To fix a Google manual action, open the Manual Actions report in Google Search Console, identify every listed issue and affected URL pattern, correct the policy problem across its full scope, and then select Request Review. Explain what was wrong, what you changed, and the result. Google says most reviews take several days or weeks; some link-related reviews take longer.
What a Google manual action means
A manual action means a human Google reviewer determined that pages on your site do not comply with Google’s spam policies. Depending on the action, some or all of the site may be affected. Those pages can rank lower or be omitted from search results without a special warning appearing to people who search.

The Manual Actions report describes the issue and shows patterns of affected URLs. A pattern helps you find the scope, but it does not prove that every URL matching it is affected. Review the notice and investigate the pages it points to rather than assuming that a whole folder, template, or site section has the same problem.

A drop in organic traffic or rankings alone is not evidence of a manual action. Google’s manual-action report covers issues identified through human review, often involving attempts to manipulate search results. Spam policies may also be enforced by automated systems, but a manual action is confirmed by a corresponding notice in Search Console. That distinction matters: the remedy and review-request process described here apply to an actual manual action, not every ranking fluctuation or suspected algorithmic change.

Google handles security problems in a separate Security Issues report. Hacking or behavior that could harm visitors may need investigation there even if you are also addressing a manual action. If the Manual Actions report has no notice, do not submit a reconsideration request for a suspected ranking change; investigate other possible causes instead.
How to find the issue and map its scope
- Open the report for the right property. In Google Search Console, select the property that covers the affected site and open the Manual Actions report. Also check the Search Console message center and the notification email associated with the property.
- Expand each action. Read the specific description and record the affected URL patterns. Check every separate action shown; resolving one does not resolve another.
- Use patterns as a starting point, not a complete inventory. Inspect representative URLs and the systems that generate or publish similar pages. Since a listed pattern does not necessarily mean every matching page is affected, determine which pages actually exhibit the cited issue.
- Match the problem to the notice. Use the report’s issue-specific guidance and the spam policy it identifies. Do not infer the violation from a traffic graph or apply a generic cleanup to a problem that calls for a different fix.
If the notice may relate to compromised content or harmful behavior, check the Security Issues report as well. The two reports identify different kinds of problems; addressing one does not establish that the other is clear.
Make a working inventory before editing. For each action, note the stated issue, the URL patterns, pages you sampled, and any shared template, plugin, publishing workflow, or redirect configuration that might explain the problem. The report helps you locate the affected scope, but your review should also look for the same issue beyond the most obvious example. A problem generated by one template or submission process can appear on multiple pages even when the report shows only a pattern or sample.

How to fix the violation before asking for review
The corrective work depends on the action. Start with the report’s description, then inspect the relevant content, code, redirects, markup, or publishing process. Google expects the underlying problem to be fixed across the affected scope, not just on a few sample pages.
User-generated spam
Review forums, comments, profiles, and other areas where visitors can submit content. Find and remove inappropriate spam, including material that may be overlooked in older or less-visited sections. Consider measures that prevent the same problem from returning, such as better moderation or controls on submissions. The point of review is not just to remove a conspicuous example while leaving the same issue elsewhere.
Also examine whether the process that allowed the spam is still active. If comments, profiles, or forum posts can be created or edited, a one-time deletion may not address the broader source of recurring spam. Google’s guidance recommends both locating spam in user-submitted areas and considering preventive measures. Describe the cleanup and any relevant prevention steps accurately in your request.
Hidden text or keyword stuffing
Check what Google can fetch and see with URL Inspection, then compare that content with the page people receive. Look for text hidden through styling as well as unnatural repetition of search terms. Remove or restyle elements that violate the policy, and inspect other affected pages built from the same template or content process.

Do not check only the rendered desktop view if the affected content is generated differently in another version. The useful question is whether the fetched page and visible page present the content in a way that complies with the cited policy. If a shared stylesheet or template caused the issue, verify pages using that same implementation after the change.
Cloaking or sneaky redirects
Compare the page Google fetches with what a person sees, and investigate the code or configuration that produces any mismatch. Remove the cause rather than merely changing the visible page. For a sneaky mobile redirect, Google’s guidance recommends testing the corrected behavior on a smartphone or mobile emulator as well as checking the page as Google fetches it.
Check the actual behavior on the affected device and destination, rather than assuming a change in the desktop browser proves the redirect is fixed. If redirect rules, scripts, or device-specific settings are involved, confirm that the corrected configuration applies to the relevant pages and users. Document the verification you performed so the review request describes observed results, not simply intended behavior.
Structured-data violations
Review the markup against Google’s structured-data guidelines. Correct misleading, invisible, or page-mismatched structured data where applicable. A structured-data manual action affects eligibility for rich-result appearances; Google says it does not change the page’s ranking in ordinary Google web search. Treat it as a markup and enhanced-appearance issue, not as proof that the page has been demoted in standard results.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCheck that the structured data accurately reflects content people can see on the page and that it is appropriate for the page. Do not assume that removing a rich-result feature is the same as resolving a cited violation; inspect and correct the markup called out by the notice. The expected impact is on rich-result eligibility, so evaluate the action in that context rather than using ordinary ranking changes as the sole measure of whether the problem is fixed.
Site reputation abuse
Google defines site reputation abuse as publishing third-party pages on a site to exploit the host’s ranking signals. Third-party material is not automatically a violation, and appropriately marked affiliate links are not site reputation abuse by themselves. The question is whether third-party pages are using the established site’s reputation to manipulate rankings.
Choose a remedy that addresses that underlying use of the host site, rather than relying on a change in URL or indexability alone:

| Remediation option | What it addresses | Important limitation |
|---|---|---|
| Remove the violating third-party content | Eliminates the pages that create the policy problem. | Check for other affected pages or content sources that remain. |
| Rebuild as genuinely first-party content | Changes the substance and ownership of the content rather than just its location. | The result needs to be a real change to the content and its purpose, not a relabeling of the same third-party pages. |
| Move the content to a new domain | Separates it from the established host’s reputation. | Moving material to a subdirectory or subdomain of the same site may not solve the problem and may be treated as circumvention. |
| Add noindex to the content | Prevents the pages from being indexed. | Noindexing does not automatically clear the action. Google says to reply through Search Console and explain what was done. |
These options are not interchangeable shortcuts. Compare them by asking whether the third-party content remains on the same established domain, whether the change actually addresses its use of the host’s reputation, and whether the change could look like an attempt to work around the policy. Removing pages directly addresses the content that caused the issue; rebuilding as first-party content requires a substantive change, not merely new branding. A new domain can separate the content from the established host, while moving it to a subdirectory or subdomain of that same site may not resolve the underlying concern.

Google’s policy guidance says that simply relocating content within the same site may fail to address the issue; the remedy should change how the third-party content uses the host’s reputation. Check the complete fix and make corrected pages accessible
Before requesting review, verify that the correction works on the affected pages and addresses every listed action. Google says fixing only some affected pages will not earn a partial return to search results. A narrow fix that leaves the same violation on other affected pages is not ready for review.
- Check affected URL patterns and the pages or systems that share the same problem.
- Use the verification method relevant to the notice, such as URL Inspection for fetched content or a smartphone or mobile emulator for a mobile redirect.
- Make sure Google can access the corrected pages for review. They should not require a login, sit behind a paywall, or be blocked by robots.txt or a noindex directive in a way that prevents Google from checking the fix.
- Resolve every separate manual action shown in the report, not only the one that seems most prominent.
- Describe only changes you have actually made and checked; do not claim that a site is clean based on a sample that does not cover the affected scope.
Access is part of the practical check, not an administrative detail. A page may look fixed to you while Google cannot fetch it because of an access restriction or crawl directive. Review the changed pages in their corrected state and confirm that the inspection is not blocked by a login, paywall, robots.txt rule, or noindex directive. If the remedy changes access or page behavior, verify that the relevant corrected content remains available for Google’s review.
Before submitting, revisit the action list and compare it with your inventory: every listed action should have a corresponding fix and verification step. This is also the time to check whether similar pages outside the most obvious pattern share the same issue. A complete, reviewable cleanup is more useful than a fast request based on a handful of sample URLs.

How to request a review in Search Console
Once the relevant issues are corrected and the changed pages are accessible, return to the Manual Actions report and select Request Review. Submit one factual, specific explanation that lets a reviewer understand the violation and assess the remedy.
Google’s Search Console Help says a good request explains the exact quality issue, describes the steps taken to fix it, and documents the outcome of those efforts. For a broad spam issue, its report guidance suggests giving examples of bad content removed and good content added. Keep examples relevant to the notice and the changes you made.

What to include
- The issue: Identify the action and policy problem described in the report.
- The work: Explain the actual corrective steps, including the affected sections, pages, or systems you addressed.
- The outcome: State what changed and how you checked that the fix works. For a content cleanup, examples of removed bad material and added good material can make the outcome concrete.
- Any remaining scope: Be clear about the scope addressed and do not imply that uncorrected pages have been fixed.
A concise account is more useful than a generic promise to follow Google’s rules. Do not submit before the work is complete, and do not claim to have removed or corrected material that you have not verified. Use enough detail to make the change understandable, but keep the explanation tied to the action instead of recounting unrelated SEO work or traffic history.
A practical request outline
The Manual Actions report identified [issue] affecting [relevant pages or pattern]. We [specific actions taken], including [concrete examples]. We checked the corrected pages by [verification performed] and confirmed [observed outcome].
Replace each bracketed part with accurate details about your site; omit anything that does not apply. The outline is not a required Google form or a guarantee of approval. If the issue involved content, explain what was removed or changed and, where useful, give examples of good content added. If it involved behavior or markup, describe how you tested the corrected behavior or inspected the updated pages.
How long a review takes and what the decision means
Google says most reconsideration reviews take several days or weeks. Link-related cases may take longer than usual, so there is no fixed turnaround time to promise. Google confirms receipt of a request and sends a message when the review is complete; monitor Search Console and the email associated with the property for updates.
Do not submit another request while the current one is awaiting a decision. A request is not a guaranteed reinstatement: Google says it will revoke the action if its review determines that the site is no longer violating the relevant policy.
If the review finds that the cited violation remains, use the report and the relevant policy guidance to identify what still needs attention. Correct the remaining problem across its affected scope, verify that Google can access the corrected pages, and follow the current instructions in the report before making another request. Do not treat a pending request as a reason to send repeated submissions; wait for the decision and then respond to what it says.
What the site-reputation action means for EEA search results
Google announced on August 28, 2026 that, starting August 30, 2026, site-reputation manual actions affect Search results shown outside the European Economic Area (EEA). Google says the impact does not apply to users in the EEA; instead, the affected section may be separated and ranked independently over time. Site owners continue to receive Search Console notifications and can submit reconsideration requests.
This geographic scope is specific to the site-reputation policy. It should not be applied to other kinds of manual actions, whose effects depend on their own notices and policy issues. The date and geography matter when interpreting this particular action: the EEA treatment is not a general exemption from Google’s spam policies and does not replace the need to address the issue identified in Search Console.

Common mistakes that slow down a resolution
- Treating a traffic decline as proof. Check the Manual Actions report; a decline without a notice does not establish a manual action.
- Fixing only the example URL. Trace the issue through the affected patterns and any shared publishing or technical systems.
- Sending a vague request. Explain the cited issue, the concrete work completed, and how you checked the outcome.
- Blocking review access. A corrected page that Google cannot access because of a login, paywall, robots.txt rule, or noindex block may not be reviewable.
- Resubmitting while a decision is pending. Wait for Google’s decision on the outstanding request.
- Confusing reports or policy effects. A security notice belongs in the Security Issues report, while a structured-data action concerns rich-result eligibility rather than ordinary web ranking.
- Assuming all third-party content is prohibited. The site-reputation issue is the use of the host’s ranking signals to exploit rankings; third-party content alone and appropriately marked affiliate links are not automatically violations.
- Moving the same pages within the site and stopping there. A new URL under the same established site may not address how the content uses the host’s reputation and could be seen as circumvention.
- Assuming noindex alone resolves a site-reputation action. Explain the steps through Search Console; noindexing does not automatically clear the action.
Frequently Asked Questions
How do I fix a Google manual action?
Open the Manual Actions report in Search Console, expand every listed action, and use its description and affected URL patterns to determine the scope. Correct the cited policy issue across all affected pages, check that Google can access the corrected pages, and then request a review with a factual account of the fix and its outcome.
How do I request a review in Search Console?
After fixing every listed issue, open the Manual Actions report and select Request Review. Explain the exact issue, the steps you took, and what those steps achieved. For a broad spam cleanup, include relevant examples of bad content removed and good content added. Submit one request and wait for the decision.
How long does a reconsideration request take?
Google says most reconsideration reviews take several days or weeks. Some link-related reviews may take longer, so there is no fixed turnaround to rely on. Monitor Search Console and the associated email for the decision, and do not submit another request while one is pending.
What should I include in a reconsideration request?
Identify the quality issue in the report, describe the corrective work completed across the affected scope, and document the outcome or verification. Keep the explanation specific and truthful. If relevant, give examples of spam removed and good content added; do not claim work you have not completed or checked.
Does a structured-data manual action lower my regular Google rankings?
Google says a structured-data manual action removes eligibility for rich-result appearances but does not affect how the page ranks in ordinary Google web search. Correct the cited markup issue and assess the action as a rich-result eligibility problem rather than assuming it explains a regular ranking decline.
Is third-party content or an affiliate section automatically site reputation abuse?
No. Google says third-party content by itself is not a violation, and appropriately marked affiliate links are not site reputation abuse by themselves. The policy concerns publishing third-party pages to exploit the host site’s ranking signals. A fix should address that underlying use; simply moving pages within the same site or adding noindex may not clear the action.
Does the EEA rule apply to every Google manual action?
No. Google’s August 28, 2026 update says the site-reputation manual-action impact beginning August 30 applies to Search results outside the EEA; Google describes a different treatment for affected sections in the EEA. That geographic scope is specific to site-reputation actions and should not be generalized to other manual actions.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →What if there is no Manual Actions notice but my traffic has dropped?
A traffic decline alone does not confirm a manual action. Check the Manual Actions report and related Search Console messages. If there is no notice, do not submit a reconsideration request for a presumed manual action; investigate other possible causes. Check the Security Issues report separately if hacking or harmful behavior may be involved.
The Bottom Line
Use the Manual Actions report to identify the actual policy issue and affected scope, fix every listed problem, and confirm Google can access the corrected pages. Then submit one specific review request describing the issue, the work, and the result. Wait for Google’s decision; most reviews take several days or weeks, and approval is not guaranteed.
