Fix slow OpenVPN throughput by measuring the same workload outside and inside the tunnel, then changing one variable at a time. A slow raw connection points to the VPS provider or network path; a fast raw connection with a slow tunnel usually indicates CPU or encryption limits, transport behavior, packet sizing, routing, or tunnel configuration. Start with UDP when policy and the network permit it, verify CPU and Data Channel Offload (DCO) capability, and test MTU/MSS only when the symptoms indicate a packet-size problem.
Antihost offers VPS plans with one-click OpenVPN, NVMe storage and a 14-day free trial.
Identify whether the VPS, the path, or OpenVPN is the bottleneck
OpenVPN adds encryption, encapsulation, scheduling, and (depending on your configuration) a second transport layer. Troubleshooting is fastest when you classify the problem before changing settings. Run a controlled throughput test from the client to the VPS without the VPN, then repeat the same test between tunnel addresses. Record the direction, duration, stream count, round-trip time (RTT), packet loss, CPU use on both ends, and the bandwidth ceiling of your VPS plan.

| Raw and tunneled tests are both slow | Provider limit, congestion, route, packet loss, or latency | Check the VPS plan, run MTR, and test at different times |
| Raw test is fast but tunneled test is slow | CPU/encryption, transport, MTU/MSS, routing, or tunnel settings | Compare UDP and TCP, inspect CPU, then test packet sizing |
| One direction is much slower | Asymmetric routing, shaping, loss, or a saturated CPU on one endpoint | Run forward and reverse tests and monitor both machines |
| Connection establishes but transfers stall | Path MTU discovery failure or fragmentation | Test an MSS clamp and inspect retransmissions |
Do not judge speed from a single file download. A short transfer can be dominated by startup latency, disk I/O, or the remote server. Use a repeatable test long enough to expose sustained CPU and bandwidth limits.

sudo apt update
sudo apt install iperf3 mtr-tiny sysstat
Use equivalent packages on other distributions. Keep the same iperf3 version and test duration for every comparison when possible.
Test the path without the tunnel
- On the VPS, start a temporary server:
iperf3 -s. Restrict the listening port with your firewall to the client address if the VPS is Internet-facing. - From the client, run a one-stream test to the VPS’s ordinary, non-tunnel address:
iperf3 -c VPS_PUBLIC_IP -P 1 -t 30. - Repeat in the reverse direction:
iperf3 -c VPS_PUBLIC_IP -P 1 -t 30 -R. - Run a multi-stream comparison, for example
iperf3 -c VPS_PUBLIC_IP -P 4 -t 30and the corresponding-Rtest. Multiple streams can reveal per-flow limits, but they do not represent every application.
Write down average throughput, retransmissions reported by iperf3, and the client and VPS CPU percentages during each run. If the provider advertises a burst allowance or a monthly transfer policy, note whether the test is inside that allowance; a plan ceiling cannot be tuned away.
Repeat through the tunnel
Leave the same iperf3 server running, connect OpenVPN, and target the VPS tunnel address (the address assigned to the server-side virtual interface). Repeat the identical one-stream, reverse, and multi-stream commands. Keep the endpoints, test length, and stream count unchanged. A large drop only after encryption is enabled directs attention to CPU, crypto implementation, transport, MTU, or tunnel routing rather than the underlying access link.
Measure latency and loss separately
Use a short ping sample to both the public VPS address and the tunnel address. Then inspect the route with MTR from the client:
mtr -rwzc 100 VPS_PUBLIC_IP
Run MTR from the VPS toward the client-side address or an appropriate return target as well. Look for sustained loss or a large RTT increase at a hop that persists through the final destination. Isolated loss reported only at an intermediate router can be ICMP rate limiting; loss that reaches the destination and coincides with retransmissions is more significant. Capture the test time because Internet paths and shared VPS capacity vary.

Check the VPS and client before changing OpenVPN
CPU saturation and encryption cost
Encryption is performed on the client and the VPS. During a tunnel throughput test, watch both ends:
mpstat -P ALL 1
top -H -p $(pidof openvpn)
pidstat -p $(pidof openvpn) 1
If the OpenVPN process consumes a whole vCPU while other cores sit idle, that core can be the throughput ceiling even when the instance has several virtual CPUs. A small shared instance can also be slowed by a noisy neighbor. Repeat the test at different times and compare the provider’s CPU-credit, fair-use, or sustained-performance rules if your plan has them.
Check the client too. A laptop or small router may saturate its CPU before the VPS does, especially when several users share one tunnel. A fast raw iperf3 result from the same client proves only that the link is capable; it does not prove that the client can encrypt at that rate.
Verify DCO and crypto acceleration
Data Channel Offload moves eligible data-channel processing into a kernel component and can reduce user-space overhead. If your OpenVPN build and operating system support DCO, inspect the connection startup log and the installed kernel module to confirm whether it is actually being used; merely installing a package does not guarantee that a particular profile qualifies. Also check the build and available cryptographic capabilities with:
openvpn --version
lscpu | grep -i aes
The second command only reports CPU flags; it does not prove that your selected cipher is using hardware acceleration. Check the OpenVPN log for the negotiated data cipher and any DCO fallback message. If DCO is unavailable, determine whether the limitation is the OpenVPN version, kernel support, provider image, or a profile option that disables offload. Retest after each change rather than changing cipher, transport, and MTU together.

Do not weaken encryption solely to obtain a benchmark result. A faster setting that violates your security requirements is not a valid fix. Compare throughput, CPU use, and the negotiated settings under the policy you actually intend to deploy.
Compare UDP and TCP as controlled alternatives
OpenVPN can carry its tunnel over UDP or TCP. Test UDP first when the network and your policy allow it. TCP can be useful where UDP is blocked, but TCP-over-TCP behavior can amplify retransmission and congestion-control delays when both the outer and inner traffic use TCP.
Run an equivalent UDP test
Configure the server and client for UDP on the same port, using proto udp in profiles that use the generic directive. Restart both ends, confirm the negotiated protocol in the log, and repeat the exact raw-versus-tunneled iperf3 matrix. Do not compare a one-stream UDP test with a four-stream TCP test and call the result a transport comparison.
Run an equivalent TCP test
For a TCP comparison, configure the server as proto tcp-server and the client as proto tcp-client (or use the matching syntax required by your deployment). Keep the endpoint, cipher policy, test duration, and stream count unchanged. Record RTT, retransmissions, CPU, and throughput. If TCP is slower while UDP is healthy, the result is consistent with TCP transport overhead, head-of-line blocking, or loss on the path. If UDP is blocked or unstable and TCP is the only permitted option, focus on reducing loss and fixing MTU and routing rather than expecting TCP to match a clean UDP path.

| Comparison | What to record | How to interpret it |
|---|---|---|
| UDP versus TCP | Throughput, RTT, retransmissions, CPU, and loss | Shows whether the outer transport is the dominant penalty |
| One stream versus four streams | Aggregate rate and per-test CPU | Reveals per-flow shaping or congestion effects |
| Raw versus tunneled | Both directions under identical conditions | Separates path/provider limits from tunnel overhead |
Fix MTU and MSS problems without creating permanent fragmentation
Path MTU problems often look different from a simple speed cap. The VPN connects, small pings work, but large transfers stall, retransmissions rise, or download and upload rates become sharply asymmetric. A firewall, encapsulation overhead, or a path that blocks ICMP needed for Path MTU Discovery can produce this behavior.

Test an MSS clamp first
OpenVPN’s 2.7 manual gives a practical first experiment: one could lower the maximum UDP packet size to 1300 when solving MTU-related connection problems. In a profile where it is appropriate, test:
mssfix 1300
mssfix limits the resulting encapsulated packet size and accounts for IP and UDP overhead. It applies to UDP peer-to-peer communication, so do not assume the same directive solves a TCP transport problem. Apply the setting consistently according to your server/client design, restart the tunnel, and repeat the stalled transfer and the controlled throughput tests. Treat 1300 as an experiment, not a universal best value; the correct value depends on the complete path and encapsulation overhead.
Prefer fixing PMTU over internal fragmentation
Internal fragmentation adds work and can reduce efficiency. The fragment option is therefore a diagnostic or last-resort compatibility measure, not a default speed optimization. If you test it temporarily, document the value, verify whether the stall disappears, and continue looking for the blocked PMTU signal, tunnel overhead mismatch, or firewall rule that caused the problem. Remove the fragment setting when the underlying path can be corrected.

- Test one
mssfixvalue, beginning with 1300 when UDP traffic stalls. - Repeat both directions and note loss, retransmissions, RTT, and CPU.
- If there is no improvement, restore the previous value before testing another hypothesis, such as a route or firewall change.
A lower MSS can prevent black-hole fragmentation but may slightly reduce efficiency if set unnecessarily low. A result that improves reliability but lowers maximum throughput should prompt a PMTU and firewall investigation rather than indefinite downward adjustments.

Inspect the selected route
On Linux, check where the kernel intends to send a representative destination:
Best Value
ip route get DESTINATION_IP
ip rule
Compare the result with your intended tunnel subnet, default route, and any policy-routing tables. An unexpected gateway, a full-tunnel rule applied to management traffic, or a return path through a different provider can add hops and latency.
Check NAT and firewall processing
Inspect packet and byte counters while running the test:
sudo nft list ruleset
sudo iptables -t nat -L -n -v
Use the command family that your system actually manages; do not edit both nftables and iptables blindly. Look for rules that send tunnel traffic through deep inspection, an unintended proxy, or multiple layers of NAT. A firewall that drops fragmented packets or ICMP too aggressively can also create the MTU symptoms described above.
Reduce unnecessary hops
Some VPS layouts send client traffic through a separate gateway, inspection appliance, or site-to-site tunnel before it reaches the destination. Compare the MTR path to the destination with and without the VPN. If the tunnel adds a needless detour, correct the route or policy table rather than compensating with a lower MTU. Verify both forward and return paths; a short outbound route does not guarantee a short return route.
Account for provider bandwidth and shared-resource limits
Cloud instances commonly have a documented network ceiling, and the ceiling may differ by instance size, region, interface type, or traffic direction. Some providers also enforce burst limits or fair-use policies. Compare your measured raw throughput with the plan’s stated limit and test another time of day to identify contention. If raw traffic never approaches the advertised rate even with the tunnel stopped, open a provider ticket with timestamps, MTR output, and raw iperf3 results.
On shared hosts, steal time or neighbor activity can cause intermittent drops. Linux CPU tools can reveal a busy virtual CPU even when your process is not using all allocated cores. Capture CPU, throughput, and RTT together; a throughput collapse that coincides with CPU steal or a sudden RTT increase is more informative than a speed-only graph.

iperf3results, MTR output, CPU readings, and test times. - Classify the bottleneck. Decide whether the raw path, the tunnel, or only one direction is failing.
- Test transport. Compare UDP and TCP with identical endpoints and workloads; keep the faster permitted transport.
- Check compute. Confirm whether either endpoint saturates a core and whether DCO or crypto acceleration is active.
- Investigate the path. Use MTR, route inspection, and firewall counters to address loss, long routes, NAT, or inspection.
- Test packet sizing. When transfers stall or retransmissions indicate PMTU trouble, try
mssfix 1300for UDP and retest. Avoid leaving fragmentation enabled unless compatibility requires it. - Validate stability. Run several longer tests at different times and with both directions. A single peak result is not a capacity guarantee.
Keep a simple before-and-after record with columns for configuration change, transport, stream count, throughput, RTT, loss, retransmissions, VPS CPU, client CPU, and pass/fail for the application that originally felt slow. Roll back any change that improves one metric while harming reliability, security, or the opposite traffic direction.
Quick Recap
Symptom-based troubleshooting
| Symptom | Checks | Safe next action |
|---|---|---|
| VPN connects but large downloads hang | Large-transfer test, retransmissions, MTR, firewall handling of ICMP/fragments | Test mssfix 1300 on UDP, then fix PMTU or filtering |
| UDP is fast, TCP is consistently slow | Confirm identical workload and inspect loss and RTT | Use UDP where permitted; retain TCP only when required by policy or network |
| Both raw and tunneled traffic hit the same ceiling | Plan bandwidth, provider shaping, MTR, time-of-day comparison | Resolve the provider/path limit before tuning OpenVPN |
| Tunneled rate rises when using multiple streams | One-versus-four-stream CPU and retransmission results | Investigate per-flow shaping or high RTT; do not treat aggregate rate as single-connection performance |
| One endpoint shows a full CPU core | mpstat, top -H, OpenVPN log, DCO status |
Confirm DCO/acceleration support and move to an instance or client with adequate sustained CPU |
| Performance changes by hour | Repeated raw tests, steal time, provider metrics, MTR at each time | Separate shared-resource contention from a persistent tunnel configuration issue |
What not to assume
- There is no universal percentage improvement from a particular OpenVPN option. Results depend on the VPS plan, client hardware, OpenVPN version, cipher implementation, transport, MTU, loss, RTT, and workload.
- A lower MTU is not automatically faster. It can prevent black-hole fragmentation, but unnecessarily small packets increase overhead.
- More virtual CPUs do not guarantee more OpenVPN throughput if the active data path is limited by one saturated core or unavailable offload.
- A clean intermediate MTR hop does not prove the destination path is clean; evaluate loss and latency at the final endpoint.
- Changing several settings at once prevents you from knowing which change helped and makes rollback difficult.
