A web shell found on an on-premises Microsoft Exchange server is evidence of possible compromise—not a problem you can safely resolve by deleting one file. Preserve evidence if required, contain the affected server, investigate for other attacker activity, and coordinate removal and recovery with your incident-response lead. Microsoft’s detailed Exchange web-shell procedure dates to March 2021, so verify current guidance and compatibility with your Exchange and Windows versions before acting.
What a web shell means for an Exchange server
A web shell is malicious code placed on a web server that can give an attacker remote access. It may support command execution, data theft, or use of the server as a foothold for attacks elsewhere. Microsoft reported web shells being used for persistence after exploitation of on-premises Exchange vulnerabilities. That historical reporting does not mean every compromised server has the same files, locations, or attack sequence.

Treat a suspected or confirmed shell as an incident indicator. The investigation must establish whether the attacker also harvested credentials, moved laterally, or created other persistence. A malware scan can contribute evidence, but it is not a forensic investigation or proof that the server or organization is clean.

Establish incident ownership and preserve evidence
Notify the incident-response lead and relevant service owners. Record how the file or alert was discovered, its observed path and timestamps, and the related alerts and logs. Preserve forensic evidence before making changes when required by your incident plan, legal obligations, or investigation. Do not delete a suspected file before deciding whether a forensic copy is needed.

Contain the affected server
Microsoft’s March 2021 Exchange web-shell remediation workflow directs responders to disconnect the affected server from the network. Coordinate the action with incident leadership and service owners so its effect on mail and dependent systems is understood. Choose containment measures based on the incident plan and environment rather than improvising changes that could erase evidence or disrupt recovery.
How to investigate for web shells and wider activity
Look for unexpected files and review telemetry
Microsoft recommends hunting for unexpected files dropped or executing in Exchange folders. Compare findings with what is expected for the installed Exchange version and server role; an unfamiliar file is an investigative lead, not by itself proof of malicious activity. Review relevant Exchange and IIS evidence, endpoint detections, and other available alerts alongside the file findings.

There is no single filename or artifact that establishes every Exchange web-shell compromise. Record each finding and its context, and have an analyst assess whether it is malicious and connected to the incident. If Microsoft Defender for Endpoint is available, its detections and hunting capabilities can help identify activity, but an alert—or the absence of one—does not determine the full scope by itself.
Assess whether the attacker went beyond the shell
Investigate for credential harvesting, use of administrator credentials, access to other systems, lateral movement, and additional persistence. A shell can be a foothold for further activity, so the response should not stop when a suspicious web file is removed. Escalate evidence of advanced post-exploitation activity to qualified incident responders under the organization’s response plan.

How to remove identified web-shell files safely
Microsoft’s March 2021 procedure describes preserving forensic evidence when required, disconnecting the server, restarting it, stopping W3WP services, removing malicious ASPX files identified during investigation, and cleaning temporary ASP.NET files with its documented procedure. These are consequential incident-response actions, not a universal copy-and-paste cleanup recipe.
- Confirm scope and evidence needs. Have the response lead determine which files are considered malicious and whether forensic copies are required before removal.
- Check version and recovery applicability. Confirm the Microsoft procedure fits the installed Exchange and Windows versions and the organization’s recovery plan.
- Coordinate service-impacting actions. Carry out the documented restart and W3WP service steps only as part of the approved response plan.
- Remove only identified malicious content. Follow the applicable procedure for the confirmed malicious ASPX files and temporary ASP.NET files; do not delete files solely because their names or locations seem unusual.
File removal addresses identified content, not necessarily the attacker’s access or other persistence. Continue the investigation and recovery work even if the files are gone.

Which Microsoft tools can help—and what they cannot establish
| Tool or control | Useful for | Important limit |
|---|---|---|
| Microsoft Safety Scanner (MSERT) | A manually started scan of a Windows computer that attempts to remove malware and reverse changes made by identified threats. The log is at %SYSTEMROOT%debugmsert.log. |
It is not continuous protection or an incident-response engagement. Review detections with an analyst; a scan with no detections does not certify the host or organization as clean. Check the current version and system requirements before use. |
| Exchange On-premises Mitigation Tool (EOMT) | Microsoft CSS-Exchange documentation describes EOMT with optional MSERT integration and WhatIf support, plus selected vulnerability mitigations. | Supported Exchange and server versions, features, and release details can change. Check the current support matrix and release history before running it. Microsoft’s 2021 guidance distinguishes online scanning from mitigation-only use when the server lacks internet access. |
| Microsoft Defender for Endpoint | Endpoint detections and hunting can help identify post-exploitation activity and unexpected files in Exchange folders. | A blocked detection is different from an alert requiring analyst review and manual remediation. Product telemetry alone is not a complete scope assessment. |
| “Block Webshell creation for Servers” attack-surface-reduction rule | A prevention control Microsoft documents for Windows servers running Exchange. Its rule GUID is a8f5898e-1dc8-49a9-9878-85004b8a61e6. |
Microsoft lists prerequisites and limitations for some Windows Server versions and management methods. Check current policy guidance and test deployment safely. The rule does not remove an existing shell or establish that a compromised host is clean. |
| Exchange Emergency Mitigation service | Applies temporary mitigations for certain threats when applicable to the server. | Microsoft says mitigations are interim fixes, not replacements for Exchange security updates. Mitigation rollback is not web-shell removal; use current Microsoft rollback instructions rather than improvising configuration changes. |
Microsoft’s detailed Exchange web-shell guidance recommends EOMT/MSERT scanning and a full scan where appropriate. Treat scan results as one part of the investigation. The 2021 workflow also distinguishes online scanning from mitigation-only use when the server does not have internet access; confirm the current tool behavior and support requirements before selecting a mode.
Recovery after file removal
Reset exposed administrator credentials
Microsoft’s historical response workflow calls for resetting administrator credentials. Determine which credentials may have been exposed or used, and assess whether they were reused to access other systems. Coordinate credential changes with the incident-response plan so that compromised access is revoked without overlooking related accounts or services.
Best Value
Patch Exchange and validate the recovery path
Microsoft’s March 2021 guidance called for getting to a current Cumulative Update and applying Security Updates as protection against the vulnerabilities covered by that guidance. That is historical, campaign-specific advice—not a statement of the latest release or a substitute for checking current servicing instructions. Verify the applicable release, build, operating-system requirements, and security updates for the exact Exchange edition before changing the server.
Whether to restore the existing server or choose another recovery path depends on the incident scope and organizational requirements. The cited Microsoft workflow does not set a universal rebuild rule. Base the decision on the evidence, the response lead’s assessment, and the organization’s recovery and forensic requirements.
When to bring in incident-response specialists
Use the organization’s incident-response plan and seek qualified response support when the evidence points to credential theft, lateral movement, additional persistence, or other advanced activity. Those findings can extend the incident beyond Exchange and require coordinated investigation across accounts and systems. A shell-removal procedure or a clean malware scan cannot resolve that broader question.
