First identify what is blinking: an arrow with a blue busy circle, the text caret inside typing fields, or the entire display. These symptoms have different likely causes. For a pointer-only busy animation, start with background apps and Windows Explorer; check input and display drivers next. If the whole screen flickers, use Task Manager to help distinguish a display-driver problem from an incompatible app.
Identify what is blinking
Watch the screen long enough to tell which visual element changes. Windows may show a normal arrow alternating with a blue busy circle, a blinking text insertion caret, or flicker across the whole display. One Windows 11 user described an arrow and busy circle flickering while the laptop was idle, but that report does not establish a universal cause.

- Arrow plus busy circle: Windows or an application may be reporting background activity. Begin by checking software activity.
- Text caret only: If the thin vertical line blinks only where you can type, it is the text insertion cursor, not the mouse pointer. Microsoft has text-cursor visibility settings in its accessibility guidance; changing them will not fix an arrow or busy-circle issue.
- Whole display: If windows, icons, or the desktop flicker too, follow the screen-flicker diagnostic below rather than treating it as a mouse-only fault.
Also note when it happens: only in one app, at the idle desktop, after startup, or after a Windows or app update. Record recently added or updated utilities as clues to test, not proof of cause.

Restart Windows Explorer
Restarting Explorer is a low-impact first step if the arrow or busy circle flickers at the desktop:

- Press Ctrl+Shift+Esc to open Task Manager.
- In Processes, select Windows Explorer.
- Select Restart. The taskbar and desktop may briefly disappear and return.
This step was suggested by a Microsoft Community moderator in response to an idle-pointer report; it is community guidance, not a guarantee or a dedicated Microsoft Support fix.
Check recently added or updated software
Close recently installed or updated utilities, especially those that run in the background, and see whether the flickering stops. If the timing coincides with a Windows or app update, include that in your notes. A 2022 Microsoft Q&A discussion includes individual reports naming Armoury Crate, but community replies do not show that it is a general cause; do not remove a particular vendor utility unless testing on your PC supports that conclusion.

Use a clean boot to isolate background software
A clean boot starts Windows with a minimal set of drivers and startup programs, which can help determine whether background software is involved. Microsoft Community guidance recommends it for isolating a flickering-pointer issue. Follow Microsoft’s clean boot instructions. If the flicker stops in the clean-boot state, re-enable startup items and services in groups until the symptom returns; this narrows down the likely conflict. Restore normal startup when finished, because a clean boot intentionally limits what starts with Windows.
Check mouse and touchpad connections or drivers
Rule out a basic mouse connection issue
- For a wired mouse, reconnect it and try another USB port.
- For a wireless mouse, check its battery or charge and reconnect the receiver.
- If the mouse itself is not working properly, test it on another PC with its required driver installed. Microsoft suggests considering replacement if it also fails there.
These checks help isolate a nonworking device; they do not establish that buying a new mouse will stop a busy-circle animation.

- Your hand can relax in comfort hour after hour with this ergonomically designed mouse. Its contoured shape with soft rubber grips, gently curved sides and broad palm area give you the support you need for effortless control all day long.
- You’ve got the control to do more, faster. And side-to-side scrolling plus zoom gives you the power to scroll horizontally and vertically through your music library, maps and Facebook feeds, and zoom in and out of photos and budget spreadsheets with a click.* * Requires Logitech SetPoint software (Windows) or Logitech Control Center software (Mac OS X)
- Two years of battery life practically eliminates the need to replace batteries. ** The On/Off switch helps conserve power, smart sleep mode extends battery life and an indicator light eliminates surprises. ** Battery life may vary based on user and computing conditions.
- The tiny Logitech Unifying receiver stays in your laptop. There’s no need to unplug it when you move around, so there’s less worry of it being lost. And you can easily add compatible wireless mice and keyboards to the same wireless receiver.
Update or reinstall a touchpad driver
On a laptop, a missing or outdated touchpad driver can cause touchpad problems. Microsoft recommends checking for updates through Windows Update or Device Manager. If updating does not help, reinstall the touchpad device through Device Manager; if the issue remains, contact the PC maker for device-specific support and drivers. See Microsoft’s touchpad troubleshooting guidance.
If the entire screen flickers, use Task Manager to narrow the cause
Microsoft says screen flicker is commonly associated with a display-driver issue or an incompatible app. Open Task Manager and compare it with the rest of the display:

- Pair and Play: With fast, easy Bluetooth wireless technology, you’re connected in seconds to this quiet cordless mouse —no dongle or port required
- Less Noise, More Focus: Silent mouse with 90% reduced click sound and the same click feel, eliminating noise and distractions for you and others around you (1)
- Long-Lasting Battery Life: Up to 18-month battery life with an energy-efficient auto sleep feature, so you can go longer between battery changes (2)
- Comfortable, Travel-Friendly Design: Small enough to toss in a bag; this slim and ambidextrous portable compact mouse guides either your right or left hand into a natural position
- Long-Range: Reliable, long-range Bluetooth wireless mouse works up to 10m/33 feet away from your computer (3)
- Task Manager flickers too: A display driver is more likely. If the problem began after a driver update, try rolling that driver back. Otherwise, try updating or uninstalling the display driver; Windows attempts to reinstall an uninstalled driver after restart.
- Task Manager stays steady while the rest of the screen flickers: An incompatible app is more likely. Update or remove suspected apps one at a time to test.
Restart after display-driver changes. The diagnostic and driver advice apply most directly to whole-screen flicker; they are not a definitive diagnosis or guaranteed fix for an isolated blinking pointer. Microsoft’s instructions cover Windows 11 and Windows 10, but Microsoft support for Windows 10 ended on October 14, 2025. Consult the computer maker for graphics drivers specific to your device. See Microsoft’s screen-flicker troubleshooting page.

Know when to escalate
If the symptom persists after checking background software and the relevant input-device driver, note whether it occurs in a clean boot and whether it affects only the pointer or the entire screen. For touchpad trouble that remains after reinstalling its driver, contact the PC manufacturer. For whole-screen flicker, use the Task Manager comparison and the display-driver or app branch above.
