing user role.
Check custom content-directory settings
WordPress warns that networks may not be fully compatible with a custom WP_CONTENT_DIR value instead of the standard wp-content directory. If the warning appeared after networking was enabled, document the custom path and test with the supported directory layout before changing permissions or reinstalling plugins. A content-directory mismatch can affect network screens and plugin or theme loading.
Recovery when dashboard access is unavailable
Use WP-CLI first when server access is available
WP-CLI limits the change to a documented capability operation and leaves the rest of the network configuration untouched. Verify the current installation path, run wp super-admin list, grant access with wp super-admin add <user> only to an authorized account, and then validate through the browser. Keep a record of who approved the change.

Use database metadata only as a last resort
The official WordPress debugging guidance describes recovering network administration by setting the site_admins value in network metadata to a serialized list containing a legitimate username. Treat this as an emergency procedure for the authorized network owner:
- Take and verify a full database backup.
- Identify the exact network metadata row and the installation’s real table prefix.
- Use the exact login name and correct serialized string lengths; serialized data is case-sensitive and length-sensitive.
- Change only the intended
site_adminsvalue, preferably inside a transaction or with a rollback copy. - Log in, verify Network Admin, and immediately confirm the Super Admin list with WP-CLI or the dashboard.
- Remove temporary recovery access and document the incident.
Never paste a guessed serialized value, change the wrong site’s options table, or edit production metadata without a tested restore. If you cannot identify the network row confidently, use host support or a database professional instead.
Common scenarios and the correct fix
“I am an Administrator, so why is Network Admin missing?”
Administrator is a site role. Have an existing Super Admin grant network-admin status through Network Admin → Users or the documented WP-CLI command. Do not elevate every site Administrator; grant only the access required for network management.
“The user appears in Network Admin but cannot open a subsite.”
Open the affected site’s Users screen, add the existing account, and assign a site role. Then clear the session and sign in again. If the site is missing from the network’s site list, investigate wp_blogs, domain, and path data instead of changing the role repeatedly.

Start with cookies and cache, then test the canonical domain. Check that the network domain, base path, HTTPS redirect, and rewrite rules agree. Review authentication and server logs if a private-window test still fails.
“The main site works, but every subsite returns 404.”
Check whether the network uses subdomains or subdirectories, verify DNS or virtual-host routing, compare site domains and paths, and repair rewrite rules. A role change cannot correct a routing failure.
“Network Admin disappeared after a migration.”
Confirm that the migration included the global network tables and that the new wp-config.php uses the same database and table prefix. Inspect wp_site, wp_blogs, and wp_sitemeta, then restore Super Admin status with WP-CLI once the correct installation is confirmed.
When to involve hosting support
Escalate when the failure is below WordPress’s control layer or when you lack a safe rollback path. Provide the host with the exact URL, timestamp, browser error, affected site, recent changes, and relevant log entries.

- DNS, wildcard subdomains, virtual hosts, HTTPS termination, or rewrite modules are controlled by the host.
- PHP errors or server permissions prevent WP-CLI and dashboard requests from running.
- A migration left tables missing, corrupted, or owned by the wrong database account.
- You have no verified database and file backup before a proposed metadata edit.
Ask the host to preserve logs and take a snapshot before making infrastructure changes. This keeps a routing or database incident from becoming a second, harder-to-reverse configuration failure.
Prevent the next access outage
- Keep at least two trusted Super Admin accounts, each with a tested login path.
- Document which people administer the network and which people administer individual sites.
- Record the network’s domain, base path, subdomain or subdirectory mode, table prefix, and content-directory layout.
- Back up the full database and files before upgrades, migrations, or network-structure changes.
- Test one subsite, its dashboard, and its login after changing DNS, HTTPS, rewrites, or domain mapping.
- Use WP-CLI for auditable Super Admin changes instead of ad-hoc database edits.
- Review server and PHP logs whenever a permission symptom appears alongside a 404, redirect loop, or database error.
A practical decision path

Work from the symptom outward: session, role, site membership, configuration, network tables, then routing. That order fixes the largest share of Multisite access problems while keeping risky changes limited to the cases that actually require them.
