Why is my app or website blocked by a firewall?
“Blocked” can describe several different failures. A DNS filter may refuse to resolve a domain, a firewall may prevent an application from making a connection, security software may interrupt a browser session, or the website itself may be unavailable. The same browser error can result from more than one cause.

The fastest diagnosis is to establish the scope first. If one unfamiliar site fails while unrelated sites load, investigate that domain, its DNS answer, or a specific policy. If many unrelated sites and apps fail, investigate the internet connection, router, service outage, or a device-wide security control before treating it as a site-specific block. Google Chrome Help recommends this one-site-versus-multiple-sites check.
| What you observe | More likely area | Best next check |
|---|---|---|
| One website fails and other sites load | Website outage, DNS result, browser state, or a domain policy | Check the exact URL, try Incognito, and inspect Secure DNS or filter logs |
| Several unrelated websites fail on one device | Browser, device security software, DNS configuration, or local firewall | Compare another browser or device and record the exact error |
| Most devices fail on the same Wi‑Fi | Router, ISP, network DNS, or network-wide filtering policy | Test mobile data and ask the network administrator to review policy and logs |
| Only one app fails while the browser works | Application permission, app-specific proxy, or firewall rule | Check the app’s network settings and use Windows “Allow an app through firewall” when appropriate |
| It works on mobile data but not Wi‑Fi | Wi‑Fi DNS, router policy, or managed network control | Compare the DNS path and have the Wi‑Fi administrator inspect the blocked-domain event |
Error codes are clues, not proof. A hostname-resolution error points toward DNS, but it does not prove intentional filtering; a connection-refused message can come from the destination server as well as a local policy.

First, establish exactly what is failing
- Confirm the address or app name. Check spelling, the top-level domain, and whether the app is the official installation you intended to open.
- Reload once and capture the full message. Record the code, the time, and whether the page displays a security or administrator notice. Do not repeatedly refresh while a policy administrator is investigating; repeated attempts can make logs harder to interpret.
- Open unrelated sites. Try sites that you normally use. If several fail, check the connection before changing an individual site’s settings.
- Compare a second path. When practical, test another device on the same network and the same device on a different permitted network. This separates a device problem from a network-wide problem.
- Check the network basics. A modem or router restart, or contacting the ISP, can help a general connectivity failure. It does not demonstrate that a firewall or DNS policy has been fixed.
Write down the results in a small matrix: device, network, app or URL, exact error, and time. That information is more useful to an administrator than “the internet is blocked.”
Could the browser alone be causing the block?
Yes. Extensions, cookies, cached data, an outdated browser, memory pressure, antivirus integration, and a website outage can all look like a firewall problem. Google Chrome Help lists these causes alongside network and firewall causes.
Use Incognito to separate browser state
- In Chrome, open the three-dot menu and choose New Incognito window.
- Enter the same URL without changing its spelling.
- If it works in Incognito, return to a normal window and disable extensions.
- Re-enable extensions one at a time, testing the page after each change. The extension enabled immediately before the failure returns is a strong suspect.
Incognito is a diagnostic comparison, not a way to defeat an organization’s policy. A network-level DNS or firewall block normally affects both normal and Incognito windows.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsClear data only when the evidence points to cached state
Do not begin by deleting all cookies and saved sessions. First test Incognito and extensions. If those tests indicate stale browser state, clear the relevant browsing data and sign in again if necessary. Cached DNS or page data can preserve an old result, so allow time for caches to expire when a policy administrator changes a rule.
How do I know if DNS filtering is blocking a website?
DNS filtering acts when a name such as example.com is translated into an IP address. A policy may return a block page, a deliberate non-routable answer, or no usable answer. The browser may then report that it cannot find the host. The same message can also mean the domain is misspelled, its DNS is broken, or its address changed.

Read the browser’s DNS setting
Chrome can use Secure DNS, which sends lookups to a resolver selected in the browser rather than necessarily using the network’s ordinary DNS server. Automatic mode can fall back to an unencrypted lookup when there are problems. When you select a custom Secure DNS provider, Chrome says it does not fall back to unencrypted lookup if that provider has issues.
- Open Chrome’s three-dot menu and choose Settings.
- Open Privacy and security, then Security.
- Find Use secure DNS.
- Note whether the setting is automatic or whether a specific provider is selected.
- For diagnosis, check the selected provider or temporarily turn Secure DNS off if you are permitted to do so. Test the same URL once, then restore the intended setting.
Changing this setting changes which resolver handles the lookup. It can therefore make a network filter appear to disappear without fixing the underlying policy. Managed devices and parental-control configurations can restrict Secure DNS; if the control is unavailable or locked, ask the administrator rather than trying to remove the control.

Have the filter owner inspect its logs
If the network uses a managed DNS filter, the administrator should search the DNS log for the exact domain and time, identify the matching rule, and determine whether the decision was intentional. Cloudflare’s policy-testing guidance specifically warns that “It is common for a misconfigured Gateway policy to accidentally block traffic to benign sites.”
During a policy test, the administrator should verify that the browser is not using an alternate resolver. Cached DNS results can also make a change appear ineffective or make an old block appear to persist. Apply one policy change at a time, wait for relevant caches to expire, and record the before-and-after result. This workflow is specific to the administrator’s filtering product; labels and log fields differ between systems.
Why can I open a site on mobile data but not Wi‑Fi?
That comparison strongly suggests a difference in the two network paths, but it does not identify the exact control. The Wi‑Fi network may provide a filtered DNS resolver, a router may enforce a category policy, or a managed firewall may block the destination. Mobile data may simply use a different resolver and egress address. The website could also treat the networks differently.

- On the Wi‑Fi connection, note Chrome’s Secure DNS mode and provider.
- Ask the Wi‑Fi administrator to search the domain in DNS and firewall logs at the recorded time.
- If the Wi‑Fi is a workplace, school, hotel, or family network, request an authorized exception rather than using a VPN or proxy to evade the rule.
If every device on that Wi‑Fi fails while devices on other networks work, the evidence favors a network-level issue. If only one device fails, compare its browser, DNS setting, security software, and local firewall with a working device.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →How do I allow an app through Windows Firewall?
For an app you are authorized to use, add a narrowly scoped allowed-app rule instead of turning Windows Firewall off. Microsoft warns that disabling the firewall can make the device more vulnerable to unauthorized access.
- Open Windows Security.
- Open Firewall & network protection.
- Choose Allow an app through firewall.
- Select Change settings if Windows requests administrator approval.
- Find the application in the list. If it is absent, use the option to allow another app and select the application’s verified executable.
- Enable only the network profiles the app needs, such as private rather than public, when that choice is appropriate for your environment.
- Choose OK, restart the app, and test the original operation.
Exact labels and available options vary by Windows version and organizational policy. An allowed-app entry permits the program to communicate; it does not repair a DNS block, a server outage, a bad proxy setting, or a policy enforced elsewhere.
When the Windows controls are unavailable
If the settings are greyed out, Windows reports that an administrator manages them, or the rule disappears after a restart, the device is probably governed by organization policy or security software. Do not remove management controls or disable protection. Give the administrator the app name, executable path if known, required network profile, and the exact error.
What do Chrome’s firewall and DNS error codes mean?
Chrome’s definitions help narrow the investigation, but each code requires confirmation from the surrounding tests.

| Code | Chrome’s meaning | What to check next |
|---|---|---|
ERR_NAME_NOT_RESOLVED |
The hostname could not be resolved, or it now has a different IP address. | Check spelling, Secure DNS provider, network DNS, cached results, and the filter log. Do not assume the domain was deliberately blocked. |
ERR_CONNECTION_RESET |
The connection was interrupted. | Check unstable connectivity, browser updates, VPN or proxy configuration, security software, and firewall events. |
ERR_CONNECTION_REFUSED |
The destination did not accept the connection, or the page may be blocked. | Compare another network and device, then distinguish a server refusal from a local firewall or policy decision. |
When several unrelated sites fail, return to the connectivity test: inspect the router or modem, check for an ISP or service outage, and compare another device. A code by itself cannot establish which layer made the decision.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should an administrator compare DNS resolvers and filters?
Speed is not established by the available evidence, so use operational questions instead. A resolver that is fast in one location may be unavailable, filtered, or managed differently in another.
| Question | Why it matters |
|---|---|
| Is the device or network managed? | Managed policy can override local settings and may prohibit changes. |
| Is the browser using its own Secure DNS provider? | The browser’s resolver may bypass or avoid the network resolver you are testing. |
| Does the filter log show the queried domain? | A log event ties the user-visible failure to a specific policy decision. |
| Was the block intentional? | A category rule or typo may have blocked a benign domain accidentally. |
| Is a narrowly scoped exception available? | An approved domain or app exception is safer than disabling broad protection. |
Document the resolver mode, policy name, domain, timestamp, client device, and result before and after an authorized change. Keep the exception as narrow as the legitimate requirement and set a review date if your organization supports one.
What information should I send when escalating?
Send a compact, reproducible report:
- Full app name or URL, including the path if relevant.
- Exact error text and code, copied rather than paraphrased.
- Date and time, with the time zone.
- Device, operating system, browser, and app version when known.
- Network used, such as home Wi‑Fi, office Wi‑Fi, or mobile data.
- Whether unrelated sites work and whether another device reproduces the failure.
- Chrome Secure DNS mode and provider, if visible.
- For a filter administrator, the domain and matching DNS or firewall log event.
These details let a network owner correlate the user’s test with policy logs. Chrome’s troubleshooting guidance and Cloudflare’s policy-testing guidance both support using exact errors and diagnostic records rather than guessing from a single symptom.

Safe fixes and common mistakes
Do not turn off all protection as a first step
Disabling Windows Firewall, antivirus protection, or every DNS control can expose the device and still leave the real problem unresolved. Use a temporary, authorized diagnostic change only when the administrator’s procedure calls for it, then restore the protection immediately.
Best Value
Do not bypass a deliberate policy
A workplace, school, parent, or security team may have blocked the app or domain intentionally. Do not remove management controls or use a VPN or proxy to evade that decision. Ask the policy owner to review the rule and explain the legitimate access requirement.
Do not treat a restart as proof
Restarting a router or computer can clear a transient fault, but it does not prove that a DNS filter or firewall rule changed. Record what changed and retest the same URL or app.
Do not confuse browser DNS with network DNS
Changing Chrome’s Secure DNS provider can alter the lookup path while leaving the Wi‑Fi policy untouched. Restore the intended configuration after diagnosis and have the administrator test the resolver path that users are expected to use.

A concise decision path
- One site or many? One suggests domain, browser, or policy scope; many suggests connectivity or a broader control.
- One device or every device? One suggests local settings; every device on one network suggests router, DNS, or network policy.
- Does Incognito change the result? If yes, investigate extensions and browser state.
- Does the error indicate name resolution? Check Secure DNS mode and have the filter owner inspect DNS logs.
- Does only an app fail? Check its settings and use the Windows allowed-app path when you are authorized to make that change.
- Is the device managed? Stop changing local controls and provide the administrator with the reproducible evidence.
This sequence minimizes unnecessary security changes while identifying whether the failure belongs to the browser, device, Wi‑Fi network, DNS policy, firewall, or destination site.
