If a CogniRunner action now appears to run ahead of a Jira workflow transition, first check what starts the rule. Transition-bound workflow rules, event listeners, and scheduled jobs have different timing: listeners and jobs run asynchronously and cannot hold a committed transition open. If Jira must reject a transition until a check passes, put that blocking decision in a workflow validator.
Why a CogniRunner workflow can appear to run ahead
CogniRunner 3.3.0 added Jira event listeners and scheduled jobs alongside transition-triggered rules. LeanZero’s release article is dated September 9, 2026, and describes the Marketplace release as September 7, 2026. A listener responds to a supported Jira event; a scheduled job runs according to a five-field cron expression and selected IANA time zone. Both run asynchronously as the app, rather than inside the workflow transition. CogniRunner 3.3.0 release notes

That distinction matters if a workflow previously depended on an action finishing before the next step. A listener may react to an event caused by a transition, but it is a separate asynchronous run—not a continuation barrier. CogniRunner’s documentation says only validators block transitions; listeners and jobs run after Jira has committed the change. CogniRunner product documentation
Identify what is starting the rule
Check the rule definition before changing its logic. Determine whether it is a workflow validator, condition or post-function; a listener reacting to an event; or a scheduled job. The trigger tells you whether the automation is part of the transition, follows a Jira event, or runs on a time schedule.

- For a listener: identify the subscribed event, then check any issue filter and changed-field condition.
- For a scheduled job: check its five-field cron expression, selected time zone, and whether it runs once or across a JQL scope.
- For a workflow rule: confirm which transition and workflow function it is attached to, and whether the required behavior is intended to block the transition or run afterward.
Use the execution log to separate trigger timing from queue delay
Open the rule’s execution history and compare the trigger and run timestamps with the workflow’s transition time. For a listener, verify which event fired; for a job, compare the run time with its schedule and time zone. CogniRunner’s documentation says a queued run may include a note about time spent in Atlassian’s background event queue. That is platform queue delay, not time spent executing the rule itself. CogniRunner execution history documentation
The public documentation explains the distinction between transition rules, listeners and jobs, but it cannot identify which rule or site change caused a particular workflow to behave this way. To establish a case-specific cause, review the rule definition and execution history, including its trigger, timestamps, queue-delay note and version history.

Choose the mechanism that matches the required timing
| Need | Use | Timing and limitation |
|---|---|---|
| Reject a transition unless a condition passes | Workflow validator | Can block the transition; place the blocking decision in the transition-bound validator. |
| React to a Jira event | Listener | Runs asynchronously after the event; cannot block a change Jira has committed. |
| Run work on a time rhythm | Scheduled job | Runs asynchronously according to its cron schedule and time zone; cannot block a transition. |
For a listener or job that depends on another action, make the dependency explicit. Where supported, combine the steps in one run, or make the later rule trigger only after a condition confirms that its prerequisite is complete. If async queue delay is unacceptable, do not use an asynchronous listener or job as a synchronous transition gate. CogniRunner workflow and automation documentation

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCheck safeguards before enabling a changed listener or job
Use CogniRunner’s documented simulation and test controls, inspect execution history, and keep the kill switch available when enabling a changed listener or job. Leave ignore-self-generated-events enabled when a rule’s own writes could generate another subscribed event.

- CogniRunner documents a limit of 30 listener runs per issue in any five-minute window and 120 runs per listener in any five-minute window.
- Execution claims are intended to suppress duplicate deliveries.
- Scheduled-job presets range from every five minutes to monthly; the documented effective platform tick is five minutes.
These are product-specific published limits and controls, not independent performance measurements. They help manage repeated or duplicate work, but they do not make an asynchronous run wait for a transition. CogniRunner listener and scheduled-job safeguards
