If a CSV shows garbled text, the file may be read with the wrong character encoding. If it opens in one column or splits fields incorrectly, the import may be using the wrong separator or text delimiter. Import the file with settings that match its source, check the preview, and save a repaired copy without replacing the original.
Why CSV text or columns look wrong
CSV is plain text: it stores characters and separators, not the full spreadsheet structure. The application opening it must interpret the file’s bytes as characters and identify where fields begin and end. A mismatch in either interpretation can make a valid file look broken.

- Garbled characters: The selected character encoding may not match the encoding used when the file was created. Accented letters, symbols, or non-Latin text may display incorrectly.
- Everything in one column or fields split incorrectly: The application may be looking for the wrong field separator, such as a comma instead of a semicolon or tab.
- Unexpected splits inside text: The text delimiter, often a quotation mark, may not match the character used to enclose fields that contain the separator.
The .csv extension does not tell you which separator or encoding the file uses. Choose settings based on the source system and the import preview, rather than assuming every CSV uses commas and the same encoding.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsUse a safe repair workflow
- Keep an untouched copy. Work from a duplicate so you can return to the source if an import or export changes data.
- Import instead of relying on a default open action. Use an import workflow that lets you choose the character set and separator. Controls and labels vary by application and version.
- Set the encoding, separator, and text delimiter. Choose values that match the system that produced the file. The separator divides fields; the text delimiter encloses a field that may contain that separator.
- Inspect the preview before loading. Check that text displays correctly and that fields land in the expected columns. Look closely at quoted text, empty fields, and representative rows.
- Save to a new file, then verify it. Reopen or re-import the saved copy using the intended settings. Check that text and column boundaries remain correct, along with important values such as dates, numbers, and leading zeros.
Fix garbled characters
In Microsoft Excel
Use Excel’s text or CSV import workflow when the default opening behavior does not offer the controls you need. Microsoft documents importing text files and a workflow for opening UTF-8 CSV files correctly. In the import settings, select the character set that matches the file’s source and use the preview to confirm that accented and other non-Latin characters render properly before loading. See Microsoft’s guides to importing or exporting text and CSV files and opening UTF-8 CSV files correctly in Excel.

In LibreOffice Calc
Open the CSV through the Text Import dialog and choose the character set there. Check the preview before proceeding; if the text is still wrong, try a setting known to match the system that created the file rather than cycling through encodings at random. LibreOffice documents these options in its Text Import help.
In Python with pandas
Specify the file’s actual encoding when reading it if it differs from the parser’s assumed encoding. The pandas guide notes that some multibyte encodings, including UTF-16, will not parse correctly without an explicit encoding. The correct value depends on how the file was produced; there is no single encoding setting that fixes every CSV. See the pandas I/O guide for CSV reading and encoding options.

When changing the encoding does not help
Check an untouched original or export the data again from the system that created it. If an earlier step already replaced characters with question marks or replacement characters and saved that damaged text, changing how the current file is displayed cannot reliably reconstruct the missing originals.
Fix one-column or incorrectly split CSVs
Choose the field separator
Check what the source uses: a comma, semicolon, tab, or another character. A file can have a .csv extension while using a separator other than a comma. In Excel, import the delimited text or CSV and change the separator if the default does not match the file. Microsoft describes the available import and separator controls in its text and CSV import/export guide.

In LibreOffice Calc, the Text Import dialog provides common separators and a custom separator. A custom character must actually appear in the data. Use the preview to confirm that each field is placed correctly. See LibreOffice’s Text Import help.
Set the text delimiter
The text delimiter is not the field separator. It marks the start and end of a text field, commonly when that field contains the separator itself. For example, if a quoted field contains a comma, the quote characters tell the importer not to split that comma into a new column. Set the text delimiter to match the source file and check quoted fields in the preview. LibreOffice describes the field-separator and text-delimiter options in its CSV Filter Options help.

Be careful with consecutive separators
Two separators next to each other can indicate an empty field. LibreOffice’s “Merge delimiters” option combines consecutive separators and removes blank data fields; enabling it can therefore change the meaning of a row. Leave it off when empty fields are significant, and use the preview to check how consecutive separators are interpreted.
Choose an import method that fits your workflow
| Method | What you can control | What to verify |
|---|---|---|
| Microsoft Excel | Microsoft documents text and CSV import workflows, separator changes, and a workflow for UTF-8 CSV files. | Confirm the encoding and separator in the available import controls, then inspect the preview or loaded result. See Microsoft’s import/export guide and UTF-8 CSV instructions. |
| LibreOffice Calc | The Text Import dialog documents character set, separator, text delimiter, preview, and related options. | Check quoted text, blank fields, and the preview before loading. CSV export saves only the current sheet and loses formulas and formatting. See Text Import and Importing and Exporting CSV Files. |
| Python with pandas | The CSV reader supports specifying an encoding, which is necessary for some files, including some multibyte encodings such as UTF-16. | Supply the encoding that matches the source and validate parsed columns and values. The pandas guide documents CSV I/O and encoding parameters: IO tools. |
These documented controls do not establish a universal best method or a performance ranking. Use the application or workflow you already rely on if it lets you set the required options and validate the result.
Save without losing spreadsheet information
Save the repaired CSV as a new file and check it by reopening or re-importing it. Review representative rows, special characters, quoted fields, empty cells, dates, numbers, and values with leading zeros; a file can look visually correct while a value has been interpreted differently.
CSV does not preserve all spreadsheet features. LibreOffice documents that exporting to CSV saves only the current sheet and loses formulas and formatting. If those features or multiple sheets matter, keep a workbook copy as well as any CSV export. See LibreOffice’s CSV import and export guidance.
