If Windows says a file is open in another program, first check its full path: an overlong path can trigger similar wording even when no app visibly has the file open. If the path is not the problem, find the process holding the file, close it normally, and try again. The message alone does not identify the cause.
1. Close likely apps and retry
Close the file in any editor, PDF reader, media player, or other app that may be using it. Also check open or save dialogs; an application can be using a file even when its main window is not obvious. Then retry the rename, move, or deletion.

If the warning names a folder, a file inside it may be in use. Microsoft Q&A users have reported both visible apps and background processes in similar cases, but those reports do not establish one universal cause: Microsoft Q&A: folder or file in use.
2. Check whether the path is too long
Microsoft says the common Windows File Explorer path limit is 260 characters; this can affect opening, renaming, and moving files. A path-length problem can produce wording that resembles a file-in-use error. To check, select the File Explorer address bar, copy the full path, and paste it into a text editor to inspect its length. Microsoft also provides a PowerShell method for checking a known full path in its path-length guidance.

If the path approaches or exceeds that limit, shorten folder or file names, or move the item closer to the drive root. Try the operation again after changing the path. Windows long-path policy does not automatically remove File Explorer’s practical limit: File Explorer and Office desktop apps do not opt into extended-length paths, and other applications may have different limits.
For OneDrive and SharePoint, distinguish the cloud path from the local path used on your PC. Microsoft lists a 400-character maximum for OneDrive and SharePoint cloud paths and 520 characters for the combined OneDrive sync path and OneDrive root. Those cloud limits do not mean a long local path will work in File Explorer or Office.

3. Find what is holding the file or folder open
If shortening the path does not help, identify the process using the file before closing anything. You can use Windows Resource Monitor or a Microsoft utility:
Resource Monitor
- Press Win+R, type
resmon, and press Enter. - Select the CPU tab and expand Associated Handles.
- Search for the file or folder name.
- Check the result’s process name. If it belongs to an app you recognize, close that app normally and retry the operation.
This workflow is described in a Microsoft-hosted Q&A answer, rather than formal Resource Monitor product documentation: Microsoft Q&A handle-search guidance.

PowerToys File Locksmith or Process Explorer
- File Locksmith can identify processes using a selected file or directory. See Microsoft’s File Locksmith documentation.
- Process Explorer is a Microsoft Sysinternals utility with handle-search functionality. See Process Explorer documentation.
Use the result to identify the app, then close it normally if possible. Do not terminate an unfamiliar process or force-close a handle as an initial fix; doing so can disrupt Windows or lose unsaved work.
4. Test whether File Explorer’s Preview Pane is involved
If the item is selected in File Explorer’s Preview Pane, turn the pane off and retry. Press Alt+P to toggle the pane. An older Microsoft Q&A discussion includes a user report that disabling preview resolved a PDF deletion problem; it is a targeted workaround, not proof that preview is the cause in every case or on every Windows build: Microsoft Q&A: PDF deletion and Preview Pane.

5. Restart only after the simpler checks
If you cannot identify a process and closing likely apps, checking the path, and testing the Preview Pane have not helped, restarting File Explorer or signing out and restarting Windows can release a stale handle. Microsoft Q&A users have reported restarting as a workaround, but that does not establish a single cause or make a restart the right first diagnostic step.

Note the Windows version, the operation that failed (delete, move, or rename), the file type, where it is stored (local drive, synced folder, or network location), and any process identified by a handle search. These details can help distinguish a path-length issue from an open handle, a preview scenario, or a sync-related case. The dialog itself cannot tell you which one applies.
