Fix it in layers: verify the running kernel, load or locate the TUN driver, restore /dev/net/tun, correct its permissions and host exposure, then check the OpenVPN device settings. A successful modprobe command alone does not prove that the OpenVPN process can open the device.

What the TUN error actually means
OpenVPN creates a virtual network interface rather than sending application traffic directly through a physical adapter. On Linux, the classic path depends on two related pieces:

modprobe loads and removes kernel modules while resolving their dependencies and applying module options. It does not create a missing device node, grant an unprivileged service access, or repair an incorrect OpenVPN configuration. Those are separate failure layers.
The traditional OpenVPN manual documents this baseline when the node is absent: create it with mknod /dev/net/tun c 10 200, then load the driver with modprobe tun. The major number 10 and minor number 200 belong to the documented TUN device. Creation and permission changes require host-level privileges and should follow the security policy for the machine.

Run this diagnostic sequence first
Do the checks on the Linux host that will actually run OpenVPN. If OpenVPN runs inside a container or virtual machine, the relevant host may be outside that guest.
- Identify the running kernel. Run
uname -r. The result determines which module tree and kernel packages are relevant. A module copied from another kernel build is not a safe substitute. - See whether TUN is already loaded. Run
lsmod | grep '^tunb'. A matching line indicates that a loadable module is present in the running kernel. No line does not necessarily mean TUN is unavailable; it can be built into the kernel, or the command may simply have no matching output yet. - Attempt to load the module. Run
sudo modprobe tun. A clean return means thatmodprobecompleted without reporting an error. It does not confirm that/dev/net/tunexists or that the OpenVPN account can open it. - Inspect module metadata. Run
modinfo tun. This can show the module filename, description, license and options when a loadable module is installed. If it reports that the module is absent, investigate the module package for the running kernel and whether the kernel has TUN built in. - Check the device node. Run
ls -l /dev/net/tun. The expected path must exist before a conventional OpenVPN process can open it. - Retry OpenVPN with the intended device type. Confirm that the profile uses
dev tunordev tap, as appropriate, and that any explicit--dev-typeor--dev-nodesetting points to the intended interface. - Read both application and kernel logs if it still fails. OpenVPN’s service or client log often identifies the operation that failed. The kernel log can reveal denied device access, a restricted virtual machine, or a security-policy decision.
- Investigate traffic only after the interface opens. If the tunnel connects but packets do not pass, move on to routes and firewall rules and capture traffic with
tcpdumpor Wireshark.
Interpret the exact error message
| Error | Likely layer | Next action |
|---|---|---|
modprobe: FATAL: Module tun not found |
The running kernel’s module tree has no loadable TUN module, or TUN is built into the kernel. | Use modinfo tun, check the installed kernel-module package for uname -r, and inspect the kernel configuration. Do not copy a module from a different build. |
modprobe: ERROR: could not insert 'tun' |
The kernel rejected the insertion, or the operation is restricted by the host or security policy. | Read the complete kernel error, then check host policy and whether the command is being run inside a restricted container or virtual machine. |
Cannot open TUN/TAP dev /dev/net/tun: No such file or directory |
The device node is missing, or the host has not exposed it to the environment where OpenVPN runs. | Restore /dev/net/tun on the host, or ask the host administrator to expose TUN to the guest or container. |
Cannot open TUN/TAP dev /dev/net/tun: Permission denied or Operation not permitted |
The node exists, but the OpenVPN process lacks permission, a required privilege, or an allowed device operation. | Check ownership and mode, the service account, SELinux or AppArmor decisions, and container or VM device permissions. |
Options error: --server directive only makes sense with --dev tun or --dev tap |
The profile’s device configuration is incompatible with its server directives. | Correct the profile’s dev and, when used, dev-type values before changing the kernel. |
When the TUN module is missing or built in
Check the module that belongs to this kernel
Kernel modules are tied to the kernel build that loads them. Start with uname -r, then verify that the distribution’s kernel-module packages for that exact release are installed. Package names and service tooling differ among distributions, so use the package manager and kernel package documentation for the host rather than applying a command from another distribution.
modinfo tun is useful when TUN is delivered as a separate module. If the kernel was built with TUN support directly inside it, there may be no separate tun.ko file to load and modprobe tun may not be necessary. In that case, the decisive test is whether the kernel can provide /dev/net/tun and whether the OpenVPN process is allowed to open it.
Do not install a module from another kernel
A module built for a different release, configuration or architecture can fail to load and can destabilize the system. Repair the matching kernel-module installation or boot a kernel whose complete module set is installed. If you do not administer the host, give the administrator the output of uname -r, modinfo tun and the full modprobe error.

Distinguish a module problem from a node problem
It is possible for the driver to be available while /dev/net/tun is absent. Conversely, a path can exist while the kernel or host policy prevents a usable TUN device. Test the module and the node independently instead of treating a successful command in one layer as proof that every layer is working.
Restore a missing /dev/net/tun device
If ls -l /dev/net/tun reports that the path does not exist, and the host policy permits manual creation, use the documented device numbers:
sudo mkdir -p /dev/net
sudo mknod /dev/net/tun c 10 200
sudo chmod 0666 /dev/net/tun
Then run ls -l /dev/net/tun again and retry OpenVPN. The 0666 mode allows all local users to open the character device; that may be inappropriate on a multi-user system. Choose ownership and mode according to the distribution’s device-management rules and the account that runs OpenVPN. A narrowly privileged service is safer than granting every local user access when the environment permits a more restrictive mode.
Manual creation may not survive a reboot, a device-manager reload or a recreation of a container. There is no single distribution-independent persistence command. Prefer the host’s normal device-management mechanism, image configuration or administrator-managed setup for long-lived systems. If the node disappears repeatedly, fix that lifecycle issue rather than recreating it blindly every time OpenVPN starts.

Fix permission and security-policy failures
Check the account that starts OpenVPN
A shell test run with sudo can succeed while a system service running as a dedicated, unprivileged account still receives Permission denied. Inspect the node’s owner and mode with ls -l /dev/net/tun, identify the service account, and compare the account’s access with the local policy. Test using the same service context where practical, not only from an administrator shell.
Check SELinux, AppArmor and host controls
Mandatory access-control systems can deny a perfectly valid Unix permission check. Review the security audit or denial log for the time of the OpenVPN attempt. Adjust policy only through the distribution’s documented administration process; disabling SELinux or AppArmor globally is not a reliable fix.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Check containers and virtual machines
In a container, /dev/net/tun can be missing because the runtime did not pass the device through, or because the container lacks the capability needed to configure a network interface. In a virtual machine, the guest may have no usable TUN support even when the physical host does. Container flags, capability names and security profiles vary by runtime, so the host administrator must expose TUN and permit the required operation. Creating a node inside an isolated guest cannot manufacture support that the host has withheld.
When escalating a container or VM problem, provide the host operator with the guest’s uname -r, the result of ls -l /dev/net/tun, the complete OpenVPN error and the relevant host or kernel log entry. Those details identify whether the block is device exposure, privilege, or the kernel itself.

Correct the OpenVPN device configuration
Linux OpenVPN can select the interface explicitly. The profile or command line may use --dev, --dev-type and --dev-node. The common choices are:
| Setting | Purpose | Typical use |
|---|---|---|
dev tun |
Selects a layer-3 routed TUN interface. | Most routed VPN profiles and profiles containing server-style routing directives. |
dev tap |
Selects a layer-2 TAP interface. | Configurations that require an Ethernet-like virtual interface. |
--dev-type |
States the device type explicitly when the name alone is not sufficient. | Use only when it matches the selected interface and profile. |
--dev-node |
Points OpenVPN at a particular device path. | Use when the host deliberately provides a non-default node; do not point it at a nonexistent path. |
If the profile says dev null, names an unavailable custom node, or combines server directives with a non-TUN/TAP device, changing kernel modules will not fix it. Correct the profile first. The message about --server requiring --dev tun or --dev tap is a configuration error, not evidence that certificates or the TUN driver are broken.

Use logs to locate the failing layer
Capture the complete error rather than only the final line. OpenVPN logs can show whether failure occurred while opening the node, allocating an interface, applying options or bringing the interface up. Kernel logs can show a denied operation or a host restriction that OpenVPN can only report as a generic permission error.
- Record the exact command or service start, the profile’s
devsettings and the account used to run it. - Review the OpenVPN client or service log at the same timestamp as the failure.
- Review the kernel log for TUN, device, capability, namespace or security-policy messages.
- After changing one layer, repeat the test and record whether the error changed. A new error often means the previous layer is now working.
A successful interface allocation should produce a visible virtual interface in the host’s network configuration. If allocation succeeds but the tunnel carries no traffic, stop changing modprobe settings and inspect routes, firewall rules and packet captures.

When the tunnel opens but traffic does not pass
TUN troubleshooting ends when OpenVPN can create and use the virtual interface. A connected tunnel with no usable traffic is a later-stage networking problem. Check the pushed or local routes, forwarding policy, firewall rules on both ends and any network namespace boundaries. The OpenVPN FAQ recommends using tcpdump or Wireshark to observe whether packets enter the tunnel, leave the physical interface and return. Capture only after the device opens; packet capture cannot repair a missing node or a denied open operation.
Temporary fixes versus durable fixes
| Fix | Privilege needed | What it solves | Persistence and caution |
|---|---|---|---|
sudo modprobe tun |
Administrator or equivalent module-loading privilege | Loads an available TUN module for the running kernel. | Usually applies to the current boot; it does not create the node or grant OpenVPN access. |
| Install the matching kernel-module package | Host administrator | Restores a missing module tree for the running kernel. | Distribution-specific; restart or boot requirements depend on the kernel package. |
mknod /dev/net/tun c 10 200 |
Host administrator | Creates the documented character-device node. | Manual nodes can disappear after reboot or container recreation; use the host’s managed device setup for permanence. |
| Adjust node ownership or mode | Host administrator | Allows the OpenVPN service account to open an existing node. | Follow least privilege; a world-writable node may be unacceptable on shared hosts. |
| Expose TUN to a container or VM | Host or runtime administrator | Makes the host’s TUN facility available in the guest environment. | Runtime flags and security policy vary; a guest cannot solve a host-level denial itself. |
Correct dev, dev-type or dev-node |
Profile administrator; root may be needed to edit a protected service configuration | Aligns OpenVPN with the interface the host provides. | Persistent because it changes the profile, but it must match the server and client design. |
OpenVPN 3 and the optional DCO path
Some OpenVPN 3 deployments can use the optional ovpn-dco kernel module for data-channel offload. That option does not remove the need to understand the classic TUN/TAP path when the reported failure is modprobe tun or a missing /dev/net/tun. First establish that the expected virtual-device support and permissions are available for the client and host. Treat DCO as an additional, version- and deployment-specific capability rather than a universal replacement for TUN/TAP troubleshooting.

A concise recovery checklist
- Run
uname -ron the host that runs OpenVPN. - Check
lsmod | grep '^tunb'and trysudo modprobe tun. - Run
modinfo tun; repair the module package for the running kernel if needed, or determine whether TUN is built in. - Check
ls -l /dev/net/tun. - If permitted, create the node with
sudo mkdir -p /dev/netandsudo mknod /dev/net/tun c 10 200, then select a policy-appropriate mode instead of assuming0666is acceptable. - Verify the OpenVPN profile’s
dev tunordev tap, plus any--dev-typeand--dev-nodevalues. - Check service privileges, SELinux or AppArmor decisions, and container or VM exposure when the node exists but cannot be opened.
- Read OpenVPN and kernel logs, then investigate firewall, routing and packet capture only after the virtual interface is usable.
The key distinction is where the failure occurs. A missing module is a kernel-package or kernel-configuration issue; a missing node is a device-management or host-exposure issue; permission errors belong to service identity and security policy; and a profile mismatch belongs to OpenVPN configuration. Separating those layers prevents certificate troubleshooting or firewall changes from masking a simple TUN-device problem.
