These are separate problems, so changing a prompt or browser setting at random is unlikely to help.
Identify which step is failing
“Cannot open a webpage” can mean the agent has no browser tool, cannot reach the site, lacks access to a signed-in session, fails to navigate, or opens the page but captures it incorrectly. Use the tool’s error message and available browser state to locate the failure before changing settings.

- No navigation or screenshot tool is available: check tool configuration and policy.
- Navigation returns an access or connection error: check sign-in, permissions, domain rules and network transport.
- The page opens but the image is empty, incomplete or stale: check page readiness and rendering separately.
1. Confirm the agent has browser tools
Check the agent’s available tools for both browser navigation and screenshot capture. If either is missing, the agent cannot perform that step, regardless of how the prompt is phrased.

- Check that the setting
workbench.browser.enableChatToolsis enabled. - In the chat tool configuration, select the built-in Browser tools the agent needs.
- If the setting or tools are unavailable, check whether an organization policy disables them.

2. Check whether the agent can access the right browser session
An agent’s browser may be isolated from the tabs and sign-in state in your normal browser. VS Code states, “By default, an agent can’t access browser pages that you opened.” Agent-opened pages do not automatically inherit your cookies or storage.
If the page is public
Have the agent open the public URL in its own browser session. No user sign-in should be needed, though the site may still restrict automated access.
If the page requires your sign-in
In VS Code, open the authenticated page in the integrated browser and choose Share with Agent. Sharing makes that page available to the agent; you can unshare it later. Do not assume that opening a new agent-controlled tab will carry over your login. See Microsoft’s browser-tools guidance.

3. Separate network reachability from authorization
A browser can be running normally and still be unable to access a particular domain. Network filtering or an organization’s policy may block the destination. Alternatively, the browser service may be reachable but deny the agent because its identity lacks permission or its credentials target the wrong account.

For VS Code
Read the actual tool error, then check domain filtering and organization policy. If the site is intentionally restricted, use an approved route rather than trying to work around the restriction.
For AWS AgentCore Browser
Verify that the IAM identity has the required browser permissions and that the credentials point to the expected AWS account. Also confirm that the browser session started and is still active. AWS documents a default sessionTimeoutSeconds of 900 seconds (15 minutes); a session that has expired must be restarted. The value is specific to this service, not a general browser-session limit. 4. Check browser lifecycle and automation transport
If a managed browser connection fails before the page loads, check the browser session and the automation connection before debugging the website itself.

- Confirm the automation library required by the integration is installed.
- If using AWS AgentCore with Playwright, verify WebSocket connections are allowed by the network.

5. Navigate, wait for the page, then capture
A successful navigation does not guarantee that a screenshot will show the final content. JavaScript-heavy pages may render after the initial load event, and images or other elements may appear later. Wait for the state that matches the page, inspect what is visible, and only then capture.
Example with agent-browser
The documented sequence is to open the URL, wait for the load event and take the screenshot:

agent-browser screenshot screenshot.pngFor a dynamic page, waiting for a specific visible result or first rendered frame can be more reliable than waiting only for navigation. Use the wait options supported by your installed agent-browser version; other browser tools have their own commands. The project’s guidance is at agent-browser.
If an overlay blocks a click
Cookie notices, dialogs or other overlays can cover the target. Use the error’s covering-element information to handle the overlay, then take a fresh page snapshot before reusing element references. References from a prior snapshot may no longer describe the current page.

6. Diagnose a blank screenshot as a rendering problem
If the page is visibly present in the browser but the saved screenshot is black or blank, navigation may already have succeeded. Compare headless and headed capture and check whether the page uses a rendering path such as WebGPU.
The agent-browser project documents a specific caveat: headless Chrome lacks WebGPU by default, and WebGPU canvas screenshots have an additional capture limitation on Windows and Linux. Its documentation describes a --webgpu preset and recommends headed capture for the cited cases. This is not a general fix for blocked domains, missing tools or ordinary blank pages; apply it only when the browser, operating system and page’s rendering path match the documented case. 7. Treat human-verification challenges as access boundaries
A CAPTCHA or similar challenge may require a person to verify access. AWS recognizes CAPTCHA as a point where an agent may be unable to proceed. Do not try to evade the challenge. For a legitimate workflow, use a site-provided API or supported integration, or have a human complete the verification.

What to check in other browser services
Providers expose different controls, but useful evidence includes navigation results, DOM state, screenshots, network activity and console output. Why can’t my AI agent open a webpage?
The cause depends on where the attempt stops: the agent may lack browser tools, be unable to access the right signed-in session, face a domain or permission restriction, or have a failed browser connection. Check the tool error and follow the matching diagnostic step above.
Why is my browser agent screenshot blank?
First establish whether the page itself rendered. If it did, investigate capture readiness and rendering separately; the documented agent-browser WebGPU caveat applies only to its specified headless and platform cases.
