A progress display alone cannot show whether conversion is paused, still progressing, or facing another problem. In an elevated Command Prompt, run manage-bde -status C:, replacing C: with the affected drive letter. Resume the operation only if the status shows it is paused.
Check the affected drive’s BitLocker status
Confirm the drive letter and whether the volume is the Windows system drive or a data drive. Then inspect that specific volume using either Command Prompt or PowerShell. Microsoft documents both methods for checking BitLocker volumes: manage-bde -status and the BitLocker operations guide.

Command Prompt
Open Command Prompt as an administrator and enter:
manage-bde -status C:Substitute the actual drive letter. The command can report all drives or a selected volume. Its output includes conversion status and percentage encrypted, along with protection status, lock status, encryption method, and key protectors. Record the results so you can distinguish a paused conversion from other states.

In an elevated PowerShell window, inspect the volume with:

Get-BitLockerVolume C: | Format-ListReplace C: with the affected drive. Properties such as VolumeStatus, ProtectionStatus, and EncryptionPercentage help describe the volume’s state.
Graphical views
Control Panel and File Explorer can show BitLocker status, but the command-line and PowerShell results provide more detailed fields for troubleshooting or sharing a repeatable status record with support.
Resume the operation only if it is paused
If the status shows that encryption or decryption is paused, run this in an elevated Command Prompt:

manage-bde -resume C:Use the affected drive letter. Microsoft’s command reference says this resumes BitLocker encryption or decryption after it has been paused: manage-bde -resume. It is not a universal fix for every slow or apparently frozen progress display; first verify the reported state.
If the state is unclear or the operation remains stalled
Collect evidence before trying a repair aimed at a different problem. Microsoft’s BitLocker troubleshooting guidance calls for reviewing event logs and gathering status, protector, policy, and prerequisite information: Troubleshoot BitLocker issues.
Review BitLocker event logs
In Event Viewer, open Applications and Services Logs > Microsoft > Windows > BitLocker-API. Review the Management and Operational logs for events around the time the conversion appeared to stop. Note the event details and timestamps; they can help identify whether the issue is related to policy, a prerequisite, or a particular error.

Gather system and configuration details
Record the BitLocker status and protectors, and check Windows Recovery Environment (Windows RE) status, TPM status, relevant policy results, and system configuration. On a work- or school-managed PC, ask the organization’s administrator or support team before changing settings: management policy can affect what actions are appropriate.

Match fixes to the exact error and circumstances
Before applying a special fix, compare it with the exact error message, Windows version and build, volume state, management setup, recent firmware or TPM changes, and event-log entries. For example, Microsoft’s article about error 0x80310059 addresses a policy-related scenario; it is not a general fix for every stalled progress indicator: BitLocker error 0x80310059.
Check whether a recent update or firmware change is relevant
Recent update history matters in specific cases, not as a reason to apply a blanket rollback. Microsoft documents a Windows 11 24H2 recovery issue associated with rolling back after KB5063878 or later. Check whether the reported release and update history match your PC before following that guidance: Windows 11, version 24H2 known issues.

For TPM or UEFI firmware updates, Microsoft recommends suspending BitLocker during the update to avoid recovery complications. If the apparent stall began around a firmware change, check the device and update guidance rather than assuming that the conversion itself needs to be restarted: BitLocker countermeasures.

repair-bde.exe is a block-level recovery utility for situations where other methods cannot unlock a BitLocker volume. Microsoft describes it as a recovery option, not a general remedy for ordinary slow encryption or decryption: repair-bde. Likewise, avoid generic instructions to force a full decryption and re-encryption, edit the registry, or run disk repairs without evidence that those actions address the specific problem. Back up important data before any potentially disruptive operation.
