What the error means
Microsoft says account creation may be blocked when it detects unusual activity. Its support page does not identify the specific signal or threshold behind an individual block, so the message alone cannot tell you whether the cause was your device, browser, network, or something else. A different device or browser is a diagnostic check, not proof that your original device is defective.

Microsoft’s official guidance is to try the following checks. Change one thing at a time and retry the signup page after each change; this makes it easier to identify whether a particular browser condition is involved.
Try Microsoft’s official troubleshooting steps
- Use a different device. Open the Microsoft account signup page on another phone, tablet, or computer. Microsoft lists this as a troubleshooting step; success or failure does not by itself establish why the first device was blocked.
- Clear the browser cache. Clear cached browser data, then reopen the signup page and try again.
- Try another browser. If signup fails in one browser, test it in a different one.
- Use a normal browsing window. Do not use private or incognito browsing for this check.
- Enable JavaScript. Confirm JavaScript is allowed in the browser, then reload the signup page.
These are Microsoft’s published suggestions in its Account creation has been blocked support article. The page describes the error as a response to detected unusual activity; it does not explain the detection criteria or guarantee that any one step will resolve it.

If the official checks do not work
Some Microsoft Q&A Independent Advisors have suggested waiting 24–48 hours, trying another network or mobile data, or temporarily turning off a VPN or proxy. These are community suggestions, not steps prescribed in the official support article, and the sources do not establish that any of these conditions caused a particular block or that waiting will restore access.
Avoid repeated retries if they are not changing anything. Community replies have speculated about repeated signup attempts and network reputation, but those explanations are not confirmed for an individual account. Do not treat a specific wait period as a guaranteed reset or assume that a VPN, phone number, age, or particular browser is the cause.

If you still cannot create the account, use Microsoft Support or ask in the Microsoft Q&A community. The available guidance does not establish a guaranteed escalation path or recovery timeline. Do not pay for account-recovery tools or services on the expectation that they can override Microsoft’s block.
