Set the time-zone offset for that place on that date. The form can adjust for U.S. daylight saving time. For manually entered coordinates, however, it does not determine whether the location observes daylight saving time, so account for that yourself.

Submit the form and look for the Moon’s rise time, set time, transit time, phase and illuminated fraction. Times are shown on a 24-hour clock; for example, 19:30 is 7:30 p.m.

Understand what the phase and times mean
The phase is for local noon
The displayed phase and illuminated fraction are calculated for noon on the requested date in the time zone you selected. They describe the Moon’s phase at that point in the day, not necessarily at the moment it rises. The USNO’s API documentation also identifies the closest primary phase.

Moonrise depends on both date and location
The Moon’s rise time is a location- and date-specific prediction. A generic lunar phase calendar can tell you about the phase, but it is not a substitute for local rise and set data. NASA notes that when the Moon is visible depends on its phase, the time of year and the observer’s location—and the Moon can be visible in daylight. For exact local moonrise and moonset, NASA points readers to local predictions; the USNO tool provides predictions for a selected date and location.

What it means if no rise time appears
According to the USNO API documentation, an event time can be returned as null when the Moon remains continuously above or below the horizon. In that case, there may be no moonrise on the selected date at that location. Check the date and coordinates if the result seems unexpected.

A calculated rise time is a prediction, not a guarantee that the Moon will appear over the horizon at that exact minute from your particular viewing spot. The USNO’s rise and set definitions explain that atmospheric refraction is unpredictable, and that local topography and the observer’s height can affect the observed timing. At high latitudes, where the Moon may cross the horizon at a shallow angle, small changes in refraction can shift the apparent time by many minutes.

For a practical viewing plan, use the prediction as a guide and consider the actual horizon where you are standing. A hill, building or other obstruction can also keep the Moon out of view even after its calculated rise.
