If Copilot appears but gives weak answers, check the data and tailor the prompt to the specific Fabric workload. Use the steps below to narrow down the cause; some fixes require a tenant or capacity administrator.
When Copilot does not appear
Copilot availability depends on capacity, administrator settings, workspace assignment, permissions, and region. A Power BI Pro or Premium Per User (PPU) license alone does not provide Copilot features in a workspace. 1. Confirm the workspace has supported capacity
Ask your Fabric or Power BI administrator which capacity the workspace is assigned to. Microsoft’s current guidance lists paid Fabric capacity F2 or higher and Power BI Premium capacity P1 or higher as supported options, with Copilot enabled. An organization may also assign users to a Fabric Copilot capacity. The workspace containing the item must be assigned to the supported, enabled capacity.

Pro and PPU workspaces do not directly support Copilot features without a Fabric Copilot capacity enabled and assigned. Having a qualifying user license does not replace the capacity requirement.

2. Check whether a Fabric trial expired
If Copilot disappeared after a trial ended, the trial may have expired. Microsoft says expiration can revoke access to the trial capacity and reassign affected workspaces to Pro. Check trial status in Fabric capacity settings. To restore Copilot, the workspace needs an eligible enabled capacity; follow your organization’s process for assigning one.
3. Ask an administrator to verify Copilot settings
A tenant administrator should confirm that the relevant Copilot tenant setting is enabled. If access is limited to selected security groups, verify that your account belongs to an included group. When control is delegated, the capacity administrator may also need to enable the relevant setting for that capacity. Microsoft documents these controls in its configuration instructions.

4. Verify the workspace and your access
Make sure the item is in the workspace assigned to Copilot-enabled capacity and that you have access to that workspace. In Power BI Desktop, select a Copilot-enabled workspace as the active workspace before trying Copilot.

Copilot availability and processing location depend on the capacity’s region. Microsoft says capacities outside the US or EU Data Boundary may require an administrator to enable cross-geography processing. That setting permits prompts and results to be processed outside the capacity’s geographic region, so have your administrator review the organization’s data-handling policy before enabling it. Microsoft describes US and EU Data Boundary processing for capacities in those respective areas. It places UK processing within the EU Data Boundary; several other listed geographies route processing to the US. The exact handling depends on the capacity region and applicable settings, so administrators should check the current overview rather than assume all prompts stay in-region.
6. Allow the semantic model to load
In a Copilot-enabled Power BI URL, Microsoft says the Copilot button appears after the semantic model finishes loading. If the button is absent while the model is still loading, wait for loading to complete before troubleshooting other settings. When Copilot appears but gives poor answers
Answer quality depends on the workload and the information available to Copilot. Check the relevant data and prompt guidance for semantic models, Real-Time Intelligence, or notebooks, and review generated content before using it.

Power BI semantic models: check for missing data
Microsoft warns that missing values in a semantic model can lead Copilot to fill gaps with fabricated information, including in generated summaries. Inspect the model for missing values; Microsoft suggests removing rows with missing values as one way to avoid this issue.

Keep requests tied to the model’s actual fields and data. Microsoft says Copilot may draw on general knowledge when a question is unrelated to the semantic model, so name the relevant fields or ask about data represented in the model. Treat generated visuals and narratives as drafts: use Power BI’s visualization tools to edit visuals and custom prompts to adjust narrative results.
Real-Time Intelligence: make the question specific
For Real-Time Intelligence, provide the relevant column name and data type, add context that helps interpret the request, and specify desired operators or functions where useful. Ask one question at a time: Microsoft says this experience does not support follow-up questions. Its FAQ covers these workload-specific behaviors.
Notebooks: review generated code
Notebook Copilot can generate inaccurate code, particularly when a library is changing quickly or was recently released. Review suggested code before applying or running it, and verify that it fits your environment. Microsoft’s notebook Copilot overview also associates a disabled Copilot button with unmet configuration, capacity, or regional prerequisites.
If Power BI semantic-model analysis stalls
Analysis time can depend on semantic-model size. If analysis has run for more than 15 minutes without an error, Microsoft’s FAQ recommends closing the Copilot pane and selecting Copilot again to restart. This is a troubleshooting threshold for that Power BI experience, not a guarantee that every analysis should finish within 15 minutes.
What Copilot may process
Microsoft says a Copilot interaction can include prompts, meta-prompts, data structure (schema), and conversation history. It says table contents are not sent unless the user directs it. For notebook Copilot and Fabric data agents outside the US and EU Data Boundary, the overview says conversation history is stored for up to 28 days unless cleared manually. Check the current overview and your organization’s policies when assessing data handling.
