How to Fix “ModuleNotFoundError: No module named ‘tensorflow.contrib’”

TensorFlow 2 removed tf.contrib. Find the exact contrib import in the traceback and migrate that API; tf.compat.v1 does not restore the namespace.

This error usually means the code is running on TensorFlow 2.x, which does not include tf.contrib. There is no single replacement for the namespace: find the exact contrib module or symbol being imported, then migrate that API to its successor if one exists. Switching to tf.compat.v1 alone will not restore it.

Why TensorFlow cannot find tensorflow.contrib

TensorFlow stopped distributing tf.contrib as TensorFlow 2.0 arrived. Its contents did not move to one new package: individual projects could be integrated into TensorFlow, moved to separate repositories, or removed. That is why replacing the import with a guessed package name often fails. TensorFlow’s announcement describes the change.

The error may come from your own code or from a library it imports. The traceback identifies the file that requested contrib; the import line identifies the specific submodule or symbol. Those details, along with your TensorFlow version, determine the right fix.

Find the import causing the error

  1. Read the full traceback. Start at the final error and follow the frames upward to the first project or dependency file that imports tensorflow.contrib.
  2. Record the exact API. Note the full path and symbol, such as tf.contrib.layers, rather than treating all of contrib as one API.
  3. Check the environment running the program. Confirm which TensorFlow installation and Python environment the failing process uses. A different environment may have a different TensorFlow version, but changing environments does not provide a migration for code that depends on removed APIs.

Choose a replacement for the specific contrib API

TensorFlow’s migration guide gives a specific direction for tf.contrib.layers: replace those symbols with TF Slim symbols. For other contrib APIs, the guide recommends checking TensorFlow Addons, but that does not mean every contrib symbol has an Addons equivalent. Some functionality moved into core TensorFlow or another project; some was removed. Confirm the exact symbol’s current location and whether its behavior matches what the code needs. Read TensorFlow’s migration guide.

When evaluating a candidate replacement, check whether it supports the exact symbol and behavior, works with the project’s TensorFlow and Python versions, is maintained and documented, and produces numerically correct results for the model. A package name that sounds related is not evidence of API or behavioral compatibility.

Use migration tools carefully

TensorFlow documents tf_upgrade_v2 as an aid for mechanical rewrites from TensorFlow 1.x to 2.x. It cannot migrate every API or automatically preserve every behavior; remaining contrib references require manual action. Review the tool’s report and search the resulting code for tensorflow.contrib rather than treating a successful run as proof that migration is complete. TensorFlow’s upgrade guide explains the utility and its limitations.

Why tf.compat.v1 does not fix this error

tf.compat.v1 provides compatibility access to many TensorFlow 1.x APIs, but TensorFlow states that it does not work around the removal of tf.contrib. Changing an import to use the compatibility namespace cannot recreate a module that is no longer distributed. The import must be migrated to a supported API, or the dependency that requires it must be addressed.

Validate the program after migration

Once the import is replaced, run the relevant tests and compare model outputs, accuracy, and numerical behavior against an appropriate baseline. Getting past the import error confirms only that Python can load the replacement; it does not show that the migrated model behaves equivalently. TensorFlow’s migration guide treats correctness checks as part of the upgrade process.

When keeping a legacy dependency is the only option

If a project cannot be changed because it depends on an unchanged legacy library, first check that library’s documented TensorFlow and Python requirements, along with the rest of the project’s runtime constraints. TensorFlow 1.x included contrib and TensorFlow 2 removed it, but that fact alone does not establish a currently supported environment for any particular project. Avoid downgrading TensorFlow without checking compatibility across the full dependency set.
