A 509 “Bandwidth Limit Exceeded” response means the website’s hosting account or server has used the data-transfer allowance imposed by its administrator or hosting plan. The origin may refuse or restrict requests until the allowance is increased or the billing cycle resets. Visitors generally cannot repair this in a browser.

To restore service, verify the quota, record the failure details, ask the host when access will return, and choose between an immediate bandwidth increase, a plan upgrade, or waiting for the scheduled reset. Then reduce origin traffic with caching, compression, hotlink protection, and traffic monitoring so the limit is less likely to be reached again.

Error 509 is an unofficial status code used by hosting providers and server administrators. In cPanel’s wording, it is: “509 Bandwidth Limit Exceeded — Your server reached the bandwidth limit that the system administrator imposed.” The wording describes a server-side quota, not a broken browser, DNS record, or ordinary page-cache problem.
Bandwidth in this context is the amount of data transferred by the account during a measurement period. HTML pages, images, style sheets, JavaScript, fonts, downloads, API responses, backups served over HTTP, and other responses can all contribute. A host may measure the allowance for a monthly billing cycle or another period defined by the contract. The exact limit, accounting method, and reset time are provider-specific.

When the allowance is exhausted, the origin host can reject new requests or serve an error page. A reverse proxy, load balancer, or content delivery network may display its own error page while the underlying cause remains an exhausted origin quota. A visitor refreshing the page, clearing cookies, or switching browsers does not replenish the account’s transfer allowance.
First response: restore the site safely
Follow these steps in order. They preserve evidence for the host while identifying the fastest legitimate recovery.

- Check the hosting dashboard. Open the account’s bandwidth, traffic, resource-usage, or statistics panel. Record the allowance, amount used, current period, and the next quota-reset date. If the panel shows separate limits for domains, services, or resource classes, note which one is exhausted.
- Capture the failure precisely. Save the complete failing URL, the time and time zone, the status code as displayed, and any request, ray, trace, or incident ID shown on the error page. Test a second page and, if appropriate, a static asset such as an image to establish whether the problem affects the entire account or only one path.
- Check the provider’s service notices. A general outage can resemble a quota problem. A 509 that coincides with a published incident should be reported as both a quota symptom and a possible platform issue.
- Contact the host or site administrator. Ask whether the monthly or contractual bandwidth allowance is exhausted, whether an overage add-on is available, and the exact time service will be restored. Include the captured URL, timestamp, time zone, status code, and request ID.
- Choose a recovery option. For a business-critical site, request additional bandwidth or move to a plan with a larger allowance. If the host confirms a periodic reset and the outage is acceptable, waiting for that reset may restore access automatically.
- Confirm recovery. After the host changes the allowance or the cycle resets, test the home page, a representative internal page, a static asset, and any important form or API endpoint. Keep monitoring usage; an active spike can consume the new capacity quickly.
Do not delete content or change DNS records before confirming the quota state. Those actions can make diagnosis harder without reducing the transfer already counted by the host.
What to send your hosting provider
Support can resolve a quota issue faster when the report is reproducible. Include:
- Account, subscription, or server identifier (never send a password or secret key).
- The exact HTTP status and the wording shown to visitors.
- Failing URL or URLs, including whether they are pages, downloads, images, or API routes.
- First observed time, most recent observed time, and time zone.
- Request, trace, or incident ID from the error page, if present.
- Bandwidth used, allowance, billing-cycle dates, and the dashboard screenshot or export if the provider accepts one.
- Whether a CDN, reverse proxy, load balancer, cache, or firewall sits in front of the origin.
Cloudflare’s troubleshooting guidance similarly recommends giving the host the status details and checking load-balancer, cache, proxy, firewall, and origin logs when a proxy is involved. The proxy’s standard 5xx documentation does not, by itself, establish that a hosting quota has been exceeded; the origin provider must confirm the account’s limit.
Recovery choices compared
There is no single best remedy. Use the option that fits the site’s urgency and the evidence from the usage meter.

A capacity purchase is the direct way to recover an outage. Traffic reduction is the durable fix when logs show that normal visitors, large media, or repeated automated requests are consuming the allowance.
Find out what consumed the allowance
Separate a real audience surge from a file-level problem
Review analytics and access logs for the period leading to the 509. Look for a sharp increase in requests, a single asset receiving disproportionate downloads, unusually large response sizes, or unfamiliar user agents requesting many URLs. A viral image or downloadable file can exhaust a quota even when page views appear ordinary. Scrapers and automated clients can create the same pattern.
Check the largest responses
List high-volume URLs and estimate their transferred bytes from the server or proxy logs. Pay particular attention to original-resolution images, video, software archives, database exports, and uncompressed JavaScript or CSS. Do not assume that a large file is the only cause: many small uncached assets can also add up.
Inspect the delivery path
If a CDN or reverse proxy is present, compare edge-cache hits with origin requests. A cache that bypasses on every query string, sends restrictive cache headers, or purges frequently may provide little relief. Also inspect load-balancer, cache, proxy, and firewall logs so that a front-end error page is not mistaken for proof of an origin quota event.

A CDN can reduce the origin bandwidth consumed by repeated requests, but it cannot guarantee that a 509 will disappear. When cacheable images, CSS, JavaScript, fonts, or other static responses are served from edge locations, subsequent visitors may receive those bytes without another transfer from the origin. That lowers origin usage when the cache is working as intended.
A CDN does not help enough when content is uncacheable, cache rules bypass the edge, objects are purged constantly, visitors request unique URLs, or dynamic responses account for most of the traffic. It also cannot restore an origin that is already refusing requests unless the provider can serve a valid cached copy. New or uncached pages still need to reach the origin, and a quota increase may be required before cache coverage can be established.

Before relying on a CDN, verify which hostnames and file types are proxied, the cache status for representative assets, cache-control behavior, purge rules, and the provider’s response when the origin is unavailable. Treat the CDN as a bandwidth-reduction measure, not as a substitute for adequate hosting capacity.
Reduce bandwidth use before the next billing cycle
Move static assets to edge delivery
Place images, CSS, JavaScript, and fonts behind a correctly configured CDN. Set cache lifetimes appropriate to how often each asset changes, use versioned filenames when releasing updates, and confirm that cache hits are actually serving the bytes from the edge. Keep an origin path available for purges and emergency changes.

Enable gzip or Brotli for text-based responses when the server and clients support them. HTML, CSS, JavaScript, JSON, SVG, and similar text compress well. Verify the response headers and compare transferred size rather than relying on a configuration toggle alone. Compression saves bytes but does not reduce the number of requests, so it works best alongside caching.
Resize and convert images
Publish dimensions appropriate for the displayed size rather than sending a camera-original image to every device. Convert images to an efficient format supported by the site’s audience, retain a suitable quality level, and provide responsive variants where the platform supports them. Replacing a large original reduces every subsequent transfer.
Stop hotlinking
Enable hotlink protection for files that other sites should not embed. Check its rules carefully so legitimate search crawlers, browsers, your own subdomains, and approved partners are not blocked. Hotlink protection prevents another site from using your origin to serve your images or downloads to its audience.
Remove wasteful delivery
Delete or archive unused public files, eliminate duplicate assets, and optimize storage and database output that is exposed through web requests. Audit generated downloads and exports for unnecessary fields or excessive retention. A smaller response and fewer public copies reduce the chance that a normal request pattern consumes the quota.

Monitor continuously
Set a usage alert well below the provider’s hard ceiling. Review daily or weekly transfer, top URLs, response sizes, cache-hit rates, and unusual referrers. Compare current usage with the same point in the previous billing cycle when that history is available. Early warning gives you time to investigate or arrange capacity before visitors see 509.

When another site embeds your files
Use referrer-based hotlink controls where your server supports them, or move public assets to a delivery service with appropriate access rules. Test direct browser loads and legitimate sharing after enabling the rule. Blocking only the abusive referrers is safer than denying all requests based on a brittle user-agent rule.
When automation is downloading everything
Identify the responsible paths and user agents in logs, then apply the host’s documented rate-limiting, firewall, or bot-management controls. Avoid blocking broad address ranges without evidence; shared networks can contain legitimate visitors. If the traffic is malicious or sustained, give the timestamps and log excerpts to the host so it can act upstream.
When one asset goes viral
Cache the asset at the edge, provide a suitably compressed or resized replacement, and remove unnecessary variants. If the demand is legitimate, purchase enough temporary or recurring capacity while the asset remains popular. Do not take down a business-critical file solely to hide the symptom without considering visitors and referring pages.
cPanel and other hosting dashboards
Dashboard labels differ by host, but the useful information is consistent: current transfer, allowance, period dates, domain-level breakdowns, and any warning threshold. In cPanel, look for the account’s bandwidth or statistics area and compare the current value with the plan’s limit. A sub-account, add-on domain, or separate service may have its own quota, so verify which account generated the error.
If the meter and the error page disagree, ask support how usage is calculated and when the dashboard data was last refreshed. Some providers aggregate traffic across services or report usage with a delay. Do not treat a temporarily low dashboard figure as proof that the quota event was impossible until the provider checks the authoritative accounting logs.
Troubleshooting branches
The site is still down after an upgrade
Ask the host to confirm that the new allowance is active on the correct account and origin. Purge stale error pages at the proxy or CDN only after the origin responds successfully. Then test both cached and uncached URLs. If only one hostname fails, check its virtual-host or proxy mapping rather than assuming the entire server remains over quota.
The error disappears, then returns quickly
Review usage immediately after restoration. A large download, hotlink, scraper, or cache miss storm may still be active. Temporarily protect high-volume files, improve caching, compress or resize them, and request logs covering the exact recurrence window. A larger plan alone may postpone, rather than solve, a repeat event.

Only one download or directory returns 509
Confirm whether the host applies per-file, per-domain, or per-account controls. Compare the failing object’s size and request volume with a working object. Ask support whether a separate download limit, storage rule, or security policy is being reported with the same unofficial code.
A proxy shows 509 but the origin looks healthy
Capture the proxy response headers and request ID, then check proxy, cache, firewall, load-balancer, and origin logs for the same timestamp. The proxy may be translating an upstream condition or applying its own resource limit. Only the operator of that layer can confirm which quota produced the response.
How to prevent a recurrence: an operating checklist
- Know the allowance, accounting period, and reset time for every production account.
- Set alerts before the hard limit and assign someone to investigate them.
- Review top URLs, response sizes, referrers, and user agents on a regular schedule.
- Cache static assets at the edge and verify cache hits after each configuration change.
- Compress text responses and publish right-sized, optimized images.
- Enable and test hotlink protection for files that should not be embedded elsewhere.
- Keep an emergency contact and documented procedure for buying extra capacity.
- Record quota changes, CDN purges, major releases, and traffic events with their times.
- Re-test pages, assets, forms, and APIs after every recovery action.
What a 509 is not
It is not normally fixed by clearing browser storage, reinstalling a browser, changing a visitor’s device, or waiting for DNS propagation. Those actions do not add transfer capacity at the origin. They are relevant only if the host confirms a different underlying problem and the 509 page was incidental.
It is also not a universally standardized HTTP status with one global definition. Providers use the number to communicate a locally imposed bandwidth ceiling, so the host’s quota policy and logs are authoritative. Treat the displayed wording, account meter, and provider confirmation as the basis for the remedy.
