How to Fix Microsoft Defender SmartScreen When It Won’t Load or Is Unavailable

SmartScreen has separate controls for Windows apps and files and for Edge. Find the affected surface, check whether an administrator manages the setting, and account for the Windows 11 IE Mode change.

First identify where SmartScreen is failing: Windows app and file checks, Microsoft Edge browsing and downloads, or Internet Explorer mode. They use separate controls, and a greyed-out setting may be controlled by your employer or school. Check the matching setting in Windows Security before changing anything.

Find out which SmartScreen check is unavailable

SmartScreen protection for Windows apps and files is distinct from protection in Microsoft Edge. A problem opening a downloaded installer is not necessarily the same issue as a warning or service message while browsing or downloading in Edge. Microsoft describes these controls in its App & browser control guide.

  1. Open Windows Security.
  2. Select App & browser control, then Reputation-based protection settings.
  3. For downloaded apps and files, check Check apps and files. For browsing and downloads in Edge, check SmartScreen for Microsoft Edge.

Use the setting for the surface where the problem occurs. Microsoft’s SmartScreen overview explains its role in Windows, while its Edge SmartScreen documentation covers browser protection.

If the SmartScreen setting is greyed out or managed

If Windows Security says a setting is managed, the control is unavailable, or your change reverts, check whether the device belongs to your employer or school. Organizations can configure Windows Shell and Edge SmartScreen through Group Policy or Intune/mobile device management (MDM), including settings that prevent users from changing them. Microsoft’s available SmartScreen settings documentation describes these controls.

On an organization-managed device, ask your IT administrator to check the applicable policy. Do not try to bypass it with registry edits or by disabling security controls; the administrator can confirm whether the setting is intentional and change it if appropriate.

If SmartScreen says the service can’t be reached

A reachability message is a service or connection symptom, not a verdict that a file is malicious—or safe. Confirm that the relevant SmartScreen setting is on and check whether an organization manages the device. Microsoft documents that Edge sends relevant URL or file information to SmartScreen for a reputation check, but its published guidance does not establish one universal cause or fix for every “can’t be reached” message. See Microsoft’s Edge SmartScreen documentation for how that protection works.

When one downloaded program triggers a warning

An unknown-reputation warning does not by itself prove a program is malicious, but it also does not establish that the program is safe. Microsoft notes that not all unknown programs are malicious and that the warning gives users context, particularly when it is unexpected. Before deciding whether to run a file, obtain it from the publisher’s official site and verify the publisher. If you cannot confirm its source or publisher, do not run it.

If the issue occurs only in IE Mode on Windows 11

On Windows 11 versions 24H2 and 25H2, SmartScreen is deprecated in Internet Explorer and IE Mode. It continues in Microsoft Edge and Windows Shell. Microsoft published this notice on November 4, 2025; see SmartScreen deprecation in Internet Explorer and IE Mode in Windows 11.

If the problem is limited to IE Mode, use Microsoft Edge where possible. If your organization requires IE Mode for a site, ask the administrator responsible for its IE Mode configuration or site list about the appropriate path.

Windows 10 option and support status

Microsoft offers an automatic Windows security troubleshooter that checks and enables protections including SmartScreen. Windows 10 support ended on October 14, 2025, so this tool does not mean Windows 10 remains supported. Consider the operating system’s support status when deciding what to do next.
