Start with SAM.gov to find the contract award
SAM.gov is the current public search location for federal contract award data. GSA says public-facing FPDS functionality has transitioned to SAM.gov; FPDS ezSearch was decommissioned on February 24, 2026. You can search by a project phrase, contractor or legal business name, agency, solicitation or notice identifier, or PIID (Procurement Instrument Identifier), if you know it. GSA says the search supports filters including keyword, agency, and legal business name. A SAM.gov account is required to view public search results, but GSA says no specific role is needed.

- Open SAM.gov Contract Awards.
- Search using the most distinctive information available: start with a PIID or notice identifier if you have one; otherwise try the project description, agency, or contractor’s legal business name.
- Refine the results with available filters, such as agency, awardee, or set-aside.
- Open the award record and note its identifier and transaction details. Do not treat a solicitation or opportunity as proof that a contract was awarded; confirm the award in the award records.
Where available, SAM.gov connects award records with opportunities and subcontract reports, which can help link an original solicitation to an award. For repeatable searches and reporting, GSA points users to its Data Bank and Open.gsa contracting data APIs.

Use USAspending.gov to follow financial changes
USAspending.gov complements SAM.gov with award and transaction searches and broader federal spending context. Filter by time period, location, agency, recipient, award description, award amount, NAICS (industry classification), or product/service code. Once you find the award, inspect its transaction history to see reported modifications and changes rather than relying on a search-result snippet or a single amount.

Keep the award identifier so later records can be matched to the same contract. For an important finding, cross-check the award against its SAM.gov record and relevant agency announcements; the Congressional Research Service has noted data-quality issues in USAspending.

Read award amounts, transactions, and locations carefully
Obligations are commitments; outlays are payments
An obligation is a federal spending commitment. An outlay is money paid. Neither, by itself, shows that a particular amount of construction has been completed. A contract modification, a change in obligations or outlays, an agency milestone announcement, and physical progress at a site are different kinds of updates; label them accordingly.

Reported transactions may lag
The Congressional Research Service’s April 22, 2025 report says agencies generally are required to report award transactions within 30 days after implementation. Department of Defense data may take longer, generally 90 days. These are general reporting expectations, not a promise that every record will appear on that schedule. A record’s absence or unchanged amount should not be treated as proof that no contract activity has occurred.

Recipient address is not necessarily the job site
A contractor’s headquarters or mailing address can be far from the construction site. To investigate project geography in USAspending, use the place-of-performance information rather than assuming the recipient’s location is where work is happening.

Find actual project progress through the responsible agency
For construction schedules, site updates, or delivery milestones, identify the federal agency responsible for the project and check its project page or project office. Award and spending portals document procurement and financial records; the sources above do not establish a universal federal construction progress tracker.
For enacted Congressionally Directed Spending and Community Project Funding, GAO’s Tracking the Funds tool can show designated funds, obligations, and outlays when available. Its scope is limited to the covered funding programs; it is not a tracker for every federal construction project and does not establish physical completion.
