If a Windows 11 Cloud download reset looks stuck, don’t force-restart the PC just because the screen is black. Microsoft warns that a black screen can last for a long period—occasionally upwards of 15 minutes—and manually restarting during a reset could make it fail. Keep the computer on reliable power, follow any on-screen status, and use the recovery path below if the reset returns an error or Windows will not start.
Before you retry a reset
Protect your data and make sure you can unlock recovery tools before making another change. Microsoft warns that some recovery options can cause data loss.

- Back up important files while Windows is accessible.
- Find your BitLocker recovery key if device encryption is enabled. Windows Recovery Environment (WinRE) may ask for it.
- Choose the reset effect deliberately. “Keep my files” preserves personal files but removes apps and settings. “Remove everything” removes personal files, apps, and settings. The optional clean-data setting is intended for a PC being sold, donated, or recycled; Microsoft says it does not meet government or industry data-erasure standards.
- Use reliable power. Microsoft specifically requires power and an internet connection throughout the separate Windows Update repair-reinstall process.
Microsoft recommends starting with the least disruptive suitable recovery option. Its Windows recovery options guide describes alternatives to resetting, depending on whether Windows starts and what caused the problem.

| Option | When it fits | Effect on files and apps | Important limitation |
|---|---|---|---|
| Fix problems using Windows Update | Windows starts and a repair reinstall is appropriate | Keeps files, apps, and settings | Requires a supported Windows 11 version/device, internet, and power throughout. Microsoft’s repair-reinstall guidance. |
| Cloud download reset | Local recovery files may be corrupted or missing, or you want a fresh Windows copy | Depends on choosing “Keep my files” or “Remove everything” | Downloads Windows; it is not guaranteed to resolve every reset error. Microsoft’s Reset your PC guidance. |
| Local reinstall reset | Internet is slow and the local reinstall files are usable | Depends on the reset choice | May not include the latest updates. Microsoft’s Reset your PC guidance. |
| WinRE repair tools | Windows will not boot or needs offline troubleshooting | Varies by tool | An encrypted device may require the BitLocker key. Microsoft’s WinRE guidance. |
| OEM recovery media | Device-specific drivers or factory configuration matter | Depends on the manufacturer’s recovery process | Availability varies; check the PC maker’s support site. Microsoft’s recovery options guide. |
| Windows installation media | Other recovery options fail or Windows will not start | A clean installation removes files, apps, and settings | Create it on another working PC and back up first if possible. Microsoft’s installation-media instructions. |
If the Cloud download reset appears stuck
Black screen or a pause without a clear error
A black screen during reset does not by itself prove that the process has failed. Microsoft says it can persist for a long period, occasionally upwards of 15 minutes, and does not provide a universal timeout for deciding that a reset is frozen. Keep the PC powered and avoid manually restarting it while the reset is in progress; Microsoft cautions that doing so could cause the reset to fail.

Reset this PC is stuck at a percentage
Use the on-screen state as your guide. The available Microsoft guidance does not define a percentage-based timeout or a safe point for forcing a shutdown. Don’t treat a particular number of minutes—or a fixed percentage—as proof that the reset is frozen.
Cloud download failed and an error appeared
If Windows or recovery remains accessible, note the exact error text or code and which reset option you selected (“Keep my files” or “Remove everything”). Microsoft’s general recovery guidance does not provide a complete error-code catalog for every Cloud download reset failure, so avoid retrying the same operation repeatedly without considering another recovery option.
If Windows still starts
Consider a less disruptive repair before starting another reset. On supported Windows 11 versions and devices, Fix problems using Windows Update reinstalls the current Windows version, repairs system files and components, and keeps files, apps, and settings. It requires an internet connection and power throughout, and may not be available on every Windows 11 installation.

Windows Recovery Environment (WinRE) may open automatically after repeated failed starts. You can also reach it by holding Shift while selecting Power > Restart in Windows, using a manufacturer-configured recovery button, or starting from a recovery drive or Windows installation media. If you start from installation media, select Repair my PC to enter WinRE; don’t choose a clean installation unless that is your intention.

In WinRE, choose the tool that fits the problem:
- Startup Repair for problems preventing Windows from starting.
- Uninstall Updates if startup trouble followed a recent update.
- System Restore if a suitable restore point is available.
- Reset this PC if a reset is still the right option.
Microsoft’s guides to WinRE and Windows recovery options describe these routes. Have the BitLocker recovery key available if the device is encrypted.
Quick Machine Recovery for some startup failures
For Windows 11 version 24H2 and later, Quick Machine Recovery may be available when repeated startup failures are caused by a known widespread issue. From the recovery environment, it checks for a Microsoft-provided remediation; it does not reset the PC. Microsoft says it is enabled by default on Home, while Pro and Enterprise may require an administrator to enable it. Availability depends on the device and configuration.

If built-in recovery does not work
Check the PC manufacturer’s support site for recovery media if its factory configuration or device-specific drivers are important. Otherwise, Microsoft’s installation-media instructions explain how to create media on another working PC and use it to reinstall Windows. A clean installation removes files, apps, and settings, so treat it as a last-stage option and back up what you can first.
A USB flash drive is used to create Windows installation media, but it is not required for the normal “Reset this PC” process. Microsoft’s cited instructions do not establish a particular drive capacity or brand.
