Check those stages in that order rather than adding a fixed delay or assuming one setting fixes every page.
1. Confirm navigation reached the expected page
Start by checking the final URL and the main document response returned by page.goto(). A navigation promise resolving does not by itself establish that the page is the one your job expected. Puppeteer’s API documents that HTTP status should be read from the response; in headless shell mode, valid HTTP error responses such as 404 or 500 do not necessarily make goto() throw. See the Puppeteer Page.goto() API.

A non-2xx response, redirect to an unexpected destination, or missing response is a reason to investigate the request and target page before debugging PDF settings.

2. Wait for the content that belongs in the PDF
Navigation completion is not the same as application readiness. A client-rendered page can still be waiting for data or UI updates after its document loads. Prefer a selector or application-specific signal that represents the content to print. Puppeteer documents waitForSelector(), waitForFunction(), and waitForNetworkIdle(); generic network quiet can be a poor readiness test on pages with ongoing background requests. await page.pdf({ path: 'page.pdf' });Replace #report-content with a selector that is both meaningful and present on the target page. If the app exposes a reliable ready state, wait for that instead. Do not apply networkidle2 or a fixed sleep as a universal cure: neither proves the specific content you need is present.
3. Check print CSS before changing the PDF settings
Page.pdf() renders using the print CSS media type by default. A page that looks normal in a browser window can therefore become blank or incomplete if its print styles hide content, change visibility, or rearrange the layout. Inspect the page’s @media print rules and its computed styles in print mode first. The official Page.pdf() API documents this default.

When screen styling is the intended output
If the page is meant to be captured as it appears on screen and print styling is the difference, compare with screen media:

Background colors and graphics
printBackground defaults to false. If the page relies on background colors or images for legibility or layout, test printBackground: true. A missing background is different from a missing DOM: first establish whether text and elements are present, then determine whether a background is also needed.

4. Inspect PDF options that can hide or omit the result
Review the options passed by your code and any wrapper around it. In the documented PDF options, the default paper format is letter, preferCSSPageSize defaults to false, and pageRanges defaults to all pages. An explicit page range, paper-size choice, or CSS page-size preference can change what appears in the output. omitBackground defaults to false; enabling it removes the default white background. Check the PDFOptions API against the version installed in your project.

- Remove any unintended
pageRangesvalue while diagnosing. - Check
format,preferCSSPageSize, and any explicit width or height against the page’s layout. - Use
printBackground: trueonly when background graphics are required. - Make sure
omitBackgroundis not enabled if the document needs a white page background.
5. Verify font readiness using Puppeteer’s documented behavior
The PDF generation guide says Page.pdf() waits for fonts by default. The PDF options describe waitForFonts as waiting for document.fonts.ready, with a default of true; the documentation notes that bringing a background page to the foreground may be necessary. If fonts appear related to missing or shifted content, verify the installed Puppeteer version and this option before adding arbitrary delays. See the PDF generation guide and PDFOptions API.

6. Use this diagnostic order
- Log
page.url()and thepage.goto()response status; confirm the destination is correct. - Wait for a visible, page-specific content selector or application readiness signal; inspect that the expected content exists before printing.
- Compare print and screen media. If print CSS is intended, inspect its rules; if screen styling is intended, test
page.emulateMediaType('screen'). - Check backgrounds, paper sizing, page ranges, and any PDF options supplied by your application.
- Check font readiness through the documented default and
waitForFontsoption. - Record the installed Puppeteer and browser versions when reducing the problem to a reproducible case.
