A 403 Forbidden, a PHP include failure, an SELinux AVC, and Access denied for user are produced by different layers. Capture the exact message first, then fix only the layer that rejected the request.
Antihost offers Linux VPS plans with full root access, unlimited traffic on a 1 Gbps port and a 14-day free trial.
Fedora’s packaged phpMyAdmin also uses Fedora-maintained paths and service settings. In particular, package configuration is under /etc/phpMyAdmin/, not the Debian-style /etc/phpmyadmin/ path often shown in generic tutorials.

What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Start by identifying which layer denied the request
Do not begin with chmod or a database grant. The browser wording and the corresponding log entry tell you whether Apache, PHP, SELinux, or MariaDB/MySQL rejected the operation.
| Symptom | Layer to investigate | Best evidence | First checks |
|---|---|---|---|
403 Forbidden when opening /phpmyadmin |
Apache path rules, Unix permissions, or SELinux | Apache access and error logs; audit log if an AVC is present | Alias or virtual-host rules, parent-directory traversal, service account, SELinux context |
failed to open stream: Permission denied or an include/read error |
PHP filesystem access or PHP restrictions | PHP-FPM and Apache error logs | include_path, open_basedir, file ownership, mode bits, and FPM account |
An AVC naming httpd, php-fpm, or a phpMyAdmin file |
SELinux policy or an incorrect file context | Audit records from ausearch or the system journal |
Denied operation, named path, current context, and expected package label |
Access denied for user ... (Using password: YES) after the login form |
MariaDB/MySQL authentication and grants | The database error and account definitions | Username, host part, password, and privileges |
A database grant cannot make Apache serve a file, and a permissive file mode cannot authenticate a database account. Keep those investigations separate.

Confirm Fedora’s package and configuration paths
Check that the distribution package is installed
Fedora distributes phpMyAdmin as a package. Confirm the installed package before copying paths from an Ubuntu or Debian guide:
rpm -q phpMyAdmin
If that reports an installed version, list the files supplied by the package and identify the application directory, configuration files, and temporary locations used on this host:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →rpm -ql phpMyAdmin
Package names and file lists can change between Fedora releases. Use the output of rpm -ql as the authoritative map for this installation instead of assuming a directory from another distribution.
Use the Fedora configuration directory
The phpMyAdmin documentation notes that Fedora maintains configuration in /etc/phpMyAdmin/ and that it can differ from upstream examples. Inspect that directory and the active web-server configuration together:
sudo ls -la /etc/phpMyAdmin/
sudo grep -RniE 'phpMyAdmin|Alias|Directory|Require' /etc/httpd /etc/phpMyAdmin 2>/dev/null
Do not create a second Debian-style /etc/phpmyadmin/ tree and expect Fedora’s package to read it. Editing an unused file produces no change while making later diagnosis harder.
Repair a 403 or a file-read failure safely
Inspect every parent directory
Reading a file requires read permission on the file and execute (traverse) permission on every directory above it. The namei command displays each component:
namei -l /path/from/rpm-ql/to/phpMyAdmin
Replace the path with the application directory shown by rpm -ql. Look for a parent directory that the web-service account cannot traverse, even when the final files appear readable. Also inspect the actual files and directories:
ls -ld /path/to/application
find /path/to/application -maxdepth 2 -printf '%M %u:%g %pn' | less
A 403 caused by a parent directory is fixed at that directory, not by recursively changing every file below it.
Determine which account serves the request
Fedora commonly uses an apache account for httpd, but do not assume that every deployment does. Apache may proxy requests to PHP-FPM, and a pool can run under a separate user or group. Check the running processes and service definitions:

ps -eo user,group,comm,args | grep -E '(^| )(httpd|apache2|php-fpm)( |$)'
systemctl cat httpd
systemctl cat php-fpm
Read the User=, Group=, and PHP-FPM pool settings shown on this machine. The account that needs read access is the account actually opening the file, not necessarily your login account.
Test access as that account
After identifying the account, test the exact path without changing permissions. For an account named apache, for example:
sudo -u apache test -r /path/to/application/index.php && echo readable
sudo -u apache namei -l /path/to/application/index.php
Run an equivalent test with the PHP-FPM pool account when it differs from Apache. A failed test confirms a Unix ownership, mode, or traversal problem; a successful test points you toward Apache rules, PHP restrictions, or SELinux instead.
Make the smallest ownership or mode correction
The phpMyAdmin FAQ gives an ownership example of an application owner and the apache group: chown -R phpmy.apache. It is an example, not a universal Fedora command. Confirm the service account first, then change only the files or directories that the logs show are inaccessible.
sudo chown -R APP_OWNER:WEB_GROUP /path/to/application
sudo chmod MODE /path/to/file-or-directory
Use the package’s existing ownership as a reference where possible. Static application files normally need to be readable, while only documented temporary, upload, or session directories should be writable by the application. Do not make the entire tree writable merely because one cache or temporary directory is missing write access.
Never use chmod -R 777 as a diagnostic shortcut. It grants write access to every local user and process, can conceal the real failing path, and leaves a dangerous configuration after the immediate error disappears.
Check Apache’s path authorization
When Unix tests succeed but the browser still receives 403, inspect the Alias, virtual-host, and directory rules that expose phpMyAdmin. Dump the active Apache configuration and validate syntax before reloading:
sudo apachectl -t
sudo apachectl -S
sudo grep -RniE 'phpMyAdmin|Alias|<Directory|Require ' /etc/httpd
Look for a rule that points at the wrong directory, denies the client network, or omits authorization for the aliased path. Correct the narrow rule that covers phpMyAdmin; do not weaken access controls for the entire document root. If the configuration changed, reload only after apachectl -t succeeds.
Resolve PHP include and open_basedir errors
Read the complete PHP error
Messages such as “failed to open stream,” “failed opening required,” or an include() warning identify a PHP-level file lookup. The phpMyAdmin FAQ lists both include_path and open_basedir as possible causes. Capture the complete filename and the PHP SAPI that produced it before changing a setting.

php -i | grep -E '^(include_path|open_basedir)'
sudo journalctl -u php-fpm --since '15 minutes ago'
sudo journalctl -u httpd --since '15 minutes ago'
The command-line PHP configuration is not always identical to the PHP-FPM configuration. Compare the values reported by the FPM log or a controlled diagnostic page with the values used by the command-line binary.
Correct an include path or restriction narrowly
If the requested file is outside open_basedir, either place the file where the package expects it or adjust the specific FPM pool or virtual host that needs it. Avoid removing open_basedir globally just to make one include succeed. Likewise, add a required directory to include_path only when the error and package layout show that the path is genuinely missing.
After changing a PHP-FPM configuration, validate the configuration and restart PHP-FPM rather than restarting every service:
sudo php-fpm -t
sudo systemctl restart php-fpm
Then reproduce the request once and compare the new log entry with the original error. A changed message is useful evidence; it tells you that the request reached a different check.
Recommended Free Tools
Preserve the HTTP Authorization header when required
Some installations put HTTP Basic authentication in front of phpMyAdmin while Apache proxies PHP requests to PHP-FPM. If the login information disappears before PHP receives it, the setup documentation gives this Apache directive:
SetEnvIf Authorization '(.*)' HTTP_AUTHORIZATION=$1
Place it in the applicable Apache configuration context, validate with apachectl -t, reload Apache, and test again. This directive addresses header forwarding; it does not grant database privileges or fix a filesystem denial.
Investigate SELinux denials instead of disabling SELinux
Confirm that an AVC names the failed operation
SELinux can reject a read or memory mapping even when Unix mode bits look permissive. Search recent audit records immediately after reproducing the failure:
sudo ausearch -m AVC -ts recent
sudo journalctl -k --since '15 minutes ago' | grep -i avc
An AVC that names httpd or php-fpm, the phpMyAdmin path, and an operation such as read or map is decisive evidence of an SELinux policy or labeling problem. Record the source context, target path, target context, and denied operation before making a change.

ls -lZ /path/to/phpMyAdmin
matchpathcon /path/to/phpMyAdmin
If a package-managed path has an incorrect label, restore the label defined by the installed policy:
sudo restorecon -Rv /path/to/phpMyAdmin
Use the exact path named by the AVC. Do not apply a broad relabel to unrelated data, and do not create a custom allow rule until you have ruled out a misplaced file, an incorrect mount option, or a missing package label. If the application intentionally uses a nonstandard writable directory, assign a policy-supported context for that purpose and document the change.
Pay special attention to temporary files
Red Hat Bugzilla report 1584811, published on 2018-06-06, records php-fpm being denied map access to a compiled Twig file beneath /var/lib/phpMyAdmin/temp. That incident demonstrates why a denial can persist after ordinary ownership and mode checks pass: the kernel may reject the file based on its SELinux context and operation. Treat the path and operation in your own AVC as the authority; the historical report is an example of the failure mode, not a prevalence measurement.
Do not disable SELinux to make the error disappear. Disabling enforcement removes a security boundary and also removes the evidence needed to construct a correct, narrow fix.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Handle “Access denied for user” as a database problem
Read the account’s host component
After the login form, an error such as Access denied for user 'name'@'localhost' (Using password: YES) means the database server rejected an account attempt. The host part matters: name@localhost and name@another-host can be different accounts with different passwords and grants.
First verify the username entered in phpMyAdmin, the server name configured for the connection, and the password. If the message says Using password: NO, the client did not send a password; if it says YES, the server received one but did not accept the account, host match, or credentials.
Inspect account definitions with an administrative connection
Use an administrative MariaDB/MySQL session—not phpMyAdmin’s failed session—to inspect the account and its grants:
SELECT User, Host FROM mysql.user;
SHOW GRANTS FOR 'pma_user'@'localhost';
Replace the example account with the exact user and host shown in the error. If the host entry is absent, create or authorize the intended account according to your organization’s database policy. If it exists, verify its authentication method, password, and grants. Grant only the databases and operations the user needs.
phpMyAdmin does not automatically grant database privileges or add special protection to the database server. Its setup documentation places responsibility for MySQL permissions on the system administrator. A page that loads successfully proves only that the web application ran; it does not prove that the database account is authorized.
Best Value
Verify one targeted change at a time
Use a controlled retry
- Save the original browser message, URL, timestamp, and—where shown—the HTTP status.
- Record the relevant log lines from Apache, PHP-FPM, and the audit log before changing anything.
- Make one narrow change: a parent-directory traverse permission, a package label restoration, a PHP setting, an Apache rule, or a database account correction.
- Validate configuration syntax. Use
apachectl -tfor Apache andphp-fpm -tfor PHP-FPM. - Restart or reload only the service whose configuration changed.
- Repeat the same request once and compare the new error with the saved one.
This sequence preserves causality. If several recursive permission changes and service restarts happen together, you cannot tell which action fixed the problem or which security boundary was weakened.
Keep the logs separate
Check each evidence source independently:
- Apache: the active access and error logs, commonly under
/var/log/httpd/, plusjournalctl -u httpd. - PHP-FPM: the pool or service log and
journalctl -u php-fpm. - SELinux: AVC records from
ausearchor the kernel/system journal. - Database: the exact authentication error returned by MariaDB/MySQL and the account definitions.
phpMyAdmin’s documentation distinguishes syslog from Apache’s own logs. A quiet syslog does not prove that Apache recorded no error, and an Apache 403 does not prove that the database rejected the request.

Changing database grants for a web-server 403
A 403 is generated before a database query can authenticate. Leave database grants alone until the browser reaches the phpMyAdmin login and the error explicitly names a database account.
Using Debian paths on Fedora
Instructions that edit /etc/phpmyadmin/ may have no effect on Fedora’s packaged installation. Start with rpm -ql phpMyAdmin and the Fedora-maintained /etc/phpMyAdmin/ directory.
Applying chmod -R 777
World-writable application trees create unnecessary risk and can hide a single bad parent directory, wrong service account, or SELinux denial. Test access as the real service account and change only the failing path.
Disabling SELinux
Enforcement bypasses the denial rather than correcting the label or policy. An AVC gives you the path and operation needed for a narrow repair; preserve that protection.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Restarting every service repeatedly
Broad restarts erase useful timing clues and can interrupt unrelated applications. Validate and restart only the affected service after one documented change.
A compact decision checklist
- Write down the complete message and HTTP status.
- For 403 or file-read errors, inspect Apache rules, every parent directory, ownership, mode bits, and the account running Apache or PHP-FPM.
- For PHP include errors, compare
include_pathandopen_basedirin the FPM environment. - For an AVC, record the denied operation and path, check labels with
ls -Zandmatchpathcon, then userestoreconwhere appropriate. - For database access errors, verify the username, host part, password, and grants independently of web-server permissions.
- Make one reversible change, validate syntax, reproduce once, and compare all three relevant log streams.
The reliable Fedora repair is therefore evidence-led: identify the rejecting layer, use the package’s actual paths, grant only the access that layer requires, and verify the result in the corresponding log.
