Loading the module, turning the rewrite engine on, and allowing .htaccess overrides are separate tasks.

Fix it in this order: identify the Apache installation serving the request, verify or load mod_rewrite, add RewriteEngine On in the correct server or virtual-host context, permit rewrite directives for the matching directory when using .htaccess, validate the configuration, reload Apache, and test the exact URL that should match.

What the error actually means
Apache parses directives according to the modules loaded by the running server. RewriteEngine, RewriteRule, and RewriteCond are supplied by mod_rewrite. If that module is absent from the active process, a configuration test stops at the first rewrite directive and reports an invalid command. The same message can appear when you enabled the module in one Apache installation but the request is handled by another installation, container, or service.
A different failure occurs when the module is loaded but a rule is placed in an unsupported context. Rewrite directives can be used in server configuration, a virtual host, a directory section, or an .htaccess file, subject to the directory’s override policy. A module can therefore be present while an .htaccess rule is ignored or rejected.

Step 1: confirm which Apache instance is running
Do not enable a module in an arbitrary installation. A machine may contain Apache binaries from a distribution package, a manually compiled copy, a control-panel stack, or a container. Use the service name and control utility that belong to the instance serving the request.
- Check the service status. Debian-family systems commonly use
systemctl status apache2; systems using thehttpdservice commonly usesystemctl status httpd. - Ask the matching control utility to list loaded modules:
apache2ctl -Morapachectl -M. On installations using the other service name, use the correspondinghttpdcontrol command. - Look for a rewrite module entry, usually displayed with a name such as
rewrite_module (shared). If it is absent, the process that will reload your site is not loadingmod_rewrite. - Run the configuration test with the same installation, for example
apachectl configtestorapache2ctl configtest. A successful test from a different binary does not prove that the serving process is configured correctly.
In a container or managed panel, execute these checks inside the container or environment that owns the listener. Testing the host while the request terminates in a container produces a misleading result.

Debian and Ubuntu
On Debian-family systems, enable the packaged module with:
sudo a2enmod rewriteThe helper enables the distribution’s module configuration. Reload the same Apache service after completing the rest of the configuration:
sudo systemctl reload apache2If the command says the module is already enabled, still verify it with apache2ctl -M. “Enabled” in the configuration tree and “loaded by the running process” are not interchangeable until Apache has successfully reloaded.
Other distributions and manual installations
Ensure the active configuration contains the platform-appropriate LoadModule rewrite_module entry. The module filename and directory differ by package and build, so use the path supplied by that installation rather than copying a path from another operating system. Add the entry to the configuration actually read by the serving process, then run its configuration test.
If the module cannot be found, install the matching Apache module package or rebuild Apache with rewrite support according to the distribution’s packaging method. Do not copy a binary module compiled for a different Apache version or architecture.

Step 3: turn the rewrite engine on in the owner context
Loading the module only makes the directives available. Apache still requires RewriteEngine On in the server, virtual-host, directory, or .htaccess context that owns the rules.
Server or virtual-host configuration
RewriteEngine On
RewriteRule ^old$ /new [R=301,L]This example sends a request whose path matches old to /new with a permanent redirect. Put it inside the virtual host that serves the domain, or in the global server configuration when that is intentional.
.htaccess configuration
RewriteEngine On
RewriteRule ^old$ new [L]An .htaccess file is processed relative to its directory. The directory prefix has already been removed from the pattern, and patterns commonly do not begin with a slash. A relative substitution such as new stays within that directory; an absolute-path substitution such as /new targets a URL path from the site root. Choose the form deliberately.

Rewrite settings are not automatically inherited by every virtual host. If several virtual hosts need rules, place the directives in each applicable virtual-host configuration or use a carefully designed shared include. Enabling the engine in one host does not activate it in another.
Step 4: permit rewrite directives in .htaccess
When rules live in .htaccess, Apache consults the <Directory> block that matches the file’s real filesystem directory. That block controls which directives may override the main configuration.
For rewrite directives, a narrow policy commonly uses:
<Directory /path/to/document-root>
AllowOverride FileInfo
</Directory>Replace the directory path with the real document root and use the smallest override class that supports the application. A policy of AllowOverride None prevents rewrite directives in .htaccess from operating. Broadly enabling every override class may make unrelated settings easier to change and increases the amount of configuration Apache must process, so do not use a wider policy merely because it is convenient.

The block must match the directory containing the file, not a different virtual host or a parent directory that is never selected. After changing it, validate and reload Apache before judging the rule.
Step 5: verify file location, permissions, and virtual-host selection
Confirm the file is in the served tree
Place .htaccess beneath the document root of the virtual host handling the request. A file in a project directory, staging tree, or another account’s document root has no effect if the request is served elsewhere. Check the virtual host’s DocumentRoot, then inspect the path on disk.
Check readability
The Apache worker must be able to traverse the parent directories and read the file. Correct ownership and permissions according to the operating system’s service account. Avoid making the file world-writable merely to solve a read error; that creates a configuration-integrity risk.
Check which virtual host answered
When several hosts share an address, the request may select a different virtual host because of its hostname, port, TLS configuration, or default-host order. Verify the hostname used in the test request and inspect the configuration for that exact listener. A rule can be perfectly valid and still appear broken when another host answers.

Step 6: validate first, then reload
Always test syntax before asking Apache to reload:
apachectl configtestUse apache2ctl configtest or the equivalent control command when that is the executable provided by your installation. Do not proceed after a syntax error; Apache may retain the previous configuration, refuse to reload, or leave a service restart unavailable.
- Fix every error reported by the test, starting with the first one because later messages may be consequences.
- Reload the service gracefully so existing connections can finish, using the service command appropriate to the installation.
- Request one URL that should match the rule and record the status code,
Locationheader, and final response. - Test a URL that should not match as a control. This distinguishes a rule that is inactive from one that is overbroad.
A permanent redirect can be cached by browsers and intermediaries. During development, use a temporary redirect or test with a client that does not reuse cached redirect state; change to a permanent status only after the target and conditions are correct.
Why a valid rule can still appear to do nothing
The engine is still off
A loaded module does not imply an active engine. Check for RewriteEngine On in the same context as the rules. A setting in a parent configuration may not be inherited by the virtual host you are testing.

The pattern belongs to the wrong context
Server and virtual-host rules see the URL path used by Apache’s server-level rewrite processing. Per-directory rules see a path with the directory prefix removed and commonly without a leading slash. Copying a server-context pattern directly into .htaccess can therefore prevent a match.

The request bypasses the file
Static files, aliases, proxy mappings, application front controllers, and another virtual host may handle the request before the expected .htaccess is considered. Confirm the request’s route and the directory hierarchy rather than assuming every URL enters the same file.
A condition is false
RewriteCond lines are evaluated before the associated rule. A host, scheme, query-string, header, or filesystem test that does not match prevents the rule from running. Inspect conditions one at a time, especially when a TLS terminator or reverse proxy changes the headers visible to Apache.
Handling HTTP 500 errors after adding .htaccess
Read the Apache error log immediately after reproducing the failure. Common messages identify a directive that the current override policy disallows, a malformed regular expression or flag, or a symbolic-link requirement that the deployment does not permit. Some deployments require FollowSymLinks or an equivalent policy for per-directory rewriting; if the log names that requirement, adjust the matching directory policy only when it is acceptable for your security model.
Correct the named problem, run configtest, reload, and retry. Do not suppress the error by granting every possible override or option. The log’s first message is more useful than the browser’s generic 500 page.
Diagnosing redirect loops and wrong destinations
Draw the request flow before changing flags: incoming scheme and host, conditions, substitution, external redirect if any, and the URL of the next request. A rule that redirects /new to itself, or a pair of rules that alternately add and remove a slash, will loop.
Behind a proxy or TLS terminator, Apache may see an HTTP connection even when the visitor used HTTPS. A condition that tests the wrong scheme can redirect every request repeatedly. Verify which forwarding headers your proxy sets and which headers Apache trusts; do not accept arbitrary client-supplied headers as proof of the original scheme.
Use a temporary redirect while testing. Once the flow is correct, add the permanent status and clear or account for cached redirects in the client.
Use trace logging briefly, not permanently
Rewrite trace logging shows how Apache evaluates conditions, patterns, substitutions, and rule flags. Temporarily raise the rewrite log level in the applicable server configuration, reproduce one failing request, and inspect the error log. A setting such as LogLevel alert rewrite:trace3 is useful on Apache versions that support rewrite trace levels; choose a level appropriate to the installed version.

Choose a simpler directive when rewriting is unnecessary

Simpler directives reduce the number of conditions that can be misread and make later troubleshooting easier. Use rewrite rules when their conditional or transformational behavior is actually required, not merely because they are available.
Security and maintenance rules
- Treat rewrite expressions as executable routing policy. Constrain user-controlled path, host, and query-string input with precise patterns and conditions.
- Avoid unconstrained substitutions that turn request data into filesystem paths. An overly broad rule can expose files, route requests outside the intended tree, or create unexpected proxy behavior.
- Keep production trace logging disabled and protect ordinary error logs because they may contain URLs, parameters, and headers.
- Prefer configuration in the virtual host or server configuration when you control it. Use
.htaccesswhen delegated per-directory administration is required, accepting its override and per-request processing costs. - Document which virtual hosts depend on rewrite rules and test both matching and non-matching URLs after every configuration change.
- Do not use a permanent redirect until the destination has been verified; clients and intermediaries can retain it after the server-side rule changes.
A complete verification pass
Before declaring the error fixed, confirm all of the following for the same Apache instance:
- The module list contains
mod_rewrite. - The configuration test completes successfully.
RewriteEngine Onappears in every virtual host or directory context that needs it.- The matching
<Directory>block permits the required.htaccessoverride class, if applicable. - The file is beneath the selected document root, readable by Apache, and not shadowed by another host, alias, proxy, or container.
- The rule’s pattern matches the syntax of its context, with the correct directory prefix and slash behavior.
- A controlled request produces the intended status, headers, and content, while a non-matching control request remains unchanged.
- Any temporary trace logging has been removed or returned to the normal level.
The durable fix is not a single command: it is alignment between the running Apache instance, the loaded module, the context that owns the rule, the override policy, and the URL path Apache actually processes. Checking those five points in order resolves both the immediate “Invalid command” failure and the common case where rewriting is enabled but silently bypassed.
