First make sure you’re changing the Apple Account’s Country/Region—not your iPhone’s device region—then clear the account requirement that applies and try again.
Make sure you’re changing the App Store country
Three settings with similar names do different jobs:

- Device region: Settings → General → Language & Region controls regional formats such as date, time, and language preferences. It does not change the App Store storefront.
- Apple Account country or region: this determines the storefront used for App Store and media purchases.
- Payment details: Settings → [your name] → Payment & Shipping manages payment methods and billing information; updating it alone does not change the storefront.
Also check which Apple Account is signed in under Media & Purchases. It can differ from the account used for iCloud. If you are checking subscriptions, Family Sharing, or purchases, make sure you are looking at the account relevant to the blocked change.
Change the country or region
Apple’s current instructions cover iPhone, iPad, Apple Vision Pro, Mac, Windows, and the web. A payment method and billing address for the new country may be required. The accepted methods vary by country; check Apple’s list for your destination rather than assuming a card issued elsewhere will work. See Apple’s country or region change instructions.

iPhone, iPad, or Apple Vision Pro
- Open Settings and tap your name.
- Tap Media & Purchases, then View Account. Sign in if prompted.
- Tap Country/Region, select the new country, then tap Change Country or Region.
- Review the terms. Tap Agree in the upper-right corner, then tap Agree again.
- Select a payment method if requested, enter the new payment details and billing address, and tap Next.
Mac
- Open the Apple Music or Apple TV app.
- In the menu bar, choose Account → Account Settings, then sign in if prompted.
- On Account Information, click Change Country or Region and select the new country.
- Accept the terms, enter the new payment information and billing address, and click Continue.
Windows PC
- Open Apple Music or Apple TV.
- Click the account name at the bottom of the sidebar, choose View My Account, and sign in if prompted.
- On Account Information, click Change Country or Region and select the new country.
- Accept the terms, enter the new payment information and billing address, and click Continue.
Web
- Sign in at account.apple.com.
- Open Personal Information, select Country/Region, and follow the onscreen instructions.
- Enter a valid payment method if Apple requires one.
Clear the blockers before retrying
Work through these checks using the Apple Account tied to Media & Purchases. Apple does not publish a complete diagnosis for every error message, so a particular message may not identify the only issue.
Spend remaining Apple Account balance
Apple generally requires you to use the remaining balance or store credit before changing countries. Check the balance and spend it on something you actually want, if possible. Do not buy unwanted apps or start a subscription just to use up a few cents. If the balance is less than the price of a single item, Apple advises contacting Apple Support.
Cancel blocking subscriptions—and wait for them to end
Go to Settings → [your name] → Subscriptions. Apple says subscriptions that block the change must be cancelled, and you may need to wait until the current paid period ends. Cancelling stops renewal; it does not necessarily end access immediately.

Review Apple-billed services such as iCloud+, Apple Music, Apple TV+ or Apple TV Channels, Apple Arcade, Apple One, Apple Fitness+, Apple News+, and app subscriptions. Apple’s wording is limited to subscriptions that block a change; checking all active Apple-billed subscriptions is a practical way to find the one holding it up. If a subscription does not appear, check whether it belongs to another Apple Account.

Apple says you may need to wait for memberships, pre-orders, movie rentals, Season Passes, or store-credit refunds to finish. Cancel a pre-order if appropriate; a rental or other time-limited transaction may require waiting. To review purchases, open the App Store, tap your profile picture, and choose Purchase History, or use reportaproblem.apple.com. Apple’s purchase-history guide explains how to find them.
Check Family Sharing before leaving
Membership in a Family Sharing group can prevent a country change. Check Settings → Family. You may need to leave the group; an organizer may need to manage the group before a change can be made. Before doing so, consider that you can lose access to shared subscriptions and eligible shared purchases. Sharing is not universal for every app, subscription, or in-app purchase. If Family Sharing content is missing or the group does not appear as expected, verify that the Family Sharing and Media & Purchases accounts match. Apple describes that check here.
Resolve unpaid charges separately from positive credit
A remaining positive balance and an unpaid charge are different problems. Check Settings → [your name] → Payment & Shipping for billing alerts or a declined payment, and review Purchase History for an outstanding charge. Update or replace the payment method and resolve what is owed before retrying. Apple’s terms say users remain responsible for uncollected amounts on paid subscriptions and may be charged after updating payment information; see its Media Services terms.

When Apple asks for payment information, enter a method and billing address accepted for the new storefront. A card may work elsewhere but be rejected because of its issuing country, billing address, card type, or local payment rules. A gift card or existing balance is not a guaranteed substitute for a requested payment method. Apple’s country-change instructions and destination-specific payment guidance are safer than assuming any particular card will be accepted.

Confirm the account and retry once
If the option is missing or greyed out, confirm you are signed into the intended account under Media & Purchases, then check balance, subscriptions, pending items, Family Sharing, and billing issues. If the country is selectable but the change fails after you accept the terms, payment validation, an unresolved charge, a pending transaction, or another account-state restriction may be responsible. Record the exact error and contact Apple Support if the checks do not identify it; repeated account changes are unlikely to resolve an unexplained hold.

The Apple Account’s country determines which App Store storefront you can purchase from. App availability can differ by country, as Apple’s availability documentation illustrates. Before switching, redownload important apps and media while they are still available in the old storefront; Apple specifically recommends this because some content may not be available to download again after the change.
- Apps already on a device: changing storefront does not mean every installed app is automatically deleted, but availability, updates, and regional services may differ.
- Purchases and redownloads: previously purchased content may not be offered for redownload in the new storefront.
- Subscriptions and in-app purchases: availability, billing, and sharing can vary by country and product; do not assume an existing subscription transfers unchanged.
- Family purchases: sharing depends on eligibility, and purchases remain associated with the account that acquired them.
Changing back later is not a simple toggle: the same balance, subscription, pending-transaction, Family Sharing, and payment requirements can apply again.

Choose between migrating and using a second account
If you have permanently moved and want local billing and purchases as your normal setup, changing the existing account is generally the cleaner long-term option once its blockers are cleared. It keeps future purchases on one account, but can affect content redownloads and shared access.
For temporary travel or one regional app, first check whether the app has an official website or another official way to use the service. If not, a separate Apple Account for Media & Purchases may be less disruptive than migrating the main account. Apple says someone who does not want to enter a payment method can wait until physically in the new country or region and create a new account. Purchases are not merged: they remain tied to the account that bought them. Keeping a primary iCloud account signed in while using another account for Media & Purchases is possible in some setups, but switching accounts can complicate prompts and access across services.
Do not use a fake billing address, another person’s payment method without permission, or unofficial region-specific gift-card sellers to get around the requirements. A VPN can change apparent network location, but it does not change the Apple Account’s country, clear subscriptions or balance, or make a payment method eligible. Avoid anyone claiming to be Apple Support who asks for your password, verification codes, or remote access.
When to contact Apple Support
Contact Apple Support if you cannot spend a balance smaller than one item, a refund or other transaction appears stuck, you see an unexplained billing hold, or the account seems clear but the change still fails. Provide the exact error and the checks you have completed. Do not share your password or verification codes with someone who contacts you unexpectedly.
