How to Fix the “All Cameras Are Reserved” Error in Windows 11

The Windows 11 message “Close other apps. It looks like another app is using the Camera already” often appears with 0xA00F4288<AllCamerasAreReserved>. It does not prove that a visible application is using your webcam. A stuck process, disabled permission, driver failure, virtual camera, security tool, privacy switch, or damaged Camera app can produce the same access failure. Follow the checks below from safest to most disruptive.

Start with this five-minute checklist

  1. Restart Windows completely; do not just sleep, lock, or sign out.
  2. Close Teams, Zoom, Skype, Discord, browsers, recording software, and webcam utilities. In Task Manager (Ctrl+Shift+Esc), end clearly related tasks.
  3. Open the laptop shutter, enable its camera key or switch, and reconnect an external webcam directly to a different USB port.
  4. Go to Settings > Privacy & security > Camera and enable the required permissions.
  5. Run the Camera troubleshooter in the Get Help app, then test the Windows Camera app.

What “All Cameras Are Reserved” means

Windows cannot give the requesting application a usable camera stream. “Reserved” can describe a genuinely open camera session, a process that failed to release it, a virtual-camera layer, a driver in a stuck state, or a permissions or security block. Windows may show activity for some apps in Settings, but it will not necessarily identify every service, browser tab, driver, or virtual camera involved.

0xA00F4288 is commonly associated with this wording, but use the exact code shown on your own screen; not every “reserved” message has the same cause.

First determine whether the failure is system-wide

Open the Windows Camera app, then test the affected meeting app and, if practical, a browser meeting or another webcam. Your result points to the next step:

What you observe Most likely direction
Camera works in Camera but not Teams, Zoom, or a browser Target-app selection, permissions, or an app conflict
Camera fails everywhere but appears in Device Manager Permissions, driver, security software, virtual camera, or app data
Camera is absent from Device Manager USB connection, hardware switch, firmware, missing driver, or hardware
External camera works but the built-in one fails Shutter, hotkey, OEM driver, firmware, or laptop camera hardware
It works after reboot but fails later Background process, virtual-camera software, sleep/wake, or driver-release problem

Check physical controls and connections

  • Open the privacy shutter and turn on any keyboard camera key, Fn+camera combination, or side switch.
  • Check the manufacturer’s control application and firmware settings for a disabled camera.
  • Connect an external webcam directly to the computer rather than through a hub or dock; try another USB port and cable.

Enable Windows 11 camera permissions

  1. Open Settings > Privacy & security > Camera.
  2. Turn on Camera access.
  3. Turn on Let apps access your camera.
  4. For Teams, Zoom, browsers, and other traditional programs, turn on Let desktop apps access your camera.
  5. For a Microsoft Store app, enable its individual entry if it is listed.

Store apps can have individual switches; traditional desktop applications generally use the broader desktop-app control. Microphone permission is separate and does not grant camera access. See Microsoft’s camera permission guide and Windows camera privacy information. If a control is greyed out, administrator or organization policy may be enforcing it.

Run Microsoft’s camera troubleshooter

  1. Open Get Help.
  2. Search for Camera troubleshooter and start it.
  3. Follow its tests and apply recommended fixes.
  4. Restart Windows and test Camera again.

Some builds also show Settings > System > Troubleshoot > Other troubleshooters > Camera > Run; labels and availability vary by build.

Repair the Camera app when only it fails

  1. Open Settings > Apps > Installed apps.
  2. Find Camera, select its three-dot menu, and choose Advanced options.
  3. Select Repair, then test the app.
  4. If it still fails, return to the page and select Reset. Reset can remove the app’s stored settings.

You can also open Microsoft Store, choose Library > Get updates, install any Camera update, and retest. The exact labels can vary by Windows build. See this repair/reset path and additional Windows 11 coverage.

Update, roll back, or reinstall the camera driver

Update or enable it

  1. Right-click Start (or press Win+X) and open Device Manager.
  2. Inspect Cameras, Imaging devices, and Sound, video and game controllers.
  3. Right-click the camera. If the menu says Enable device, select it; Disable device means it is already enabled.
  4. Choose Update driver > Search automatically for drivers, restart, and test.

Roll back after an update

Open the camera’s Properties > Driver tab and choose Roll Back Driver if available. Windows cannot offer rollback when no previous driver is stored.

Uninstall and redetect

  1. In Device Manager, right-click the camera and select Uninstall device.
  2. Accept driver-package removal only if offered and appropriate.
  3. Use Action > Scan for hardware changes, restart, and test.

On some laptops, replacing an OEM driver with Windows’ basic UVC driver restores video but can remove Windows Hello, effects, or other manufacturer features. Microsoft’s full driver guidance is at Camera doesn’t work in Windows. For unresolved cases, download camera, chipset, USB, and firmware packages from the exact PC or webcam manufacturer. Avoid generic “driver booster” utilities.

Isolate virtual cameras and security software

Virtual-camera conflicts

Exit or disable OBS Virtual Camera, NVIDIA Broadcast, Logitech Capture, Snap Camera remnants, DroidCam, phone-as-webcam tools, filters, and background-removal utilities. Also close browsers and meeting apps. Unplug external cameras, restart, test the physical camera in Camera, then re-enable virtual tools one at a time. Antivirus and endpoint protection

Look for Webcam protection, Camera privacy, application-control, browser-protection, or device-access settings. If your security product permits it, temporarily pause the relevant protection only long enough to test, then immediately re-enable it and create an approved exception instead. Do not permanently disable Microsoft Defender, the firewall, or enterprise controls.

When organization policy is the cause

On work or school PCs, Group Policy, mobile-device management, or endpoint security can disable camera access or make permission controls unavailable. A greyed-out switch is not safely bypassed by registry edits; contact the administrator.

Know when to investigate hardware

  • The camera remains absent from Device Manager after a hardware scan.
  • An external webcam fails on multiple ports and on another computer.
  • The built-in camera fails in every app after permission and driver recovery.
  • The camera is disabled by firmware or a physical switch, shows a warning code, or disconnects when the display hinge moves.

Distinguish this from 0xA00F4244<NoCamerasAreAttached>, which primarily indicates detection or driver trouble; see Microsoft’s no-camera article. Do not buy a replacement webcam until software, permissions, USB, and Device Manager tests point to hardware.

If the error still returns

  • Camera works only in Camera: choose the correct camera in the target app and check its desktop-app permission.
  • Camera works nowhere but is listed: revisit permissions, driver rollback/reinstall, virtual cameras, and security controls.
  • Camera is missing: focus on USB, firmware, OEM drivers, switches, and hardware.
  • Reboot temporarily fixes it: identify software that relaunches after startup or fails after sleep; update or remove that utility.
  • Only one Windows account is affected: suspect per-user permissions or app data rather than the camera itself.
