What “no cipher overlap” actually means
During a TLS handshake, the client advertises protocol versions, cipher suites, signature algorithms, and supported elliptic-curve or finite-field groups. The server applies its own protocol policy, cipher policy, certificate and private-key capabilities, cryptographic-library limits, and virtual-host selection. If no combination survives both sides’ filters, the handshake ends before HTTP requests are exchanged.

Firefox commonly reports SSL_ERROR_NO_CYPHER_OVERLAP. Chromium-based browsers commonly show ERR_SSL_VERSION_OR_CIPHER_MISMATCH. Both labels can describe more than a bad cipher string. A certificate that is not usable by the client, a missing SNI match, an unsupported protocol version, or an incomplete certificate setup can produce a similar browser result. Treat the message as evidence of a failed TLS negotiation, not proof that one directive alone is wrong.
| Browser or server symptom | What it establishes | What it does not establish |
|---|---|---|
SSL_ERROR_NO_CYPHER_OVERLAP |
Firefox could not complete a compatible TLS handshake. | It does not prove that only the cipher list is at fault. |
ERR_SSL_VERSION_OR_CIPHER_MISMATCH |
The client and endpoint did not agree on a usable protocol or cipher combination. | It does not identify whether protocol, certificate, SNI, or key settings caused the failure. |
| Server log: “no shared cipher” | The server’s usable set was empty for that connection. | It does not mean every configured cipher was unusable; certificate and DH restrictions may have removed them. |
Start with the endpoint that is actually failing
Before editing configuration, establish where TLS terminates and which virtual host the client reaches. A browser may connect to a CDN, load balancer, reverse proxy, NGINX instance, or Apache process rather than the origin server you are inspecting.

- Use the public hostname. Test the exact name users enter, including its spelling and port. A direct-IP test can select a default virtual host and show a different certificate or TLS policy.
- Preserve SNI. The hostname sent in the TLS ClientHello lets a multi-site server choose the intended certificate and settings. Every diagnostic command should include the real name with
-servername. - Identify the TLS terminator. Check DNS, the load-balancer listener, CDN settings, and proxy configuration. Apply a change to the component that negotiates TLS, not merely to an origin that never sees the handshake.
- Record a failure time. Keep the UTC timestamp, hostname, source client or network, browser, and any server error. This lets you match the browser attempt to the correct log entry.
Read the server-side handshake log
Server logs provide details the browser omits. Capture the selected virtual host, client address, requested name where available, TLS version if negotiation progressed, and the precise OpenSSL or mod_ssl error. A message about an unknown certificate, an absent SNI match, an unsupported protocol, or a missing shared cipher leads to a different fix.
Do not infer a cipher problem solely from the browser wording. If the log shows that the server never selected a certificate, investigate SNI and certificate coverage first. If it reports an incompatible signature algorithm, changing the cipher expression may accomplish nothing. If it records a protocol-version alert, inspect protocol policy before cipher policy.
Separate protocol versions from cipher suites
Protocols and ciphers are separate controls. On NGINX, ssl_protocols enables protocol versions, while ssl_ciphers supplies an OpenSSL cipher expression. A server can have a sensible cipher expression and still fail because it permits no protocol the client supports, or it can enable a protocol while filtering out every usable cipher.
NGINX protocol check
NGINX’s modern documented example uses TLSv1.2 TLSv1.3. TLS 1.3 support requires the OpenSSL library linked to the running NGINX process to be version 1.1.1 or newer. Confirm the library actually used by the process rather than relying only on a separately installed command-line OpenSSL binary.
- Inspect all included NGINX files, including the active server block and snippets, for
ssl_protocols. - Check for a more specific virtual-host setting that overrides a global value.
- Verify that the operating system’s NGINX package and linked OpenSSL version support every protocol you intend to enable.
- Ensure the client population still supports at least one enabled protocol.
Apache protocol check
For Apache, inspect the effective protocol directives in the active SSL virtual host and identify the OpenSSL library linked to the running process. A global configuration can be overridden by a more specific virtual host, so review the configuration Apache actually loads rather than a single presumed file.
Do not re-enable SSLv3, TLS 1.0, or TLS 1.1 merely to accommodate an obsolete client. If a legacy device is business-critical, document the compatibility and security decision, isolate that service where possible, and avoid weakening the policy for unrelated hostnames.
Inspect the effective cipher set, not just the configuration text
NGINX’s ssl_ciphers uses syntax understood by the linked OpenSSL library. The string in a file is only an input; the effective list depends on the negotiated protocol, library build, security level, certificate algorithm, and available Diffie-Hellman parameters.
Account for TLS 1.2 and TLS 1.3 separately
TLS 1.2 and earlier use the traditional OpenSSL cipher-list syntax. TLS 1.3 uses a separate ciphersuite namespace and is not controlled in exactly the same way as older protocols. Test each protocol explicitly. A list that appears populated for TLS 1.2 does not prove that a TLS 1.3 client can negotiate, and a TLS 1.3 policy does not repair a TLS 1.2-only client.

Check what OpenSSL can actually offer
Use the OpenSSL build associated with the service where possible. The following listing asks OpenSSL for suites usable under a TLS 1.2 server context:
openssl ciphers -s -tls1_2
Compare that output with the server’s configured expression and security level. OpenSSL documentation notes that certificate configuration and DH parameters can remove suites from the usable set. Consequently, a static list copied from a generic guide can overstate what your endpoint can negotiate.

A cipher suite is not usable if the certificate and private key cannot perform the required authentication or signature operation. Confirm all of the following:
- The certificate’s public key algorithm is supported by the clients that must connect.
- The private key matches the certificate exactly.
- The certificate’s signature algorithm and the server’s signing capabilities are acceptable to the client population.
- Any required intermediate certificates are available to clients in the correct order.
- The selected certificate belongs to the requested hostname.
Apache’s mod_ssl FAQ identifies certificate and key choices such as DSA or DH that cannot communicate with RSA-only clients as a cause of “no shared cipher.” The lesson is broader than those specific algorithms: a configured cipher name does not override what the certificate’s key type can authenticate.
NGINX certificate and chain checks
NGINX requires the certificate and private key configured by ssl_certificate and ssl_certificate_key to be a matching pair. A mismatch normally prevents a successful configuration load or handshake. The certificate file should contain the server certificate followed by the intermediate certificates that form the complete chain; the private root certificate is generally not sent as part of that chain.
Check the active server block, not a similarly named staging file. If several certificates are configured for different names, verify which one SNI selects. A correct key pair on the wrong virtual host still produces a failed connection for users.
Apache certificate and key checks
Review the active SSL virtual host’s certificate, key, and chain directives and confirm that the process can read them. Verify the key pair with your normal certificate-inspection tools and inspect the loaded virtual-host map. If Apache starts with one certificate globally but a more specific host supplies another, the latter is the one that matters for the failing name.
Check SNI, hostname coverage, and intermediates
Use the real hostname in every test. Without SNI, a server hosting multiple names may return a default certificate whose key type or coverage does not match the requested site. Confirm that the certificate’s SAN entries cover the exact hostname, including whether a wildcard pattern actually matches that label.

If a CDN or edge proxy is involved, inspect the certificate active at the edge as well as the origin certificate. Cloudflare identifies certificate coverage, including Universal certificate status, as a check for these browser errors. An origin can be perfectly configured while the edge still serves an expired, incomplete, or non-covering certificate.
Chain order matters. Send the leaf certificate first, followed by the required intermediates in issuer order. Different clients carry different trust stores; omitting an intermediate can fail on one platform while appearing to work on another.

Run controlled OpenSSL probes
Probe one variable at a time and save the result. Ubuntu’s OpenSSL guidance uses explicit protocol and TLS 1.3 cipher tests for troubleshooting. Start with the hostname and SNI, then compare successful and failed attempts with the server log.
- Force TLS 1.2:
openssl s_client -connect example.com:443 -servername example.com -tls1_2 - Force TLS 1.3:
openssl s_client -connect example.com:443 -servername example.com -tls1_3 - List the effective TLS 1.2 candidates:
openssl ciphers -s -tls1_2 - Record the result. Note whether a certificate was returned, the negotiated protocol, the negotiated cipher, verification messages, and the final alert or connection error.
Adapt options to the installed OpenSSL version. Some builds expose additional TLS 1.3 selection options, while older builds may not. The important diagnostic principle is to force one protocol, retain SNI, and compare the outcome with the server-side timestamp.
Fix NGINX without broadening security unnecessarily
1. Inspect the active configuration
Find the server block that handles the failing name and trace its included files. Confirm the values of ssl_protocols, ssl_ciphers, ssl_certificate, and ssl_certificate_key. Check for duplicate directives and host-specific overrides.
2. Align protocols with the client fleet
Use TLS 1.2 and TLS 1.3 when the linked OpenSSL version supports both and your clients require them. If TLS 1.3 is unavailable because the process uses an older OpenSSL library, upgrade the supported software path or make a documented decision about the remaining protocol set; do not assume that adding a TLS 1.3 directive creates support.

Look for a hardening snippet, distribution update, or copied setting that replaced the intended cipher expression with an empty or incompatible set. Test the expression with the service’s OpenSSL library and account for the certificate key type and DH parameters. For TLS 1.3, inspect the separate TLS 1.3 policy rather than trying to solve it solely with a pre-TLS 1.3 cipher string.
4. Correct certificates and SNI
Install the complete chain in the documented order, pair the certificate with its private key, and ensure the intended server block is selected for the hostname. If a proxy terminates TLS, make the equivalent correction on the proxy instead of changing an origin that clients never contact directly.

5. Validate and reload
Run NGINX’s configuration test before reloading:

Only after a successful test should you reload the service using your platform’s normal service manager or NGINX reload command. Keep the previous working configuration available for immediate rollback.

1. Review the effective virtual host

What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
2. Revisit SSLCipherSuite
Apache’s FAQ places “no shared cipher” diagnosis around SSLCipherSuite, certificate and key algorithm compatibility, and cipher ordering where required. Remove an unintended override that leaves no suite compatible with the client and certificate. Do not copy a list designed for a different Apache or OpenSSL release without checking its effective output.
3. Match certificate algorithms to clients
If required clients are RSA-only, a DSA or DH certificate choice can prevent authentication even when the cipher expression appears broad. Replace the incompatible certificate/key arrangement or retire the incompatible client after a documented decision. Also correct chain order and hostname coverage.
4. Test syntax, reload, and observe
Run the Apache configuration test appropriate to your distribution, such as:
apachectl -t
Reload only after syntax validation succeeds. Watch the SSL error log during a fresh connection and confirm that the request reaches the expected virtual host.

When more than one repair is possible, compare the options against the same five criteria:
| Decision criterion | Question to answer | Preferred outcome |
|---|---|---|
| Client compatibility | Which real clients need access, and which protocol, signature, and key algorithms do they support? | Support the required fleet without adding obsolete capabilities for everyone. |
| Protocol and cipher security | Does the change retain current protocol versions and maintained suites? | Keep modern policy; avoid re-enabling SSLv3, TLS 1.0, or TLS 1.1 as a blanket fix. |
| Certificate and key support | Can the selected certificate authenticate with the suites and signature algorithms clients accept? | Use a certificate/key type compatible with the stated client population. |
| Operational blast radius | Will the reload affect one virtual host, one listener, or every site on the server? | Prefer the smallest scoped change and stage it where practical. |
| Verification | Can you reproduce the result with SNI-aware OpenSSL probes and matching logs? | Adopt only a change whose effect can be demonstrated and monitored. |
Common failure branches and their remedies
The direct IP works, but the hostname fails
The tests may be selecting different virtual hosts. Repeat both tests with the real hostname and SNI, then inspect DNS, the default host, and certificate coverage. Do not conclude that the cipher policy is correct from a direct-IP success.
Best Value
TLS 1.2 succeeds, but TLS 1.3 fails
Check whether the running service uses OpenSSL 1.1.1 or newer, whether TLS 1.3 is enabled for that virtual host, and whether a separate TLS 1.3 policy or security level blocks the client. Test with a current OpenSSL client and compare the server log.
TLS 1.3 succeeds, but an older client fails
The client may support only TLS 1.2 or may lack a compatible signature algorithm. Confirm the client’s capabilities before changing the server. If TLS 1.2 is required, retain a secure TLS 1.2 policy rather than enabling legacy protocols indiscriminately.
The cipher list looks broad, but the server still reports no shared cipher
Inspect the certificate key type, signature algorithms, DH parameters, OpenSSL security level, and protocol-specific effective list. Those constraints can remove suites that appear in a static configuration string.
The server reload fails after a certificate change
Run the configuration test and read its exact file and line number. A certificate/private-key mismatch, unreadable file, malformed chain, or wrong directive scope must be corrected before retrying the reload. Keep the last known-good certificate files available for rollback.
Only some browsers or operating systems fail
Different clients advertise different protocol versions, signature algorithms, trust anchors, and supported groups. Capture one failing and one successful handshake, compare their ClientHello capabilities where your tooling permits, and avoid weakening the endpoint for every client based on one obsolete platform.
Observe successful negotiations after the fix
A successful browser load is not enough to prove that every intended client works. Repeat the forced TLS 1.2 and TLS 1.3 probes, test the exact hostname with SNI, and exercise representative client versions. Record the negotiated protocol and cipher for each test.
NGINX exposes the variables $ssl_cipher and $ssl_ciphers for logging and observability. Add them to an appropriate access-log format if you need to see what was negotiated in production, while avoiding sensitive request data in shared logs. Apache’s SSL request and error logs provide equivalent operational evidence when enabled at a suitable level.
After deployment, watch for new handshake failures, certificate alerts, and client-specific patterns. A policy change that fixes one probe but creates a spike for a known customer or API client is not complete; either restore compatibility within the security boundary or document the client’s retirement and migration path.
Quick Recap
Security cautions
- Do not enable every cipher or protocol to make a browser error disappear.
- Do not treat a browser’s “version or cipher mismatch” wording as a diagnosis of cipher syntax alone.
- Do not test only by IP address; SNI and virtual-host selection are part of the connection.
- Do not assume that a cipher shown by
openssl ciphersis usable with the configured certificate and DH parameters. - Do not reload unvalidated configuration on a server hosting unrelated sites.
- Do not remove certificate intermediates because one local browser happens to build the chain without them.
Repair checklist
- Confirm the exact hostname, port, SNI name, and TLS termination point.
- Match the failure timestamp to the NGINX, Apache, proxy, or CDN handshake log.
- Inspect enabled protocol versions and the OpenSSL library used by the running process.
- List effective protocol-specific ciphers instead of trusting a static configuration string.
- Verify certificate hostname coverage, public-key algorithm, signature compatibility, chain order, and private-key pairing.
- Correct the smallest responsible setting.
- Run the service configuration test and reload only after it passes.
- Repeat SNI-aware TLS 1.2 and TLS 1.3 OpenSSL probes from representative clients.
- Confirm the negotiated protocol and cipher in logs and monitor for regressions.
