How to Fix “Fork: Cannot Allocate Memory” Errors on a Linux VPS

A practical Linux VPS guide to diagnosing “fork: Cannot Allocate Memory,” with commands and safe fixes for RAM, swap, overcommit, cgroups, provider limits, process fan-out, and hugepage reservations.

The error means Linux refused to create a new process because it could not guarantee the memory commitment required by fork(). The cause may be exhausted RAM, missing or full swap, strict overcommit accounting, a depleted user reserve, an out-of-memory event, a systemd/container cgroup limit, or a hard VPS quota. Check those limits separately before changing vm.overcommit_memory. A safe recovery sequence is: use an existing console, identify the binding limit, stop or reduce the offending workload, add swap if appropriate, then correct policy or capacity.

What “fork: Cannot allocate memory” actually means

Most Linux commands begin when a shell calls fork() (or a related process-creation operation) to make a child process. The kernel must account for the child’s address space before allowing it to run. It can reject that request even when the child has not yet touched every page of memory.

Therefore, the message is not a diagnosis of “zero free RAM.” It reports a failed process creation or memory commitment. The binding limit can be any of the following:

  • Physical memory is genuinely exhausted, or MemAvailable is too low for another process.
  • Swap is absent or full, reducing the amount of memory Linux can promise.
  • Strict overcommit accounting has reached its commit limit.
  • The per-user reserve is exhausted, so even a small command cannot be started.
  • The kernel has entered an out-of-memory condition or recently killed processes.
  • A systemd unit, container, or hosting-provider cgroup has a lower memory ceiling than the host.
  • A service is forking too many workers, or the parent process is so large that copying its address-space bookkeeping cannot be committed.
  • Hugepage reservations consumed memory needed for normal boot or service startup.

That is why a VPS can show some RAM in free -h while every new command fails: the available figure, commit policy, user reserve, or cgroup that governs the shell may be the exhausted resource.

Recover access without making the incident worse

Do not begin with a long pipeline, package installation, or a script that launches many subprocesses. Each command may require another fork and fail again.

  1. Keep an already-open SSH session connected. If no session can launch, use the VPS provider’s web console, serial console, or rescue environment.
  2. If you have a root shell already running, avoid starting additional shells. Record the incident time and preserve relevant logs if an outage investigation matters.
  3. Stop only a clearly identified memory-heavy service. Use the service manager’s existing process rather than spawning a large diagnostic pipeline. A controlled restart can release memory, but it also destroys evidence and may interrupt traffic.
  4. Once the system can launch commands again, follow the diagnostic sequence below before making a permanent configuration change.

Diagnose the binding limit

1. Check RAM and swap first

free -h
swapon --show

Record MemAvailable, not merely “free” memory, and record SwapFree. An empty swapon --show result means no swap device or file is active. If swap exists but has almost no free space, it is not providing meaningful burst capacity.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Compare committed memory with the commit limit

grep -E 'CommitLimit|Committed_AS|MemAvailable|SwapFree' /proc/meminfo

Committed_AS is the amount of address space the kernel has promised. CommitLimit is the maximum it will promise under the current policy. When the two values are close, strict accounting—not necessarily immediately full RAM—is a likely reason for rejected forks.

3. Read the overcommit and reserve settings

cat /proc/sys/vm/overcommit_memory
cat /proc/sys/vm/overcommit_ratio
cat /proc/sys/vm/overcommit_kbytes
cat /proc/sys/vm/user_reserve_kbytes
cat /proc/sys/vm/admin_reserve_kbytes
Setting Meaning Why it matters
vm.overcommit_memory=0 Heuristic overcommit. The kernel rejects obvious overcommits. A large fork can fail when the heuristic cannot justify the commitment.
vm.overcommit_memory=1 Always allow allocations until memory is actually exhausted. It can make fork succeed initially but increases the possibility of later OOM kills when pages are touched.
vm.overcommit_memory=2 Never overcommit beyond the calculated commit limit. The limit is based on swap plus the configured physical-RAM allowance; a VPS with little swap can reject forks early.
vm.overcommit_ratio / vm.overcommit_kbytes Defines the physical-memory component of the strict limit. An unexpectedly low ratio or fixed allowance reduces CommitLimit.
vm.user_reserve_kbytes Memory reserved for unprivileged user processes. If it is reduced to zero and a user consumes the remainder, subsequent commands can all return this fork error.
vm.admin_reserve_kbytes Reserve intended to keep administrative access possible. An undersized reserve makes recovery harder when normal workloads consume memory.

Do not infer the cause from one value. A high Committed_AS matters mainly when compared with CommitLimit and the active overcommit mode.

4. Look for kernel OOM evidence

journalctl -k -b
dmesg -T

The second command may be unavailable to an unprivileged user or on systems where kernel messages are restricted. Search the output for Out of memory, Killed process, oom-kill, and Memory cgroup out of memory. A cgroup message points toward a service or container limit rather than total host RAM.

The kernel’s OOM controls include which tasks are selected and whether an OOM event can panic the system. vm.panic_on_oom defaults to 0; changing it is not a fix for a fork failure and can turn a memory incident into a reboot or outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Check cgroups, services, containers, and provider quotas

Host-level free -h describes the host or VPS view. A process may be inside a narrower memory cgroup.

  • For a systemd service, inspect its configured MemoryMax, MemoryHigh, and current usage. A unit can be denied memory while the rest of the VPS still has capacity.
  • For Docker or Podman, inspect the container’s memory limit and current usage. A container limit can be reached even when the host has available RAM and swap.
  • For a VPS plan, check the provider’s hard RAM, swap, burst, and process-count limits. A quota enforced outside the guest will not appear as a tunable guest sysctl.

Measure the limit and usage before changing global kernel settings. Raising a global commit allowance cannot bypass a cgroup or provider ceiling.

6. Check process fan-out and parent size

A web server, job runner, compiler, or queue consumer may be configured to fork more workers than the VPS can support. The parent process may also be unusually large. Review worker counts, concurrent jobs, and recent configuration changes. Reducing concurrency or restarting the offending service during a maintenance window is safer than repeatedly retrying the same command.

Choose a remedy by the limit you found

Observed binding limit First remedy Trade-off
RAM or swap exhausted Stop or tune the largest workload; add swap for short bursts; resize if peak demand is sustained. Swap prevents some allocation failures but adds paging latency.
Committed_AS near CommitLimit in mode 2 Review swap, ratio or fixed allowance, and reserve settings; change policy only deliberately. A larger commit allowance can defer failure rather than reduce actual memory use.
User or administrator reserve depleted Recover through an existing root/console session and restore sensible reserve values. Changing reserves globally affects recovery guarantees for every user.
Systemd or container cgroup limit Raise the unit/container limit or reduce that workload’s memory and worker count. Increasing one limit can take memory away from other services.
Provider quota Reduce workload or move to a plan with enough RAM, swap, or process capacity. Resizing is durable but may require a reboot, migration, or additional cost.
Hugepage reservation Remove or correct the reservation, boot normally, then restore only the amount the workload needs. Fewer hugepages may reduce performance for applications that genuinely use them.

Add swap safely when it is absent

Swap contributes to the commit limit when strict accounting is enabled and provides a buffer for short-lived allocation bursts. It does not make a permanently undersized VPS adequate: sustained swapping means the workload, concurrency, or RAM allocation needs correction.

Use local VPS storage only if the provider permits swap files and the disk has sufficient space and performance. As root, create and enable a file with commands equivalent to:

fallocate -l 2G /swapfile
chmod 600 /swapfile
mkswap /swapfile
swapon /swapfile
swapon --show
free -h

If fallocate is unavailable or produces an unsuitable file on the VPS filesystem, create it with a block copy instead:

dd if=/dev/zero of=/swapfile bs=1M count=2048 status=progress
chmod 600 /swapfile
mkswap /swapfile
swapon /swapfile

Only after swapon --show confirms the correct file is active should you add a persistent entry to /etc/fstab:

/swapfile none swap sw 0 0

Verify the entry before rebooting. A typo can leave the VPS without the intended swap or delay boot. Confirm both the active device and available space again with swapon --show and free -h.

vm.swappiness controls how readily the kernel swaps anonymous memory; the documented default is 60. It is a tuning control, not a substitute for capacity. Lowering it may preserve RAM-backed responsiveness but can make an allocation fail sooner when RAM is tight; raising it can avoid some failures at the cost of more paging.

Correct strict overcommit deliberately

If the VPS intentionally uses vm.overcommit_memory=2, first compare Committed_AS and CommitLimit, then inspect active swap, overcommit_ratio or overcommit_kbytes, and both reserve values. The right change may be adding swap, correcting an accidental ratio, or reducing the workload—not switching modes.

For a temporary, reversible test, change one value and observe whether the workload can start:

sysctl -w vm.overcommit_memory=0

Use the mode that matches the application’s risk profile. Mode 1 is not a universal fix: it allows commitments that may later fail when memory is actually touched, increasing the chance of the kernel’s OOM killer terminating processes. If a temporary change solves the immediate symptom, document why and either revert it or make a controlled persistent change in a file under /etc/sysctl.d/. Apply persistent settings during a maintenance window and keep console access available.

Never set user_reserve_kbytes to zero on a production VPS as a quick way to make more memory available. The kernel documentation warns that once a user consumes all available memory in that situation, subsequent attempts to execute even basic commands can return this exact fork error.

Raise a systemd, container, or provider limit

Systemd services

Inspect the unit’s effective configuration and current memory use before changing it. If MemoryHigh is being exceeded, the service may be throttled; if MemoryMax is reached, allocations can be rejected or processes killed inside that unit. Increase the limit only when the VPS has measured headroom, or reduce worker count, cache size, and batch concurrency.

Containers

Check the container’s configured memory limit and usage from the container runtime. A container that reaches its limit can produce fork failures independently of host-level free memory. Raise the container limit, add an appropriate swap allowance if the runtime and provider support it, or tune the application to use fewer workers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

VPS provider limits

Some providers enforce hard RAM, swap, burst, or process quotas below the level visible inside the guest. If measured peak use exceeds the plan’s envelope, no guest-side sysctl can create capacity. Reduce concurrency or migrate to a larger plan, and verify the new limits after the change.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Reduce process fan-out and release memory

Once you know which service is responsible, tune the source rather than repeatedly killing random processes.

  • Lower web-server or application worker counts and connection concurrency.
  • Limit parallel build jobs, import batches, backup compression, and queue consumers.
  • Set service-level memory ceilings so one workload cannot consume the administrative reserve.
  • Restart a leaking or runaway service during a maintenance window after collecting its logs and metrics.
  • Resize the VPS when normal peak demand, not an exceptional spike, exceeds available RAM and swap.

A restart can restore the ability to fork, but it does not explain why the service reached the limit. Use the recovered window to capture logs, peak memory, worker counts, and cgroup events.

Investigate hugepage-related boot failures

Hugepage reservations can consume enough memory that the system fails before ordinary services start. A characteristic message during boot is similar to dracut-initqueue: ... fork: Cannot allocate memory. This is a boot-time reservation problem, not necessarily a user-space leak.

  1. Boot through the provider’s rescue or emergency console if normal boot cannot complete.
  2. Inspect vm.nr_hugepages settings and kernel command-line parameters such as hugepages=.
  3. Remove or reduce an accidental reservation, then regenerate the boot configuration if your distribution requires it.
  4. Boot normally and confirm that services start.
  5. Restore only the hugepage reservation the application demonstrably needs, while leaving enough RAM for the kernel and administrative access.

Why SSH can still work while commands fail

An existing SSH connection already has a shell process. The shell may continue to display a prompt because it does not need to create a child until you execute a command. A new SSH login, however, must create several processes and can fail first. The same distinction explains why a provider console or an already-open root shell is valuable during recovery.

The user reserve is designed to keep some execution capacity available. If it has been consumed or configured too low, even a command as small as free can fail. Do not close your last working session until a second recovery path has been tested.

Common mistakes and safer alternatives

  • Blindly switching to overcommit mode 1: it may turn an early, informative fork failure into later OOM kills. Measure commit usage first.
  • Assuming “free RAM” proves there is no memory problem: check MemAvailable, commit accounting, reserves, and cgroup limits.
  • Adding swap without checking disk policy: provider restrictions, slow storage, or a full filesystem can make a swap file ineffective or harmful.
  • Changing global sysctls to solve a one-service limit: adjust the systemd unit or container when the evidence points to a cgroup.
  • Restarting everything immediately: preserve logs and kernel evidence when you need to identify the trigger.
  • Using large diagnostic pipelines during the incident: run one small command at a time from an existing session.
  • Ignoring process limits: a workload can hit a process-count or provider quota even when memory numbers look acceptable.

Prevention and monitoring

Keep enough administrative reserve for emergency commands, and document the intended values of vm.overcommit_memory, vm.overcommit_ratio or vm.overcommit_kbytes, vm.user_reserve_kbytes, and vm.admin_reserve_kbytes. Monitor RAM, MemAvailable, swap utilization, Committed_AS, CommitLimit, worker counts, and cgroup memory events.

  • Alert before swap is nearly full, not after the kernel starts killing processes.
  • Track peak memory during deployments, backups, imports, and traffic spikes.
  • Set explicit service and container limits that leave room for SSH and administration.
  • Keep a tested provider console or rescue path and avoid consuming the last working session during an incident.
  • Review VPS sizing when normal peaks repeatedly approach the memory envelope; swap is a burst buffer, not permanent capacity.

A concise incident checklist

  1. Use an existing SSH, serial, web, or rescue console session.
  2. Run free -h and swapon --show; note MemAvailable and SwapFree.
  3. Compare Committed_AS with CommitLimit in /proc/meminfo.
  4. Read overcommit, reserve, and swappiness settings.
  5. Check kernel logs for OOM and memory-cgroup events.
  6. Inspect systemd, container, and provider limits.
  7. Reduce or stop the identified workload, preserving evidence when possible.
  8. Add and verify swap if it is absent and permitted.
  9. Change overcommit policy only with a measured reason and a rollback path.
  10. Resize or redesign the workload if sustained demand exceeds the VPS envelope.

Bottom line

“Fork: Cannot Allocate Memory” is a process-creation failure, not a single switch to flip. Find the actual binding limit—RAM, swap, commit accounting, reserves, cgroups, provider quotas, or workload fan-out—then apply the smallest remedy that addresses it. Swap can absorb short bursts, and a temporary policy change can restore service, but lasting reliability comes from appropriate reserves, controlled concurrency, and enough memory for the workload’s measured peak.
