Apache probably selected a different virtual host before it ever read the block you edited. It matches the request’s destination IP and port first, then compares the hostname with ServerName and ServerAlias. If no name matches, Apache uses the first virtual host listed for that IP-and-port combination.

Why Apache can ignore the DocumentRoot you edited
A request does not begin with a directory lookup. Apache first chooses a virtual-host set by the connection’s local IP address and port. Inside that set, it compares the request hostname with each block’s ServerName and ServerAlias. Only after a block is selected does its DocumentRoot determine where Apache looks for the requested file.

That order explains the common symptoms:
- The Apache default page appears because an unmatched hostname reached the first listed virtual host.
- A valid site is served, but it is the site belonging to another virtual host on the same address and port.
- Changing
DocumentRootappears to have no effect because the edited file is disabled, not loaded, or outside the IP-and-port group receiving the request. - Changing the root fixes the selected site but produces a
403 Forbiddenbecause the matching<Directory>permissions still describe the old path.
Apache’s documented fallback rule is precise: “If no matching ServerName or ServerAlias is found in the set of virtual hosts containing the most specific matching IP address and port combination, then the first listed virtual host that matches that will be used.”
The reliable fix is therefore to identify the virtual host Apache actually parsed, verify that the request reaches the intended IP and port, make the hostname names exact, activate the correct file, align its directory rules, then test and reload safely.

1. Inspect Apache’s parsed virtual-host map
Start with Apache’s view of its configuration, not with the file you expect it to use. Run the command appropriate to the installed binary:
apachectl -S
httpd -SThe output shows the address-and-port combinations Apache knows, the default virtual host for each combination, the ServerName and aliases it parsed, and the source file and line where each block was defined. Apache’s official virtual-host guidance recommends this listing as the first debugging step.
Read the output as a routing map
- Find the IP address and port that receive the request. An entry such as
*:80is not interchangeable with a different port or a more-specific address. - Locate the intended hostname under that address-and-port group. Confirm the expected
ServerNameor an exactServerAliasappears. - Note which block is marked as the default. That block will answer names that do not match any declared name in the most-specific group.
- Record the source filename. If it is not the file you edited, fix activation or ordering before changing content.
If the intended virtual host does not appear at all, Apache has not parsed it. On Debian and Ubuntu, that normally means the site is not enabled or the configuration contains an error that prevented activation. On Fedora and RHEL-style installations, it may be in a directory Apache does not include.
2. Confirm the hostname reaches this server
Apache can only select a name-based virtual host when the request arrives at the machine running that configuration. Check the DNS record for the exact hostname and verify that it resolves to the intended server IP. Test the same hostname and port that users use; checking only an IP address can select the default virtual host because the HTTP hostname is different or absent.

Use a hosts-file entry for local testing
When DNS is not ready, add a temporary entry to the client machine’s hosts file that maps the hostname to the server’s test IP. Then browse to the hostname, not the raw address. Remove the temporary entry after testing so it does not hide a later DNS problem.
For a request passing through a reverse proxy or load balancer, verify that the proxy sends the expected Host header and forwards traffic to the IP-and-port pair represented in the Apache configuration. A proxy that rewrites the hostname can legitimately cause Apache to select a different block even when the browser shows the desired domain.
3. Make every virtual-host name exact
Give each name-based block an explicit ServerName. Add every hostname that should reach that site with ServerAlias. A missing www alias, a spelling error, or an unexpected subdomain is enough to trigger the default block.
Common name coverage
- Use the bare domain as
ServerNamewhen that is the canonical address. - Add the
wwwform, or any other hostname that should serve the same files, as aServerAlias. - Do not assume that a wildcard or a different virtual host covers a name unless it appears in the parsed map from
apachectl -S. - Check capitalization, punctuation, and spelling. Hostname matching must correspond to the name sent in the request.
After editing names, rerun the virtual-host listing. It is possible to correct a file on disk while Apache continues to use an older enabled copy elsewhere.

4. Match the address and port before debugging names
Apache performs IP-and-port matching before it performs ServerName and ServerAlias matching. A block declared as <VirtualHost *:80> does not answer a request arriving on another port. Likewise, a more-specific address can take precedence over a wildcard block for the same port.
Compare the request with the declaration
- Write down the destination IP the client uses, including whether it is an IPv4 or IPv6 address.
- Write down the destination port. The browser’s URL, a proxy listener, and Apache’s listener must agree.
- Find the corresponding address-and-port group in
apachectl -Sorhttpd -S. - Check the hostname only within that group. A perfectly spelled name in a different group cannot match this request.
This check often explains why a configuration works on one listener but displays the default page on another.

5. Verify that the intended site is enabled and ordered correctly
The file you edit is not necessarily the file Apache loads. Debian and Ubuntu commonly separate available site files from enabled files. Confirm that the intended file is enabled and that its symlink appears under /etc/apache2/sites-enabled. A disabled file can contain a flawless virtual-host block and still have no effect.

/etc/apache2/sites-enabled/Use the distribution’s site-enabling command, such as a2ensite, to activate the intended configuration. Then inspect the enabled directory and rerun apachectl -S. Pay special attention to 000-default or another earlier file: if the requested name does not match, that earlier virtual host becomes the fallback for the address and port.

Fedora and RHEL-style layout
/etc/httpd/conf/httpd.conf
/etc/httpd/conf.d/These systems commonly load additional virtual-host files from conf.d. Confirm that the file is included by the active configuration and that no duplicate definition in another included file is the one Apache parses. Package layouts vary by release, so use the paths present on the server rather than copying a Debian directory structure.
Ordering matters only after the match fails
The first listed virtual host is not universally preferred. It becomes the fallback only when no ServerName or ServerAlias matches within the most-specific IP-and-port group. Fix the hostname or address mismatch first; reorder blocks only when you deliberately want to change the fallback site.

Set DocumentRoot to the intended absolute path. Then update the corresponding <Directory> block to the same path. Apache warns that leaving access settings attached to the old directory can turn a routing fix into an access error.

- The path in
DocumentRootmust be absolute and must point to the directory containing the intended site files. - The opening path in
<Directory>must match that root exactly, including spelling and capitalization. - Place
Require all grantedonly when the site is meant to be publicly readable; tighten access rules for private locations. - Use
AllowOverride Allonly when the application requires.htaccessdirectives. Otherwise, a narrower setting reduces hidden configuration.
A wrong root usually produces the wrong content, while a correct root with restrictive or stale directory rules often produces 403 Forbidden. Treat those as separate tests: first prove which virtual host answered, then verify access to its selected directory.
7. Test the configuration before reloading
Never reload an untested edit. Run the configuration validator supplied by the installed package:
apachectl configtest
apache2ctl configtest
httpd -tUse the command that exists on the server. A successful result means Apache can parse the configuration; it does not prove that DNS, the request hostname, or the selected root is correct.
Reload only after a successful test
Reload Apache with the service method used by the operating system and package. Service names and commands vary by distribution and release, so consult the local package documentation if the expected unit name is unclear. A reload applies the parsed configuration without requiring a full machine restart. If the configuration test reports an error, fix that error and test again before attempting a reload.
8. Prove which directory answered
Once Apache has reloaded, make the test observable. Place a distinctive temporary index file in each candidate document root, or add a temporary response header in the virtual-host configuration. Use a marker that cannot be confused with another site, such as the hostname and root path. Request the exact hostname and port again and check for that marker.
Use the access and error logs
- Inspect the access log associated with the intended virtual host to confirm that the request reached it.
- Inspect its error log for permission failures, missing files, or configuration directives rejected at request time.
- If no entry appears in the intended log, return to the hostname, address, port, proxy, and activation checks; another virtual host may be logging the request.
Remove temporary markers after the routing test. Keep permanent, clearly named logs for each virtual host so the next incident can be traced without changing site content.
Configuration comparison checklist

Final verification checklist
apachectl -Sorhttpd -Sshows the intended virtual host, names, address, port, and source file.- The hostname resolves to the server that owns this Apache configuration, or a temporary hosts entry directs it there for testing.
- The request’s port is covered by the selected
<VirtualHost>declaration. - Every hostname users need appears in
ServerNameorServerAlias. - The intended site file is enabled, and an unintended default block is not receiving unmatched requests.
DocumentRootand the matching<Directory>path are identical and point to the intended files.- The configuration test passes before reload.
- A distinctive test marker and the virtual host’s logs confirm which directory answered.
Once those checks agree, Apache is no longer guessing: the request is reaching the expected listener, matching the intended names, selecting the intended virtual host, and serving the directory defined by its active configuration.
